According to the report of the Investment and Construction Project Management Board of Region I, the Song Khoai Industrial Park project alone has a total land acquisition area of more than 714 hectares, involving more than 4,200 households, divided into 5 phases. Up to now, 448.49 hectares of land acquisition has been completed, reaching more than 62%, but there are still many areas stuck because people have not agreed on the compensation plan, lack of legal documents on land origin... Similarly, many other key projects such as Bac Tien Phong Industrial Park, Nam Tien Phong Industrial Park, LNG power, riverside road project, National Highway 279, provincial roads 327, 345... also face difficulties in land acquisition.
An important reason pointed out is that the implementation of these projects goes through a transitional period between the 2013 Land Law and the 2024 Land Law, along with new regulations on compensation, support, and resettlement, leading to some difficulties in applying the policy. In addition, the confirmation of land origin, the development of compensation plans, and the approval of land prices in some localities are also slow due to changes in the operating model from July 2025, and the workload at the commune level has increased significantly.
Faced with this situation, in recent times, the province has issued many directions to remove difficulties, requiring departments, branches and localities to focus on implementation. For example, at the meeting on August 13, 2025, the province directed departments, branches and localities to strengthen coordination, review all current regulations on compensation, support and resettlement, to promptly adjust and supplement any shortcomings. The Provincial People's Committee also assigned the Management Board of Construction Investment Projects of Regions I and II to preside over the development of specific coordination regulations between units, ensuring clear responsibilities at each level and each sector in implementing land acquisition and clearance; requiring localities to step up dialogue and mobilize people to receive compensation and hand over land; in cases of deliberate delay and non-compliance, the recovery will be resolutely enforced in accordance with legal regulations.
Along with that, the province also assigned departments and branches to research, advise, and propose support policies for cases of assets built on land not for the right purpose, review land funds to arrange reasonable resettlement; advise on removing obstacles in arranging resettlement locations in areas other than the communes, wards, and special zones where the GPMB project is located; obstacles related to the time of approval of compensation, support, and resettlement plans and the time of application of resettlement land prices, etc.
These are important solutions to quickly stabilize people's lives after site clearance and create social consensus during project implementation.
The Provincial People's Committee also established a Working Group to review and remove difficulties and obstacles for long-standing projects in the area, in which the Chairman of the Provincial People's Committee is the Head of the Group, the Vice Chairmen of the Provincial People's Committee are the Deputy Heads, and the members are heads of departments, branches, units, and Chairmen of the People's Committees of localities. The Working Group is responsible for reviewing and removing difficulties and obstacles for long-standing projects in the province; is responsible for thoroughly handling the obstacles that have ensured a legal basis for resolution within its authority, and does not allow new violations to arise.
Localities are currently working closely with departments, branches and units to actively count, confirm land origin and complete legal documents. Many dialogue meetings with people have been held to listen to their recommendations. For households that meet the conditions, localities are urgently approving, paying compensation and completing procedures to hand over land to investors.
2025 is the year to accelerate projects, make breakthroughs so that public investment projects can complete the disbursement of investment capital, serving the economic growth target of the province. With the drastic participation of the entire political system, along with timely mechanisms and policies, the progress of site clearance is being accelerated, contributing to realizing the growth target, building Quang Ninh into a modern service and industrial province, one of the dynamic and comprehensive development centers of the North.
