Duc Linh New Rural Area

After more than 14 years of implementing the National Target Program on New Rural Development, Duc Linh mountainous district has achieved impressive results. From a district with many difficulties, it has become a locality with steady progress, a bright spot of the province in the process of improving the quality of New Rural Development criteria, towards sustainable development.

Among the first 4 communes of the province recognized as meeting the model NTM standards in 2024, Duc Linh district accounts for 3 communes: Tra Tan, Me Pu and Dong Ha. The whole district has 5 communes meeting the advanced NTM standards, 3 communes meeting the model standards, the remaining 2 communes, Tan Ha and Duc Hanh, are striving to meet the advanced NTM standards in 2025. Not only the impressive number of model NTM communes "covering" the advanced NTM communes, the achievements of Duc Linh NTM are clearly visible in the appearance of the rural areas that are improving day by day. It is a source of pride and a strong motivation for localities to continue to rise up in the new journey.

Returning to Duc Linh in recent days, it is easy to feel the changes present on every road, every village. The flat concrete roads leading to the alleys, the rich green and yellow of the province's key rice granaries, the lush orchards... create a picture of a prosperous countryside. Houses are becoming more and more spacious, people's income and life are constantly improving. That achievement has marked a long journey with the spirit of perseverance and creative determination of the entire political system of Duc Linh district in the journey of rural development. In which, the people are always identified as the center, the subject and the direct beneficiaries of the results.

Mr. Le Van Hung, a farmer in Nam Chinh commune, is busy working on a high-quality rice field and shares: “The countryside is where I have been attached to all my life. To benefit from beautiful roads, clean water, electricity... more than anyone else, people must voluntarily join hands to build their homeland. Like me, in the past, I grew rice without any specific model, just following the experience of my ancestors. Now I am guided to cultivate according to the VietGAP process, linked production with stable productivity, with stable output, my income has increased many times compared to before!”

Along with improving the quality of criteria, the district also promotes agricultural restructuring towards efficiency and sustainability. In the past year, the whole district has converted 1,413 hectares of ineffective land into suitable crops, and at the same time formed a high-quality rice production area of more than 1,860 hectares in key communes such as Duc Tai town, Da Kai, Nam Chinh, Sung Nhon, Me Pu communes...

Notably, in Dong Ha, a model commune, industrial clusters have been invested in completing infrastructure, attracting businesses to operate. Nam Ha Vietnam Shoes Company Limited has been inaugurated and put into operation, creating jobs for local workers. In addition, the Hoa Long Invest Group project with an investment capital of more than 1,700 billion VND is starting phase 1 at Nam Ha 2 Industrial Cluster, building a factory for rent with a capital of over 1,700 billion VND, going into operation in 2025, promising to bring a development boost to the whole region in the coming years.

Not only in communes that have met advanced and model standards, the NTM program has also created a widespread influence. The entire district has built more than 15.8 km of roads according to Resolution 10 of the Provincial People's Council with a total cost of nearly 20 billion VND, of which people contributed more than 6.9 billion VND by the end of 2024. At the same time, irrigation works, schools, and cultural houses have also been invested in and upgraded synchronously. The rate of poor households has now decreased to 1.37%, and the rate of near-poor households to 1.63%, demonstrating the effectiveness of the program in improving the quality of life for rural people.

According to Mr. Huynh Van Tinh - Chairman of Duc Linh District People's Committee, building a new rural area is a continuous and regular task and the criteria for building a new rural area must be gradually improved. Duc Linh District has placed the responsibility of the leader as a key factor in directing and organizing implementation. In addition, it is necessary to determine the focus and key points for implementing the criteria, assigning targets with specific assignments in each stage, avoiding spreading and creating substantial changes.

From the district Party Committee to the People's Committees of communes, the action plans all aim at the common goal: Improving the material and spiritual life and income of the people. Propaganda work is always implemented methodically and persistently, following the motto "people know, people discuss, people do, people inspect". The implementation of democracy from the grassroots has created great consensus among the people, strongly promoting the role of the people as the main subject in building the new rural area.

At the same time, Duc Linh district has promptly issued many mechanisms, support policies and timely rewards, creating an important driving force to promote localities to compete in building advanced and model new-style rural communes. Thanks to that, the rural socio -economy has clearly changed, infrastructure has been invested synchronously, industries, trade and services have developed strongly, and the economic structure has shifted in the right direction. People's lives have improved, opportunities to access services and social welfare have become increasingly open, creating a solid foundation for sustainable rural economic development. However, in the process of building new-style rural areas, there are many difficulties, especially the new set of criteria requires quite high requirements, the State's support budget is too little, localities flexibly mobilize social resources, and people ensure progress.

From a poor rural area in the past, Duc Linh has now come closer to the goal of the district meeting the advanced NTM standards. With the determination not to stop at the achieved results, the locality has set out a long-term plan, overcoming limitations and difficulties; focusing on exploiting the maximum potential of each region, innovating methods, promoting production linkages, investing in technology and improving the quality of human resources to continue to promote the development of the NTM construction movement.

Duc Linh identifies this as a never-ending journey, with the goal of moving towards an ecological agriculture, modern countryside and smart people who are in control of their own lives."
