On the afternoon of July 24, the Lang Biang Ward Party Committee - Da Lat solemnly held the official session of the 1st Party Congress of the Ward, term 2025 - 2030. Comrade Pham Thi Phuc - Deputy Secretary of the Provincial Party Committee, Chairman of the Vietnam Fatherland Front Committee of Lam Dong province attended and delivered a speech directing the congress.
Attending the Congress were leaders of the Vietnam Fatherland Front Committee of the province; representatives of the agencies advising and assisting the Provincial Party Committee; former local leaders of different periods and 208 delegates of the Lang Biang Ward Party Committee - Da Lat.
Lang Biang Ward Party Committee - Da Lat was established on the basis of merging Ward 7 Party Committee (Da Lat City) and Lac Duong Town Party Committee, Lat Commune Party Committee (Lac Duong District). The ward Party Committee consists of 53 Party organizations with a total of 1,063 Party members.
Speaking at the opening of the Congress, Secretary of the Party Committee, Chairwoman of the People's Council of Lang Biang Ward - Da Lat Tran Thi Chuc Quynh emphasized: The 1st Congress of the Lang Biang Ward Party Committee - Da Lat, term 2025 - 2030 is a political event of special importance, marking a new step of development after the establishment of Lang Biang Ward - Da Lat.
This is an opportunity for the entire Party to look back on the past, evaluate the results achieved, frankly point out the limitations, analyze the causes, and learn lessons to successfully implement the goals, tasks, breakthrough programs, and key projects in the new term. Thereby, improving the material and spiritual life of the people; building a friendly, transparent government that serves the people.
According to the report at the Congress, during the past term, in the general context of the whole country and the province, the impact of natural disasters, epidemics... but the Party Committee and the people of all ethnic groups in Lang Biang Ward - Da Lat have strived to successfully complete the targets on socio -economics, national defense - security, Party building and political system as set out in the Resolution of the Party Committees before the merger.
The economy continues to develop, promoting the advantages of the merged localities. The growth rate of total state budget revenue in the area is estimated at 22.4%; the growth rate of total product value in the area is estimated at 10.06%; average income per capita is estimated at 76.2 million VND/person/year; agriculture plays an important role in the local economy, to date there have been 41 products certified to achieve OCOP 3 stars or higher.
The work of preserving and exploiting the unique traditional cultural features of indigenous peoples has become a new tourism product, in which gong cultural tourism has become a famous brand, contributing to socio-economic development, increasing the number of tourists to the locality. Thereby increasing income and creating jobs for rural workers and ethnic minorities in the area.
The new cultural institutions are increasingly perfected and effective. Physical education and sports activities have developed. Education and training continue to be invested in and implemented synchronously; 100% of public schools meet national standards.
Social security and welfare are maintained and ensured; to date, there is only one poor household according to the multidimensional poverty standard; the rate of people participating in health insurance is over 95%.
National defense, security, order and social safety are ensured. The leadership role of Party committees and organizations at all levels is promoted. The material and spiritual life of the people is improved and enhanced; the strength of great solidarity among ethnic groups is maintained.
The reorganized and merged apparatus will operate smoothly and effectively, best serving the people and businesses from July 1.

With the motto "Solidarity - Democracy - Discipline - Breakthrough - Development", the Congress determined the goals and guiding viewpoints, and set out 11 specific targets on socio-economic development and Party building and the political system in the 2025 - 2030 term.
In particular, 5 development breakthroughs and key projects are identified, and key solutions are proposed to successfully implement the set goals; striving to develop Lang Biang Ward - Da Lat comprehensively by 2030, becoming a place worth visiting, green, friendly and rich in identity, contributing to Lam Dong province and the whole country entering a new era of development, an era of national growth.
At the Congress, delegates discussed good practices and contributed ideas to the Political Report of the 1st Congress of Lang Biang Ward Delegates - Da Lat to clarify the results achieved as well as shortcomings and limitations in the past term.
At the same time, contribute comments to the draft Documents submitted to the 1st Lam Dong Provincial Party Congress, term 2025 - 2030 and the draft Documents submitted to the 14th National Party Congress; vote to approve the draft Resolution of the Congress.
Speaking at the Congress, Comrade Pham Thi Phuc - Deputy Secretary of the Provincial Party Committee, Chairman of the Vietnam Fatherland Front Committee of Lam Dong province highly appreciated the efforts and consensus of the Party committees, authorities and people of the three localities before merging into Lang Biang - Da Lat ward, as well as the solidarity and unity throughout the process of preparing and implementing the merger of administrative units, transferring and implementing tasks according to the new model.
On behalf of the Provincial Party Committee, People's Council, People's Committee, and Vietnam Fatherland Front Committee of the province, comrade Pham Thi Phuc warmly congratulated and commended the results achieved by all cadres, party members, soldiers of the armed forces and people of Lang Biang ward - Da Lat in the past term.
He emphasized: Those results have made important contributions to the overall development of the province and created important premises for Lang Biang Ward - Da Lat to develop rapidly, sustainably and comprehensively in the following years.
In addition to the achieved results, Deputy Secretary of the Provincial Party Committee, Chairwoman of the Vietnam Fatherland Front Committee of Lam Dong Province Pham Thi Phuc suggested that the Congress continue to discuss and find the causes of limitations, especially the shortcomings and weaknesses in the leadership and direction of some Party organizations at the grassroots level; propose strong solutions to promote the sustainable development of economic sectors, have solutions to protect the environment, remove bottlenecks and bottlenecks in site clearance for the implementation of some key projects.

Immediately develop and deploy an action program, assign tasks to Party Committee members to soon put the Resolution of the Ward Party Congress for the 2025 - 2030 term into practice.
At the same time, continue to effectively implement the 4th Central Resolution on Party building and rectification in conjunction with studying and following Ho Chi Minh's ideology, morality and lifestyle. Improve the leadership capacity and fighting strength of grassroots party organizations; strongly innovate personnel work. Promote the vanguard, exemplary, daring to do and dare to take responsibility of the contingent of cadres and party members, especially the heads of agencies and units.
Regarding economic development, the Deputy Secretary of the Provincial Party Committee and Chairman of the Vietnam Fatherland Front Committee of Lam Dong province suggested that it is necessary to deeply assess the potential, strengths, and characteristics of the locality and base on the province's orientation in the coming time, to have specific solutions to develop the economy in the right direction and effectively.
In particular, focusing on attracting investment, developing economic sectors in a socialist orientation, creating a favorable environment for the development of the private economy. Encouraging the spirit of innovation, developing new business models, applying science and technology to production and business.
In addition, it is necessary to strengthen the development of culture, education, training, science and technology, and ensure social security and welfare in the ward. It is especially necessary to pay attention to implementing practical and effective solutions for socio-economic development in ethnic minority areas, improving people's lives, and reducing poverty sustainably and substantially.
The Deputy Secretary of the Provincial Party Committee, Chairman of the Vietnam Fatherland Front Committee of the province also requested Lang Biang Ward - Da Lat to develop a Plan and Program for implementing the application of science and technology, national digital transformation in the ward with appropriate content and roadmap. In particular, focusing on comprehensive digitalization of state management activities, connecting with national information systems and databases, promoting the provision of online public services to people and businesses. Improving the operational efficiency and service quality of the ward's Public Administration Service Center, improving the one-stop and inter-connected one-stop mechanism.
To successfully achieve the goal of making Lang Biang Ward - Da Lat a place worth visiting, safe and friendly, the ward needs to strengthen the work of ensuring national defense, security, fire prevention, labor safety, maintaining social order and safety.
