From the good implementation of ethnic projects, programs and policies, focusing on the National Target Program 1719, Quang Hoa district has arranged capital to invest in building, renovating and repairing classrooms and subject rooms of schools with an amount of 80 billion VND, investing in purchasing equipment for teaching and learning with 35 billion VND. The work of universalizingeducation at all levels and eliminating illiteracy continues to be maintained and sustained; the work of building national standard schools has been directed to ensure targets and plans. Up to now, the whole district has 27/68 schools meeting national standards, reaching 39.7% (an increase of 7.4% compared to the beginning of the term). By the end of 2023, the total number of poor households in the district is 13.43%, near-poor households 24.76%.

Thereby, it has contributed to creating trust among ethnic minorities in the Party's guidelines and policies, the State's policies and laws; people strive, unite, overcome difficulties, actively work in production, develop socio-economy, eliminate hunger, reduce poverty, build new rural areas; build and consolidate the great national unity bloc.

Along with that, health and population policies are implemented promptly. The district's health insurance coverage rate reaches 90% of the population. Medical examination and treatment for people is maintained and implemented well, the rate of communes meeting national health standards reaches 100%, the rate of medical stations with doctors reaches 100%.
