On the morning of August 4, Prime Minister Pham Minh Chinh , Head of the National Steering Committee for Semiconductor Industry Development (Steering Committee) chaired the 2nd meeting of the Steering Committee to assess the implementation of the Steering Committee's Conclusion at the 1st meeting, and at the same time set out tasks to promote the development of the semiconductor industry in the coming time.
The meeting was held directly at the Government Headquarters, online with a number of provinces, cities, universities, academies, and high-tech zones.
Attending the meeting were Deputy Prime Minister Nguyen Chi Dung, Deputy Head of the Steering Committee; Ministers, Heads of ministerial-level agencies; leaders of central ministries, branches, a number of provinces, cities, universities, academies, high-tech zones, and technology corporations.
In his opening speech, Prime Minister Pham Minh Chinh emphasized that the fourth industrial revolution (4.0) is taking place very strongly, especially in the semiconductor, artificial intelligence, cloud computing, internet of things industries...; making important contributions to the development of each country, including Vietnam.
In the world, the semiconductor industry has developed in many countries, for many years, very rich, but also very complex; each country has its own orientation for developing the semiconductor industry, showing that the semiconductor industry has an important mission and role.

Vietnam has been implementing many Resolutions, programs and plans to develop the semiconductor industry, including Resolution 57 of the Politburo on science, technology development, innovation, digital transformation and Resolutions of the National Assembly and the Government related to the development of the semiconductor industry such as: Strategy for developing Vietnam's semiconductor industry to 2030 and vision to 2050; Program for developing human resources for the semiconductor industry to 2030, vision to 2050.
The Prime Minister assessed that the implementation of Resolutions, programs and plans for the development of the semiconductor industry has achieved initial results, but is still modest and has many difficulties and challenges.
The Prime Minister said that in order to build an independent, self-reliant and proactive economy, actively integrate deeply, substantially and effectively into the international community, firmly protect independence, sovereignty and territorial integrity and improve the material and spiritual life of the people, we need to promote the increase of labor productivity and effectively exploit resources, including human resources.
Considering that the development of artificial intelligence based on Vietnamese human intelligence data depends heavily on the semiconductor industry, Prime Minister Pham Minh Chinh asked delegates to focus on analyzing and evaluating what has been done, what has not been done, the causes, and lessons to promote the development of the semiconductor industry, especially in human resource training, infrastructure development, investment attraction, resource mobilization, and development of the semiconductor industry ecosystem...

Delegates proposed a cooperation model between State, school and business entities in developing the semiconductor industry, so that Vietnam can take shortcuts, get ahead, break through and surpass in the semiconductor industry.
Emphasizing that in the context of limited resources and lack of experience, the development of the semiconductor industry is a process, the Prime Minister asked delegates to propose tasks and solutions in leadership and direction; call for and mobilize relevant entities, promote Vietnamese intelligence in design, production, assembly, packaging, and participate in the global production and supply chain of the semiconductor industry.
Asking the delegates to point out which bottlenecks need to be removed; which motivations need to be promoted; solutions for coordination, creating common strength for the whole country to develop the semiconductor industry, the Prime Minister said that developing the semiconductor industry is both an immediate and long-term, strategic task, so we must think deeply, do big things, look far and wide, in the spirit of "high determination, great effort, drastic action, doing each task and finishing it, focusing on key points," assigning "clear people, clear tasks, clear time, clear results, clear responsibilities, clear authority."
Prime Minister Pham Minh Chinh asked leaders of ministries, sectors, localities, businesses, experts, managers, and scientists to focus on in-depth discussions to promote the development of the semiconductor industry, create motivation, inspire, and contribute to the country achieving the growth target of 8.3-8.5% this year and double digits in the following years./ .
