Trung Luong village (Cat Tien commune) currently has 216 fishing boats, of which 31 boats specialize in coastal fishing, 27 boats specialize in squid fishing in the southern fishing grounds and 158 boats exploit seafood in distant waters. Mr. Ngo Thanh Long - Head of Trung Luong village - said: Up to now, all the boats of the village have completed legal procedures according to regulations on registration, inspection, licensing of exploitation and related documents and installation of journey monitoring equipment.
“The inspection and mobilization work is carried out regularly, continuously, persistently, closely following each ship owner. Along with that, the De Gi Border Control Station strictly monitors, not allowing any fishing vessels that are not qualified to go to sea, so the ship owners have complied well. The village always coordinates closely with the Fisheries Sub-Department to update the status of each vessel's documents, whether they are still valid or expired. The village's large fishing vessel document renewals take place in August, September and after Tet around March and April. Thanks to persistent propaganda and mobilization, from 2024 to now, the management of fishing vessels in the locality has become more and more orderly and there have been no violations,” Mr. Long affirmed.

On the afternoon of July 24, Mr. Phan Trong Binh - Head of Ward 16 (Quy Nhon Ward) met with ship owner Tran Kim Cu to remind him about the deadline for documents and disseminate some new regulations related to the registration and inspection of fishing vessels. This has also been Mr. Binh's regular work in recent times.
According to the Economic , Infrastructure and Urban Affairs Department of Quy Nhon Ward, there are currently 27 fishing vessels whose fishing licenses have expired but are eligible for renewal. The authorities require neighborhoods to urgently mobilize and propagate so that boat owners can renew their licenses in a timely manner. In addition, 19 fishing vessels that are not eligible for operation must be brought to anchor at the Fisheries Logistics Service Area.
Persistent and determined
Currently, coastal communes and wards are actively coordinating with the Fisheries Sub-Department (Department of Agriculture and Environment) to review and update the number of fishing vessels whose registration and fishing licenses have expired or are about to expire in order to organize propaganda and mobilize ship owners to carry out procedures in accordance with the law. During the implementation process, many localities encountered many difficulties because some ship owners were slow, some ship owners did not install voyage monitoring equipment because they thought the cost was high...

In order to tighten management and resolutely handle the situation of fishing vessels that do not meet the conditions for exploitation, coastal communes and wards are implementing a series of solutions. According to Mr. Tran Minh Thong - Chairman of Phu My Dong Commune People's Committee, the commune has directed the radio station to announce a list of 15 fishing vessels that have not installed voyage monitoring equipment, 3 vessels that have not transferred their names to monitoring equipment, and 1 vessel that cannot be registered or inspected due to using manual equipment. The commune also requires ship owners not to take their vessels out for exploitation, not to leave fishing gear or fishing equipment on board. At the same time, assign cadres and party members to be in charge of each vessel, not allowing vessels to operate when they do not meet the conditions according to regulations.
Mr. Nguyen Duc Toan - Chairman of Quy Nhon Ward People's Committee said: The ward has requested the Head of Ward 10 and Ward 2 to work with the authorities, requesting the owners of fishing boats without papers, currently anchored in Da Nang City, and 2 fishing boats that have not transferred their names to the journey monitoring device to send images of the boats with their location to the ward's Economic, Infrastructure and Urban Department for monitoring. At the same time, assigned officers will regularly contact, monitor and supervise all activities of these boats.
To effectively carry out the management task, the communes and wards recommended that the Border Guard stations and checkpoints inspect 100% of fishing vessels entering and leaving the port, absolutely not allowing unqualified vessels to go to sea and must be held responsible if violations occur. At the same time, the Department of Agriculture and Environment is requested to direct the provincial Fisheries Sub-Department to strengthen inspection and supervision at fishing ports, promptly handle IUU violations. The localities also expect the relevant agencies to support and guide the procedures and documents, especially the new regulations for fishing vessel owners.
