In Phong Quang commune, instead of having to go back and forth many times, people can now register births, deaths, confirm marital status... in just one visit to the Commune Administrative Service Center thanks to staff accessing the electronic household registration management system connected to the national population database.
Mr. Nong Xuan Tuyen in Na Oi village, Phong Quang commune, said: Coming to the commune to complete the procedures for adding a family member to the household registration, I found it quite convenient to fill out the information form, because there was an officer in charge of this field who gave very specific instructions. Finishing the work early, I also took advantage of the time to go back to work in the fields.
The electronic civil status management system brings many benefits to people, but challenges still arise, because most people in the highlands are not familiar with using technology and lack smart devices. To overcome these difficulties, localities have increased support and direct guidance, and arranged community technology teams right at the grassroots level to support people.
Ms. Nguyen Thi Diem, the officer in charge of Justice, Phong Quang Commune, said: I see that the process of receiving administrative procedures in general and the field of civil status in particular has undergone fundamental changes. In addition to guiding people to access the platforms via smart devices, the officer in charge also proactively coordinates with departments, branches, organizations, and residential areas to propagate so that people understand the regulations and fully implement civil status procedures.
Most of the communes in the northern part of the province are in the highlands, with difficult transportation and far from the center. Meanwhile, these places are mainly inhabited by ethnic minorities, a part of the population is not proficient in using smartphones, and has limited awareness of the law; language barriers are also one of the reasons leading to difficulties in household registration management...
Mr. Luong Van Thiet, Deputy Director of Phong Quang Commune Public Administration Service Center, said: With the functions and tasks of the government at the grassroots level, as soon as the new commune government comes into operation, one of the important and priority tasks is to put the Public Administration Service Center into operation, ensuring the continuous and smooth handling of administrative procedures for the people.
Currently, people can register birth, death, marriage, and confirm marital status through the National Public Service Portal or the provincial application C-ThaiNguyen. In addition, in communes and villages, there are Community Digital Technology Teams and Youth Unions to support people with procedures, and judicial officers go to villages to propagate and provide direct guidance.
After nearly a month of operating the two-level government apparatus, all administrative procedures of the people have been smoothly resolved by the local government, in which digital transformation plays a key role.
Comrade Nguyen Anh Tuan, Vice Chairman of Cao Minh Commune, said: Currently, some procedures have reduced processing time from many days to a few hours. This is a strong administrative reform step. Digital transformation is really effective in all areas, especially helping people in the highlands access digital technology with many benefits.
Digital transformation in general and in household registration management in particular is not only a matter of technology but also a change in mindset and efforts of the government and functional agencies to accompany the people. From here, households in mountainous areas and ethnic minority areas will receive many benefits on the digitalization journey, for a serving administration.
