National Highway 24 is the only traffic route connecting Quang Ngai province (formerly) and Kon Tum province (formerly). This road is also the only route connecting Quang Ngai province through the Central Highlands region, directly connecting with the provinces of the Vietnam - Laos - Cambodia development triangle.
The entire route is 165km long, of which nearly 58km (of which 32.5km is Violak Pass) has not been invested in. From Ba To commune to Kon Plong commune, it is a small, narrow, winding, grade 4-5 mountainous road with many bends and many degraded sections. The negative slope is a very dangerous abyss.

In the context of increasing demand for transportation, goods circulation and travel, if we wait for capital allocation in the medium-term plan for the period 2026-2030 or wait for the Quang Ngai - Kon Tum expressway project, it will be too slow, not solving urgent needs, especially the travel needs of the people, causing waste of opportunities for socio -economic development, ensuring national defense and security in the region, the western border of the province...
The Chairman of the People's Committee of Quang Ngai province proposed that the Ministry of Finance and the Ministry of Construction consider and report to the Prime Minister to agree to support 2,350 billion VND from the central budget in addition to the medium-term public investment plan for the period 2026-2030.
In the immediate future, it is proposed that the Central Government support 1,150 billion VND in 2025 for Quang Ngai province from the increased revenue of the Central budget in 2024 or other legal funding sources to invest in the section from Km57 to Km89+515 (the section passing through Violak Pass); the remaining funding is proposed to be arranged in the following years. If supported by the Central Government, the People's Committee of Quang Ngai province will be determined to implement and commit to completing it by early 2027.
