According to initial information, the incident occurred at around 3:45 p.m. At that time, a 24-seat passenger car with license plate 29B-11xx was moving from the wharf to Chuong Duong Do street when it suddenly caught fire, the front of the car engulfed in flames. People in the area shouted and reported to the authorities.

Immediately after receiving the news, Hong Ha Ward Police deployed forces to the scene and together with local residents used fire extinguishers to control the fire, but were unsuccessful. The fire continued to rage, creating a column of black smoke dozens of meters high.
