Voting results on the Law amending and supplementing a number of articles of 5 laws in the judicial field.
With the voting result of 446/448 delegates participating in the vote in favor (accounting for 93.31% of the total number of delegates), the National Assembly passed the Law amending and supplementing a number of articles of 5 laws in the judicial field: Law amending and supplementing a number of articles of the Civil Procedure Code, the Law on Administrative Procedure, the Law on Juvenile Justice, the Bankruptcy Law and the Law on Mediation and Dialogue at Court (effective from July 1, 2025).
With the voting result of 426/430 delegates present in favor (accounting for 89.12% of the total number of delegates), the National Assembly passed the State Budget Law (amended) taking effect from the 2026 budget year.
With the voting result of 429/439 delegates participating in the vote in favor (accounting for 89.75% of the total number of delegates), the National Assembly passed the Law amending and supplementing a number of articles of the Penal Code. The Law takes effect from July 1, 2025.
With the voting result of 443/445 delegates participating in the vote in favor (accounting for 93.1% of the total number of delegates), the National Assembly voted to pass the Law on Inspection (amended). The Law on Inspection (amended) takes effect from July 1, 2025.
With the voting result of 432/434 delegates participating in the vote in favor (accounting for 90.38% of the total number of delegates), the National Assembly officially passed the Law amending and supplementing a number of articles of 8 Laws in the fields of finance, bidding, and investment, including: Law on Bidding; Law on Investment under the public-private partnership model; Customs Law; Law on Value Added Tax; Law on Export Tax and Import Tax; Investment Law; Law on Public Investment; Law on Management and Use of Public Assets. The Law amending 8 Laws aims to overcome current difficulties and shortcomings; at the same time, legalize the contents according to the Party's guidelines and policies, especially promoting the development of science , technology, innovation and digital transformation, removing bottlenecks, unblocking resources, meeting the requirements of national development. This Law takes effect from July 1, 2025.
The National Assembly voted to pass the Resolution of the National Assembly amending and supplementing a number of articles of the Rules of Procedure of the National Assembly session.
With 432/434 delegates voting in favor, the National Assembly passed the Law amending and supplementing a number of articles of the Law on Promulgation of Legal Documents. The highlight of the Law is the provision supplementing transitional provisions on the validity of legal documents after the arrangement and adjustment of administrative boundaries. Accordingly, documents of district-level authorities will continue to be effective until February 28, 2027 for review and appropriate application.
With the voting result of 435/435 delegates participating in the vote in favor (equal to 91% of the total number of delegates), the National Assembly passed the Law amending and supplementing a number of articles of the Law on Handling of Administrative Violations.
The National Assembly voted to pass the Resolution of the National Assembly on the establishment of the National Election Council, with 425/426 delegates (accounting for 99.76%) voting in favor. The Resolution clearly states that the National Election Council is responsible for organizing the election of deputies to the 16th National Assembly; directing and guiding the election of deputies to People's Councils at all levels for the 2026-2031 term in accordance with the law and coordinating with the National Assembly Standing Committee, the Central Committee of the Vietnam Fatherland Front , the Government and relevant agencies and organizations to perform assigned tasks.
The National Assembly voted to pass the Resolution of the National Assembly amending and supplementing a number of articles of the Regulations of the National Assembly session issued together with Resolution No. 71/2022/QH15 of the National Assembly, with 434/436 delegates present voting in favor (accounting for 90.79% of the total number of delegates). The Resolution takes effect from July 1, 2025.
In the afternoon, the National Assembly held a plenary session in the hall to discuss the draft Law on Mutual Legal Assistance in Civil Matters.
