Applicants for naturalization must comply with the Constitution and laws, respect Vietnamese culture and customs; know enough Vietnamese to integrate; have resided in Vietnam for at least 5 years and be able to ensure their livelihood.
However, those whose spouses, children, parents, or grandparents are Vietnamese citizens; have made special contributions to the Fatherland; or are beneficial to the State will be exempted from language, residence time, and livelihood requirements.
Minister of Justice Nguyen Hai Ninh said the new law creates more favorable conditions for foreign investors, experts and scientists to obtain Vietnamese citizenship, thereby attracting high-quality resources. The State also allows them to retain their foreign citizenship if they have relatives who are Vietnamese citizens and are approved by the President. In case of residing abroad, applicants for naturalization can submit their application to a Vietnamese representative agency.
