Decentralization in e-commerce, protecting consumer rights

The Government has just issued Decree No. 146/2025/ND-CP regulating decentralization and delegation in the fields of industry and trade. The Decree takes effect from July 1, 2025.

In this decree, the Government stipulates decentralization in the field of e-commerce and consumer rights protection. In particular, many tasks and powers of the Ministry of Industry and Trade will be decentralized to the provincial level for implementation.

In the field of e-commerce, the tasks and powers of the Ministry of Industry and Trade in receiving procedures for notification of e-commerce websites for sale as prescribed in Clause 1, Article 53 of Decree No. 52/2013/ND-CP are implemented by the People's Committees of the provinces.

The tasks and powers of the Ministry of Industry and Trade regarding receiving procedures for notification of e-commerce application for sales are prescribed in Clause 3, Article 25 of Decree No. 52/2013/ND-CP and are performed by the Provincial People's Committee.
