Quang Hoa strives to stabilize the lives of Mong people

Quang Hoa Commune, Dak Glong District has a natural area of 8,543.64 hectares; 7 villages, 1,527 households, 8,446 people. The whole commune has 12 ethnic groups living together, of which ethnic minorities account for 89.37%, Mong people account for 71.9%, Kinh people account for only 10.63%.

As a commune with an economic structure mainly based on agricultural production, poor infrastructure, and uneven educational level, Quang Hoa is one of the poor communes of the district, with poor households accounting for 29.04% at the end of 2023.

The Mong people started to live in Quang Hoa commune from 1996-1997 as free migrants. They live scattered in forest areas, far from the center. Most of these areas have no roads, no electricity, no residential land, no production land and no household registration. Therefore, in the past, the life of the Mong people here was very difficult, almost all of them were poor households.

In recent years, authorities at all levels and functional sectors have made many efforts to stabilize life, support ethnic minorities in general and Mong people in particular to develop the economy and stabilize their lives.

In particular, the People's Committee of Dak Glong district and Quang Hoa commune has focused on prioritizing preferential capital sources for people to invest in production, providing residential land, production land, and granting citizen identification cards. In particular, the locality has made the most of capital sources from the three national target programs to help people gradually escape poverty and stabilize their lives.

In 2023, Mr. Giang A Din was granted residential land under the Suoi Phen residential stabilization project in village 12, Quang Hoa commune. With an area of over 10 square meters, Mr. Din is one of 97 households granted residential land in the Suoi Phen residential stabilization project of Quang Hoa commune (with a total land area of 170.8 hectares). Extremely happy, Mr. Din expressed, after more than 20 years of living here, my family now has a "genuine" piece of land. In addition, all Mong households have been granted ID cards and electronic identification. This is indeed what our family wishes for every day. We thank the authorities at all levels very much. With stable residential land, we will strive not to fall back into poverty, take care of labor and production to improve our lives.

By October 2024, most Mong people in Quang Hoa will have been issued ID cards.

In 2024, from the capital from Program 1719, Quang Hoa has 3 households supported with residential land with an amount of 132 million VND (44 million VND/household); housing support for 2 households with a support amount of 114 million VND, of which 1 household is supported with 44 million VND, 1 household is supported with 70 million VND; 3 households implemented in January 2025; support for 40 households to change jobs. The poverty reduction program supports 1 household with housing with an amount of 70 million VND...

Mulberry trees become "hunger-eradicating trees" of Mong people in Quang Hoa commune

In mid-2023, the People's Committee of Quang Hoa commune implemented the mulberry planting and silkworm raising projects of the Village Community Group, 6, 7, 8 and 10 under Program 1719. The project has 14 households belonging to the poor, near-poor households, and households living in extremely difficult villages in ethnic minority and mountainous areas. Of which, there are 7 near-poor households; 3 poor households and 3 newly escaped poverty households. The implementation period is 2 years. The total investment of the project is more than 1,211 billion VND; of which, the State budget supports 204 million VND, the rest is contributed by the people.

Also in 2023, the People's Committee of Quang Hoa commune approved the project to support community production under the National Target Program for Sustainable Poverty Reduction: Mulberry cultivation and silkworm raising of the Community Groups of Villages 7 and 8. The project has 12 households belonging to the poor, near-poor households, and households living in extremely difficult villages in ethnic minority and mountainous areas. The implementation period is 2 years. The total investment of the project is more than 901 million VND; of which, the state budget supports 228 million VND, the rest is contributed by households.

When participating in the Mulberry and Silkworm Growing Community Group in Quang Hoa, each month, a group member raises an average of 2 boxes of silkworms, earning about 20 million VND.

Through research, households participating in the above community production projects are all very happy. By participating in the project, they not only receive capital support from the State, but also have access to standard seedlings; technical guidance on mulberry planting and silkworm raising; and are guaranteed stable output. More importantly, they can escape poverty, have a stable income and gradually improve their lives right on the land they cultivate.

Mr. Ha Van Do, Head of Village 7, Quang Hoa Commune, said: The ethnic minority households in the village participating in the community production project of growing mulberry and raising silkworms are all poor, near-poor and newly escaped poverty households. Therefore, with these projects, not only the people are happy but also the Party cell and the village self-management board are very excited because the people have the opportunity to increase their income and escape poverty. After more than 1 year of participation, many households have escaped poverty and have stable lives.

According to the People's Committee of Quang Hoa commune, from 2022-2024, the whole commune will have nearly 200 poor and near-poor households supported to implement the model of growing mulberry and raising silkworms, with a total cost of about 3.5 billion VND.

Mr. Phan Dinh Mao, Chairman of the People's Committee of Quang Hoa Commune, added that local people previously developed the profession of growing mulberry and raising silkworms. Although there was income, it was not high, there was no community spirit and there was no stability or sustainability. Growing mulberry and raising silkworms is in line with the local orientation, helping to exploit the strengths of nature and people to the fullest. Currently, raising silkworms has low costs, fast capital turnover, and stable cocoon prices, so many households have escaped poverty and become rich from this profession.

Continue to invest and support people to develop

With the support of authorities at all levels, the support of national target programs and the efforts of the people, the poverty rate of Quang Hoa is decreasing significantly. In 2022, the commune had over 41% of poor households; in 2023, it accounted for 29.04% of poor households (a decrease of nearly 12% compared to 2022). According to the preliminary review results, by the end of 2024, Quang Hoa had 208 poor households, accounting for 13.01%, a decrease of 16.03% compared to 2023.

At the beginning of the new year, the People's Committee of Quang Hoa commune organized the Long Tong Festival of the Mong ethnic group for people to have fun, especially the game of throwing con.

To continue poverty reduction work, support people to stabilize their lives and settle down, recently, the People's Committee of Quang Hoa commune has proposed a list and components of projects to be included in the planning for the period 2026-2030 and expected to 2045 to arrange capital for construction investment.

Quang Hoa Commune People's Committee strives that by 2025 and 2030, the commune will basically complete the construction of infrastructure for residential areas in order of priority: Traffic, schools, cultural and information infrastructure..., in accordance with the criteria in the new rural construction planning.

Accordingly, in the period of 2026-2030, Quang Hoa proposed to invest in key projects and items such as: Road projects to production areas in villages 6, 7, 8, 9, with an estimated total investment of 18 billion VND; centralized domestic water projects in villages 6, 7, 8, with a total investment of 8 billion VND; centralized domestic water projects in Dak Tin - Quang Hoa area, with a total investment of 3.5 billion VND; cultural houses in villages 7, 8, 10, 11, 12 of Quang Hoa commune, wells and toilets; with a total investment of 2 billion VND; internal traffic projects in village 11, with a total investment of 18 billion VND; internal traffic projects in village 10, with a total investment of 6.5 billion VND; internal traffic projects in village 12, with a total investment of 3 billion VND, etc.

Mong people in Quang Hoa commune established a group with the same interest in raising fighting bulls to serve the Long Tong Festival and develop the economy.

Mr. Giang Seo Chung, Secretary of the Party Committee of Quang Hoa Commune, Dak Glong District, affirmed that in order to successfully reduce poverty, the locality determined that the most important thing to do is to propagate, mobilize and spread the awareness of self-effort and striving to escape poverty for the people. From there, the Party Committee requested departments, fronts and organizations at all levels to diversify the forms of propaganda and mobilization in many appropriate forms such as guiding good models, good practices, strong trees and animals, science and technology... Propaganda is not only limited to meetings but anytime, anywhere.

Mr. Tran Nam Thuan, Chairman of Dak Glong District People's Committee, assessed that the items proposed for investment and construction by Quang Hoa Commune People's Committee are all feasible, and the capital will be allocated by the District People's Committee from the 1719 Program projects for the commune to implement. Along with the national target programs for sustainable poverty reduction and new rural construction, Quang Hoa will be supported to eliminate hunger and reduce poverty, continuing to stabilize the lives of the Mong community.

The Mong people have been living in Dak Glong district since 1997, and have now developed more than 3,560 households with 23,646 people, living in 7/7 communes of the district. The Party, State, and local authorities pay attention to investing in infrastructure: roads, schools, medical stations; providing preferential loans, farming and livestock techniques; enjoying preferential policies such as importing, making ID cards, granting residential land, production land... The Mong people always live in solidarity with other ethnic communities, helping each other in labor, production, building a new life that is increasingly stable and developing; children are educated; traditional culture is preserved and promoted...
