Lessons learned from the 2025 International Student Assessment Program

GD&TĐ - On the afternoon of July 30, in Do Son (Hai Phong), a workshop was held to review experiences from the Program for International Student Assessment (PISA) for the 2025 cycle.

The workshop was organized by the National Testing Center and Education Quality Assessment under the Department of Quality Management ( Ministry of Education and Training ) with the participation of many teachers and education managers from 7 Departments of Education and Training of provinces and cities across the country, including: Hai Phong, Ninh Binh, Lao Cai, Thanh Hoa, Can Tho, Bac Ninh and Lam Dong.

PISA is a global survey conducted by the Organization for Economic Cooperation and Development (OECD). PISA assesses the abilities of 15-year-old students in mathematics, reading and science, aiming to assess how well they are prepared to face the challenges of modern life.

Specifically, PISA not only tests the knowledge that students have learned, but also assesses their ability to apply that knowledge to solve real-world problems. PISA tests focus on critical thinking, problem solving, and the ability to apply knowledge to different situations.

PISA is conducted every three years, and PISA results are used to compare educational levels across countries and to evaluate the effectiveness of educational policies.

According to the National Center for Testing and Educational Quality Assessment, Vietnam has participated in PISA since 2012. PISA 2025 cycle was implemented at 195 educational institutions in 60 provinces/cities nationwide from April 15 to April 29, 2025 in the form of online surveys on computers.

The survey results showed that 195/195 educational institutions successfully organized the official survey (141 educational institutions achieved 100% student participation; 54 educational institutions achieved 95%-98%). The total number of samples determined by the survey date was 7,448 students, of which: 7,353 students completed the survey, 95 students did not participate in the survey and 72 students dropped out/transferred schools before the survey date were not included in the sample. Therefore, the rate of students participating and completing the survey was 7,353/7,448, reaching 98.72% (ensuring compliance with OECD requirements[1]). In addition, 195 principals completed the official survey.

In addition to the results achieved, during the survey, there were some technical problems related to the computers of former students, low configuration and unstable internet connection, leading to slow test taking and failure to meet the test time... Meanwhile, some schools and facilities did not meet the requirements for computers and internet connection to serve the survey, however, the schools also proactively resolved the problem by borrowing computers from neighboring schools and teachers; proactively contacted the network service provider to expand bandwidth and the power supplier to ensure grid power during the survey.

Deputy Director of the Department of Quality Management Pham Quoc Khanh said that compared to other countries in the region and the world, Vietnam's investment in education is still very modest, much lower, but through PISA, it shows that the quality of education has achieved high results. Mr. Khanh affirmed that to achieve the above results, there is a great contribution from teachers.

At the workshop, teachers and representatives of the Departments of Education and Training of provinces and cities highly appreciated PISA and made a number of proposals and recommendations to the Ministry of Education and Training.
Accordingly, the Ministry of Education and Training focuses on implementing the Project " Developing a national-level large-scale assessment system to meet the requirements of improving the quality and international integration of general education in the 2022-2030 period " issued together with Decision No. 468/QD-BGDDT dated February 13, 2023 of the Minister of Education and Training; Continue to maintain participation in PISA in the following cycles; Strengthen close coordination between the Department of Quality Management and related Departments and Divisions to ensure synchronization in direction, resource sharing and technical support.

As for the Department of Education and Training, strengthen the direction, stabilize the management personnel and coordinate the national wide-scale assessment activities; Review and facilitate the upgrading of computer systems and Internet infrastructure at educational institutions, especially educational institutions in disadvantaged areas, to ensure meeting the technical requirements of PISA; Plan the budget and mobilize resources to ensure sufficient conditions to prepare for the next PISA cycle; Integrate the content of PISA competency assessment into regular teacher training activities at the local level.
