Implementing the Government's Comprehensive Program on State Administrative Reform for the 2021-2030 period, the Department of Health annually develops a plan to disseminate andeducate the provincial health sector on laws. Accordingly, the unit deploys general legal documents and specialized legal documents to all civil servants, public employees, and workers in the sector, ensuring that health sector cadres, public employees, and civil servants are promptly updated with the Party's guidelines and the State's policies and laws.
Focus on disseminating, thoroughly understanding and effectively organizing the implementation of administrative reform documents of the central and provincial levels. At the same time, set out specific tasks in the direction and operation of administrative reform and tasks in the 6 areas of administrative reform. Direct and urge departments, agencies and units, especially those assigned to implement administrative reform areas to advise on the completion of planned tasks. Arrange funding to implement administrative reform tasks.
The Department of Health regularly focuses on propaganda and guidance on administrative procedures in general and promoting the use of online public services. In particular, in 2024, the Steering Committee for Administrative Reform in the health sector issued a plan to improve efficiency, increase the rate of using online public services and online payment via the national public service portal for administrative procedures of the Quang Tri health sector.
In addition to organizing competitions and news and articles, units in the health sector regularly disseminate information about administrative reform through regular daily, weekly and monthly meetings and briefings of departments, rooms and hospitals; showing videos /clips about administrative reform in departments and rooms of patients and their families. Thereby, seeking initiatives and solutions in administrative reform to replicate good models and effective solutions to contribute to improving the quality of administrative reform in the entire health sector.
Typically, from 2021 to present, the department has had 6 provincial-level initiatives, typically the following initiatives: "Advising the Provincial People's Council on the Resolution to promulgate a number of contents and expenditure levels for health and population work in Quang Tri province for the period 2023-2025" and "Advising on the project to reorganize Vinh Linh District Medical Center into Vinh Linh Regional General Hospital and Vinh Linh District Medical Center".
The Department of Health has also recognized more than 20 grassroots initiatives on administrative reform, typical initiatives such as: Solutions to improve the efficiency of using online public services for administrative procedures of the Quang Tri health sector; Increasing the rate of digital signatures and digital signature leaders at agencies and units of the Quang Tri health sector in 2024; Applying Google sheets in implementing, monitoring and resolving administrative procedures "Assessing the maintenance of good practices in retail drug establishments"; Organizing the contest "Building propaganda videos and giving advice on administrative reform" in the health sector of Quang Tri province in 2024; Assessing the situation of improving hospital quality at medical examination and treatment facilities in Quang Tri province in the period of 2020-2024; Assessing the satisfaction of inpatients with public health services at medical examination and treatment facilities in Quang Tri province in 2024.
Every year, the Department of Health launches emulation movements throughout the sector with many different topics but always closely linked to administrative reform tasks so that agencies and units can organize emulation, linked to emulation targets, which are the basis for considering rewards. In the set of criteria for evaluating and classifying the level of task completion of units, the assessment of the implementation of administrative reform tasks is integrated to determine the basis for emulation and rewards between units at the end of the year.
From 2021 to present, the Department has not received any feedback or recommendations on handling administrative procedures. Complete the innovation of implementing the one-stop shop and one-stop shop mechanism in handling administrative procedures towards improving service quality, enhancing the application of information technology, reducing travel time, social costs and creating convenience for people and businesses.
The rate of administrative procedure settlement records circulated internally between competent settlement agencies or relevant agencies by electronic means reached 100%; the rate of records settled online out of the total number of records reached over 95%.
According to Deputy Director of the Department of Health Nguyen Xuan Dung, promoting the results achieved in administrative reform, in the coming time, the provincial health sector will continue to review and simplify administrative procedures, review and propose to eliminate cumbersome and overlapping administrative procedures that cause difficulties for people and organizations. Continue to effectively implement the work of streamlining the state apparatus, making it streamlined, effective and efficient according to Resolution No. 18-NQ/TW.
Promote the application of scientific and technological advances in the application of information technology in the organization of the apparatus. Strengthen direction, management, and processing of work in the digital environment, organize meetings and conferences online and without paperwork. Continue to promote the completion of the job position project of the Department of Health in accordance with the assigned staffing quota. Continue to effectively implement Decree No. 60/2021/ND-CP, dated June 21, 2021, stipulating the financial autonomy mechanism of public service units.
Accelerate the transformation of public service units into joint stock companies. Deploy electronic medical records in all medical examination and treatment facilities; apply remote medical examination and treatment platforms; apply artificial intelligence (AI) in diagnosis and treatment. Accelerate the deployment of electronic health records for the entire population. Deploy the e-Government Architecture of Quang Tri province, version 3.0. Timely commend and reward collectives and individuals with many contributions and good initiatives for administrative reform of agencies and units in the health sector.
