With the aim of assessing the current status of cooperative start-ups and policies to support agricultural cooperative start-ups in the area; analyzing factors affecting agricultural cooperative start-ups; proposing solutions and implementing support for agricultural cooperative start-ups to promote agricultural cooperative start-ups in Hai Duong province (Hai Phong city). The research team has systematized the scientific and practical basis for start-ups, cooperative start-ups and agricultural cooperative start-ups. Analyzing, evaluating and providing evidence on the current status of cooperative start-ups based on the results of a survey of the current situation at 120 cooperatives and 360 cooperative members, 50 enterprises/traders and 20 organizations supporting agricultural cooperative start-ups in the locality.
On that basis, the research team analyzed and clarified the internal and external factors affecting startups, specifically: the group of internal factors (including management capacity, products and markets, human resources and finance, internal institutions of cooperatives, application of science and technology); the group of external factors (including policy institutions, natural factors and socio -economic factors). Of the 7 factors in the regression analysis model, 6 factors have an influence and a positive influence on the startup performance of agricultural cooperatives at the significance level of α = 1% and 10%, including the group of factors on support policies, factors on internal institutions of cooperatives, factors on products and markets, factors on management capacity of cooperative leaders, factors on resources of cooperatives and the application of science and technology in cooperative operations. In which, the group of support policies of the state and localities; The group of factors belonging to the cooperative's resources are the groups of factors with the largest correlation coefficient.
The project has carried out activities to support start-ups for cooperatives through training on knowledge and skills on start-ups and cooperative management at 02 cooperatives, one in the field of cultivation (Au Viet Farm Cooperative), one in the field of aquaculture and agricultural services (Dinh Son Agricultural Service Cooperative). On that basis, the research team has proposed solutions to promote start-ups in agricultural cooperatives. At the same time, it also proposed solutions for agricultural service cooperatives and specialized cooperatives that are suitable for practice.
With the above results, the Council unanimously accepted the topic; at the same time, it proposed that the Management Board edit and supplement some contents such as: clarifying issues related to agricultural cooperative startups in the overview; unifying the classification of agricultural cooperatives and the analytical framework; supplementing the assessment of the current status of startups in agricultural cooperatives; supplementing the basis for proposing appropriate solutions and policies; building a roadmap for applying the specific Handbook./.
