Nho Quan Staff rotation creates momentum for development

In November 2020, comrade Hoang Ngoc Thanh was transferred from the position of Deputy Head of the Nho Quan District Party Committee's Mass Mobilization Committee to assume the position of Permanent Deputy Secretary of the Van Phong Commune Party Committee. The change of tasks and management methods from the district level to the commune level, especially not being a local, made it inevitable that he would face difficulties and challenges at the beginning of his work. However, with the experience accumulated during his work and the district's attention to creating conditions for him to attend training courses to improve his political and professional qualifications, he was able to apply them in practice and improve his work efficiency.

Comrade Hoang Ngoc Thanh said: Immediately after taking up the task in Van Phong commune, I promptly grasped the situation in the Party Committee and the locality; made efforts to build a relationship of solidarity and unity within the Standing Committee, the Standing Committee of the Party Committee, and the Executive Committee of the Commune Party Committee. Proactively went to the grassroots to meet with cadres, party members, and people to learn and listen to opinions, grasp the issues that people are concerned about, from there, together with comrades in the Standing Committee of the Commune Party Committee, discussed and developed plans to organize the implementation of the tasks of leading socio -economic development, building a strong Party and political system.

In particular, implementing the district's policy on building Van Phong into an advanced new rural commune, a model new rural commune, comrade Hoang Ngoc Thanh, together with the Party Committee Standing Committee and the Party Executive Committee of the commune, focused his intelligence, issued resolutions, programs, and plans to mobilize local resources as well as socialization work to implement the criteria. Thanks to that, Van Phong has completed the goal of building an advanced new rural commune, a model new rural commune on schedule: In 2021, the commune was recognized as an advanced new rural commune, in 2022, it was recognized as a model new rural commune. Recently, implementing the policy of the Central, the province, and the district on the work of arranging administrative units, he and the Party Committee Standing Committee of the commune have focused highly on leading, directing propaganda, mobilizing the people as well as carefully implementing the steps in the roadmap for implementing the project of arranging administrative units in the commune; thereby, the people highly agreed with this policy.

According to comrade Hoang Ngoc Thanh, the base is the place where the Party's policies and the State's laws are directly implemented; therefore, in the process of working, although there are difficulties, when solving the work, it is not affected by factors related to family and relatives, so it is completely democratic and objective. In addition, the difficulties and advantages at the base have created opportunities for comrades to experience, rub shoulders and become more mature in their work.

Determine the work of mobilizing and rotating cadres to the grassroots and arranging key cadres who are not local people to train, foster, practice and challenge, helping cadres gain more practical experience; overcome the local and closed situation in cadre work; at the same time help create a source of quality cadres for arrangement and use in the coming stages. Every year, the Standing Committee of Nho Quan District Party Committee develops a plan for mobilizing and rotating cadres based on the actual requirements of cadre work of the district, communes and towns to select appropriate cadres for mobilization and rotation.

In the process of rotating and transferring cadres, the Standing Committee of the District Party Committee carried out each step carefully, democratically, and openly. At the same time, it focused on grasping the ideological situation, listening to the opinions, thoughts, and aspirations of the transferred and transferred cadres; organizing work with localities, agencies, and units where the cadres are working and where the transferred and transferred cadres go to in order to thoroughly understand the significance of rotating and transferring cadres. Thereby, creating high consensus and unity, helping the district to effectively carry out the work of creating cadre resources and helping localities, agencies, and units to solve difficulties in cadre work.

From 2020 to present, Nho Quan has transferred 7 officials from the district to hold key positions in communes and towns; 4 key leaders between communes and towns. Up to this point, Nho Quan district has 11 key officials in communes and towns who are not local people; 2 communes have implemented the model of Secretary cum Chairman of the People's Committee.

In fact, the mobilization and rotation of cadres from the district to the grassroots level and the arrangement of key cadres who are not local people in Nho Quan district in the past time have created a "new wind", a driving force for development at the grassroots level. The number of cadres mobilized and rotated up to now have matured in all aspects, are steadfast and confident in handling work more effectively. Those efforts have been recognized and highly appreciated by the district leaders, professional agencies and especially the people.

Comrade Vu The Phuong, Head of the Organization Board of Nho Quan District Party Committee, said: The transferred and mobilized cadres have made efforts, actively studied and trained in a practical environment to participate in the leadership and management process at the grassroots level, acting as the nucleus for building the great solidarity bloc; in the localities where the transferred and mobilized cadres have come, the socio-economic situation, Party building work, administrative reform, working style and manners of the cadres and party members have many positive changes; creating prestige and good relationships within the localities, agencies, units and the people. The clearest evidence is that the comrades have participated in mobilizing the people to donate land for road construction, cultural houses; resolved disputes and complaints well; cared for the lives of social subjects and the poor; maintained political security, social order and safety; attracted investment in the locality..., contributing to building advanced and exemplary new rural areas in the localities. Through annual classification and assessment, the Party Committees of communes and towns have mobilized and transferred cadres and the comrades themselves are all classified as having completed their tasks well or better.

Promoting the achieved results, in the coming time, the Standing Committee of Nho Quan District Party Committee will continue to pay attention to promoting the rotation and transfer of cadres, especially young cadres, to the grassroots level, so that comrades can gain practical experience during their work. In addition, review and arrange suitable cadres in communes and towns subject to administrative unit merger, ensuring compliance with criteria and regulations. At the same time, pay attention to creating a favorable environment and conditions for transferred and transferred cadres to promote their capacity and strengths; focus on cadre management and evaluation, thereby preparing immediate and long-term cadre resources, contributing to building a clean and strong Party Committee and political system of the district.
