Japan aims to promote defense industry development

Kyodo News reported on June 28 that the Japanese government has just announced guidelines for the development of the defense industry, with the goal of calling on private companies and research institutes to participate in the production of advanced equipment such as insect-sized robots and self-repairing materials.

The guide, which provides examples of technologies expected to be in use within a decade, draws on three key security policy documents released in December 2022, including the Long-Term National Security Strategy.

The examples include 12 areas of technology deemed important to national defense, including high-power microwaves and anti-drone lasers. The document also cites barriers such as the use of electromagnetic waves to reduce the impact of attacks.

While emphasizing the need to take “new approaches that are different from the past” given the government’s limited human and financial resources, the guidance also said the Defense Department wants to share development processes with companies to increase their “predictability.”

Among other examples listed in the manual are the use of holograms to display stereoscopic images to confuse enemies and the use of brain and cognitive science when training commanding officers.

There is also a commitment to establish a new research and development organization within the Acquisition, Technology and Logistics Agency, the Japanese Defense Ministry's arms procurement arm, although no specific timing has been given.

The National Defense Strategy, one of three security policy documents, states that Japan will "publicize strategic information on the technology areas it will focus on, along with research and development prospects."
