
Import-export activities contribute positively to Lao Cai province's state budget revenue. In the first 6 months of 2025, the budget revenue from import-export activities reached 975 billion VND, equal to 73% of the central budget estimate, 40% of the provincial budget estimate, and 173% compared to the same period in 2024.

This result is due to the transparent and clear import-export management policy, creating favorable conditions to attract businesses to participate in import-export through Lao Cai border gate, thereby contributing to increasing revenue for the state budget. Meanwhile, domestic state budget revenue also achieved positive results when in the first 6 months of 2025, it reached 8,042 billion VND, equal to 68% of the central budget estimate, equal to 46% of the provincial budget estimate and equal to 144% of the same period in 2024.
Thus, the total state budget revenue in Lao Cai province in the first half of 2025 reached 9,017 billion VND (of which, the old Lao Cai province reached more than 6,603 billion VND, the old Yen Bai reached 2,409 billion VND) equal to 67% of the central budget estimate, equal to 43% of the provincial budget estimate and equal to 141% of the same period in 2024. In the context of the general difficulties of the world, domestic and local situations, this is considered a quite impressive budget revenue, outstanding compared to the provinces in the midland and mountainous regions of the North.

To achieve this budget revenue result, the sectors: Finance, Tax, Customs, State Treasury have closely followed the direction of the Central Government, Provincial Party Committee, Provincial People's Committee, making efforts to drastically and synchronously implement solutions in managing budget revenue and expenditure from the first months of 2025. Implementing many solutions to nurture revenue sources, having specific policies to attract and create conditions for businesses to develop and produce and do business in the area (currently, the whole Lao Cai province has only over 11,000 registered businesses).

According to Mr. Le Phuong - Deputy Head of the Customs Branch of Region VII, in the first months of the year, the unit has well implemented the laws on tax, customs, management policies related to import and export activities; people and means of transport entering and exiting the country, customs procedures, attracting and facilitating businesses in import and export activities... to increase budget revenue.

After the merger, the estimated revenue from the central budget assigned to Lao Cai province (new) is 13,556 billion VND, of which the old Lao Cai province is 9,818 billion VND and the old Yen Bai province is 3,738 billion VND. The estimated revenue from the local budget assigned by the Provincial People's Council is 21,000 billion VND.
Immediately after the establishment of the new Lao Cai province, the finance sector proactively advised the province to assign the 2025 budget revenue and expenditure estimates to new communes and wards; submitted to the Provincial People's Council on decentralizing revenue sources to provincial and commune-level authorities; and determined mechanisms and policies on budget collection to ensure stable financial and budgetary activities.

Review revenue sources, especially fees, charges and contributions to infrastructure construction to continue to adjust and supplement them to suit the reality of the new locality, in order to better meet the needs of using resources of the province in the new situation. Establish working groups to guide and assist in budget collection work in the whole province. Coordinate with tax authorities and related sectors to review and evaluate revenue sources of enterprises, especially enterprises with large revenues. Continue to advise and propose investment in infrastructure connecting synchronously with airports, standard gauge railways, highways, industrial parks, etc.
In addition, research and advise competent authorities to develop mechanisms and policies to encourage all economic sectors and citizens to invest in production and business, attract labor, and create jobs. Review, adjust, and supplement incentive mechanisms and policies; promote investment, trade, and tourism well, in order to boost investment attraction, effectively exploit revenue from regions and fields with local strengths such as border gate economy , tourism, hydropower, mineral exploitation and processing, etc. At the same time, have mechanisms to ensure the obligations of enterprises to the State budget.

Communes and wards, especially central communes and wards, proactively create land funds for industrial and handicraft zones; at the same time, mobilize resources for investment to attract labor, create jobs, increase income, and increase obligations to the state budget.
Mr. Chu Hoang Son - Deputy Director of the Department of Finance said: The financial sector is evaluating and reviewing the results of the implementation of the resolution of the People's Council of the two provinces (old) on decentralization of revenue sources and budget expenditure tasks for the period 2022 - 2025 to serve as a basis for developing a resolution on decentralization of revenue sources and expenditures for the period 2026 - 2030 to ensure that it is consistent with the resources and actual conditions of the locality. At the same time, the results of implementing policies for the period 2021 - 2025 will be evaluated to abolish policies that are no longer suitable, focusing resources on investment in infrastructure development, industrial parks, etc. For each revenue sector such as taxes, fees, land use fees, import-export activities, appropriate budget collection solutions will be implemented as well as drastic measures to combat state budget losses, contributing to local socio-economic development.
With high initiative and determination, Lao Cai province strives to collect the highest level of state budget revenue in the area, ensuring resources for investment to serve the socio-economic development goals of the year and the coming period.
