Vinh Loc commune was established on the basis of arranging the entire natural area and population of Vinh Hung, Vinh My, Giang Hai, Vinh Hien communes (old Phu Loc district); natural area 66.53km2, population 36,350 people. The total number of villages after the merger is 24.

According to the Vinh Loc Commune Party Committee, after more than 1 week of operating the new apparatus, the staff, civil servants and public employees of the agencies and units after the arrangement are guaranteed, have stable ideology; professional qualifications and basic working capacity meet the requirements of the assigned tasks.

The Commune Public Administration Service Center operated smoothly immediately after its official launch. Thanks to that, procedures for people and businesses were handled promptly and effectively. After more than a week, the center received 122 records, mainly in the fields of household registration, land, residence, etc. 64 records were processed, 64 records returned on time. No records were overdue.

Regarding the preparation for the first Party Congress of the commune, the Party Committee has directed the two grassroots Party Committees (the Party Committee of the Party Committee's agency and the Party Committee of the Government's agency) to organize the congress and complete it before July 20. The Party Committee has issued a plan to organize the congress, established the Document Subcommittee and the Service Organization Subcommittee. The Document Subcommittee has held a meeting to assign tasks to draft the Political Report and Congress documents. According to the plan, the draft Political Report will be approved by the Party Committee for the first time on July 10 and the second time on July 13.

At the meeting, the Vinh Loc Commune Party Committee said that according to the plan for arranging the city's working headquarters, the headquarters of the Party Committee and the Vietnam Fatherland Front Committee of the commune will be located at the headquarters of Vinh Hung commune (old). However, the headquarters does not meet the material conditions, so this causes difficulties in arranging and operating the activities of the two agencies. Regarding the headquarters of the People's Council - People's Committee of Vinh Loc commune, if the headquarters of the Commune Military Command is arranged in the headquarters as the issued plan, it will likely not meet the requirements, making it very difficult to carry out the tasks. In addition, the infrastructure of some other headquarters due to the long construction process, many items are now degraded and damaged...

Speaking at the meeting of the Standing Committee, Head of the Organizing Committee of the City Party Committee Phan Xuan Toan said that the Central Committee has just issued a document requesting to speed up the progress of approving the Congress documents of the communes, so Vinh Loc commune needs to speed up the progress of building and commenting on the documents, ensuring the time according to regulations. Regarding the arrangement of part-time cadres, the commune will follow the instructions of the Central Committee. For cadres who have worked for a long time, are dedicated, have expertise, and do their jobs well, the locality needs to have a plan to arrange them in suitable villages. This is a source of quality cadres to create conditions for future development. In the process of operating the new apparatus, if there are any problems, the locality needs to proactively discuss with the Organizing Committee of the City Party Committee and other professional agencies for guidance and solutions.

Speaking at the meeting, Standing Deputy Secretary Pham Duc Tien emphasized that operating the new apparatus will inevitably face difficulties and obstacles. The general spirit is that the commune needs to unite and strive to overcome difficulties to move towards an administration that best serves the people and businesses; completing tasks well will complete the work best.

“The principle of decentralization, delegation of authority and division of authority when operating the 2-level local government organization model is “Locality does, locality decides, locality is responsible”. Therefore, the commune needs to be bold and promote the spirit of initiative in performing tasks within its authority. For example, for degraded and damaged headquarters, it is possible to proactively use funding sources from the old district level left over from the past and support from the Central Government to repair them, ensuring the best facilities for staff to work. In addition, the locality also proactively reviews the work, develops a socio -economic development plan, associated with its specific strengths. With an area frequently affected by natural disasters, the commune should proactively develop plans to prevent landslides and floods in the coming time”, Deputy Secretary Pham Duc Tien requested.
