Students say they received 'not enough' support money, school says it followed regulations

Many students of the K21 course of the University of Education - Danang University are wondering why they only received 2 months of living allowance according to Decree 116, even though the school's decision clearly stated the payment level was 3 months.

According to Decree 116/2020, pedagogical students are supported by the State with 3.63 million VND/month to cover living expenses during their study period at school. The support period is calculated based on the actual number of months of study in the school year, but not exceeding 10 months/year.

Decision to record 3 months, actually receive 2 months of support

Many students of the K21 pedagogy course at the University of Education - Danang University said they only received 2 months of living expenses, even though the school's decision to disburse money clearly stated that they would receive 3 months of support (April, May and June), meaning they would only receive 9 months of support during the school year.

Student B. shared: "I received my diploma on June 21, the date on the diploma was June 9, and the payment decision dated June 30 clearly stated 3 months of support. But in the end, I and hundreds of other students who graduated at the same time only received 2 months. Meanwhile, students from Hue Pedagogical University who graduated after only 1 week still received 10 months of support during the school year."

Another student commented: "Students at other schools receive money monthly, but we receive it every 3 months, leading to many concerns and comparisons."

Don't confuse graduation date with diploma date

Speaking to Tuoi Tre Online , a representative of the University of Education - Da Nang University said that these are students who will graduate 1 month early, while students who graduate on time will still receive 3 months of support. Many students are confusing the time of graduation and the time of receiving their diploma.

The school representative said: "Class K21 graduated on May 27, which is the date of the graduation recognition decision. June 9 is the date written on the diploma after a series of procedures such as printing, signing and approval, and June 21 is the date of awarding the diploma.

Many students mistakenly think that the date of receiving their diploma is the date of graduation, leading to misunderstandings about the time that is counted for support.

When there was feedback from students, the school also contacted the University of Education - Hue University for verification. The school confirmed that the students graduated on June 12, so the additional payment in June is in accordance with regulations."

Regarding the decision to pay for 3 months but students only received 2 months, the school representative said that the document issued on June 30 was missing the note "payment according to actual study time".

"This is the first time students have been supported under Decree 116 to graduate en masse, so there are many problems. We have followed the regulations and proactively explained, but some students still have different expectations than the regulations," he said.

Regarding the fact that some schools pay monthly, while the University of Education - Danang University pays every 3 months, the school representative explained that paying monthly or quarterly is the choice of each school and the regulations do not specify. Currently, financial procedures are still complicated, so the school chooses the lump sum payment option.

In response to students' concerns that if they receive "missing" months because they graduate early, will they have to pay back the full 10 months/year later, the school representative affirmed: "We make payments according to actual study time and in accordance with regulations."
