Attending from the Central side were Politburo member, Permanent Deputy Prime Minister Nguyen Hoa Binh and Party Central Committee members: Senior Lieutenant General Le Quoc Hung, Deputy Minister of Public Security ; Senior Lieutenant General Nguyen Van Hien, Deputy Minister of National Defense; Nguyen Quoc Doan, Deputy Chief Justice of the Supreme People's Court; Nguyen Thi Tuyen, Vice President of the Central Committee of the Vietnam Fatherland Front, President of the Vietnam Women's Union and representatives of ministries, branches and a number of international organizations in Vietnam.

According to the Ministry of Public Security, in 2024, the whole country investigated and handled 163 human trafficking cases/455 subjects/500 victims; of which 91 new cases/237 subjects/336 victims were prosecuted. In the first 6 months of 2025, 120 cases/365 defendants were prosecuted and investigated, of which 34 new cases/101 defendants were accepted. Female victims accounted for 66.67%, there were no foreign victims or disabled people. Of the 22 cases prosecuted and investigated by the Criminal Police force, 28% of the victims were trafficked abroad, 72% of the victims were trafficked domestically.

Notably, human trafficking criminals use increasingly sophisticated and diverse methods and tricks. They seek and entice victims into “easy jobs with high salaries,” marry foreigners and enjoy a rich life, or take advantage of the economic difficulties and dependence of victims (borrowing money and being unable to repay debts), forcing, controlling, and forcing victims to go abroad to work to pay off debts.
The subjects used the cover of being "agents" abroad in charge of finding and leading people from Vietnam to work as labor sources for online fraud centers and received large sums of money up to hundreds of millions of dong in "referral fees" from the agents.
The subjects also organize the illegal exit of victims through trails and openings in border areas and sell them abroad to work and be illegal wives for illegal profits. In the country, the situation of buying and selling newborn babies on cyberspace through the tricks of giving and adopting children, forging documents, and legalizing procedures for giving and adopting children with foreign elements for illegal profits has emerged.
Speaking at the ceremony, Chairman of the City People's Committee Nguyen Van Phuong said that over the past time, the city has closely followed the policies and directions of the Party and the State and actively directed sectors and localities to effectively implement the work of preventing and combating human trafficking. Thanks to that, human trafficking crimes have been controlled, preventing the existence and emergence of locations and human trafficking networks in the area.
Most recently, in August 2024, the City Police proactively grasped the situation from afar, early on, from the periphery, discovered and dismantled a human trafficking ring under 16 years old to Cambodia; fought and handled 44 criminals, successfully rescued 33 victims in the case, and were trusted and praised by leaders at all levels and the people.

Speaking at the launching ceremony, Permanent Deputy Prime Minister Nguyen Hoa Binh called on all levels, sectors, communities and each citizen to unite, raise awareness, take proactive actions, closely coordinate, and actively participate in preventing and combating human trafficking, contributing to building an orderly and disciplined society.
With that spirit, Permanent Deputy Prime Minister Nguyen Hoa Binh launched a nationwide movement to prevent and combat human trafficking, responding to "World Day against Trafficking in Persons" and "National Day against Trafficking in Persons on July 30".

Deputy Prime Minister Nguyen Hoa Binh emphasized that in the coming time, the situation of human trafficking crimes in the world in general and in Vietnam in particular will continue to develop complicatedly. Therefore, we need to continue to closely follow the tasks and solutions for preventing and combating crimes in general and preventing and combating human trafficking crimes in particular.
The theme of the “World Day against Trafficking in Persons” in 2025 is “Trafficking in Persons is an Organized Crime – Stop the Exploitation” to continue taking action and effectively implementing all aspects of work to prevent and combat human trafficking.

Immediately after the launching ceremony, there was a parade through the central streets of Hue City in response to the "National Day for Prevention and Combat of Human Trafficking on July 30" with the participation of local forces and people.
