Previously, Ms. Nong Thi Lan's family in Phja Hong hamlet, Kham Thanh commune (Trung Khanh) was a poor household, life was very difficult, the family often went hungry, and had to receive support from the State during the lean months. Although the family's cultivated land area was large, they lacked initial capital to create leverage in production development. In 2022, with the guidance of the Phja Hong hamlet Loan Group, Ms. Lan's family borrowed 100 million VND under the poor household loan program from the District Social Policy Bank Transaction Office to invest in family economic development. She used the loan to buy buffaloes and cows to fatten and breed. Thanks to her diligence and hard work, the buffaloes and cows developed well, bringing in an income of hundreds of millions of VND each year. From those initial results, Ms. Lan's family continued to expand the livestock model, invested in digging a fish pond with an area of over 600 m2, planted an additional 7,000 m2 of tobacco, and built a tobacco drying kiln. Up to now, her family has nearly 10 buffaloes and cows, the fish are growing well, the tobacco is in harvest season, expected to reach an income of about 300 million VND in 2025.
Mr. Chu Toan's family in Phja Hong hamlet, Kham Thanh commune has also risen out of poverty thanks to preferential capital from the Vietnam Bank for Social Policies. In 2024, Mr. Toan borrowed 70 million VND from the capital for production, business and clean water and environmental sanitation to buy breeding stock, build a barn to raise more than 300 super egg ducks and invest in and improve the family's domestic water source. Up to now, the duck flock has started to yield about 10 million VND/month. In addition to investing in livestock, in recent times, Mr. Toan has also expanded the area of chestnut planting, which is a local native crop. If it develops well, it can bring in a long-term source of income. Thanks to the application of science and technology and diligent fertilization, the family's chestnut garden is over 7 years old. At this time, about 50 trees have started to flower, promising a bumper crop.
Identifying preferential credit policy capital as a "lever" to support the poor, mountainous and extremely disadvantaged areas, the Transaction Office of the Vietnam Bank for Social Policies in Trung Khanh district closely follows the instructions and guidance documents of the Central Government and the province, quickly bringing policy capital to the right beneficiaries. Lending work is carried out in the direction of shortening procedures, reducing the time to process documents; promoting propaganda about the content, role and significance of credit programs so that those in need can clearly understand. From there, the implementation of preferential credit policies quickly meets the needs of the people and brings the highest efficiency.
In the first 4 months of 2025 alone, the loan turnover of the District Social Policy Bank Transaction Office reached 104 billion 622 million VND with 1,475 customers borrowing capital. The total outstanding loan balance of 15 credit programs reached 609 billion 263 million VND, an increase of 40 billion 323 million VND compared to 2024, completing 78% of the assigned growth plan. According to Hoang Thu Phuong, Director of the Transaction Office of the Social Policy Bank of Trung Khanh District, in recent years, the Transaction Office has actively implemented policy credit programs in the area, in which the lending program for poor households in mountainous areas has been implemented very effectively. Up to now, the total outstanding loan balance of the lending program for poor households has reached 163 billion 582 million VND, accounting for 27% of the total outstanding loan balance with over 24,000 poor households receiving preferential loans to basically meet the borrowing needs of poor households in the district, in which capital is concentrated in remote, isolated and disadvantaged communes, helping over 9,000 households escape the poverty line.
The preferential loan program for poor households of the Vietnam Bank for Social Policies has become a resource to support poor households in mountainous areas to develop their economy, build a stable life and escape poverty sustainably. Thereby, it contributes to reducing the poverty rate of the province, creating people's trust in the social security policies of the Party and the State, and practically contributing to promoting local socio-economic development.
