Nghe An sets up 10 inspection teams for backlogged and prolonged projects

(Chinhphu.vn) - Nghe An Provincial Inspectorate established 10 inspection teams for 10 projects in the area that showed signs of slow progress, prolonged backlog, low investment efficiency, and potential risk of loss and waste.

The inspection in Nghe An was carried out within the framework of Plan 1505/KH-TTCP of the Government Inspectorate and Document No. 7469/UBND-CN dated July 29, 2025 of the People's Committee of Nghe An province.

Accordingly, the Government Inspectorate directly inspected 145 major projects belonging to central ministries, branches, and corporations. Inspectorates of provinces and cities were assigned to inspect 750 projects with a total investment of VND30 billion or more.

Among the 10 projects subject to this inspection in Nghe An province, there are many key projects directly related to urban development, transport infrastructure, housing and commercial services of Nghe An province. Notably, the Trung Do Apartment and Townhouse Project and the Trung Do Townhouse Project invested by Trung Do Industrial Cooperative.

The project "Construction of some inner-city roads to develop Yen Thanh town's traffic infrastructure" under the form of BT contract is invested by Hung Son Investment and Trading Joint Stock Company.

Sub-project "Development of tourism infrastructure to support comprehensive growth in the Greater Mekong Sub-region - Phase 2" invested by the Department of Culture, Sports and Tourism of Nghe An province. Sao Nghe Apartment and Commercial Service Complex Project (Sao Nghe Joint Stock Company).

These projects have been implemented for many years, their effectiveness is unclear and they risk wasting social resources if not resolved soon.

According to Plan No. 49/KH-TTR, the goal of the inspection is not only to "check" the problems, but also to comprehensively assess the current status of project implementation, especially projects that are behind schedule and have backlogs.

At the same time, clarify the causes leading to low investment efficiency, point out the limitations in policies and laws that need to be recommended for adjustment. Thereby, detect, handle or recommend handling of violations of the law, if any, assign specific responsibilities to investors, management agencies, consultants and contractors.

Propose feasible solutions to overcome difficulties and improve the efficiency of using investment resources.

The inspection period is determined from the project commencement date until July 1, 2025. If necessary, the scope will be expanded to ensure the nature of the incident is clarified. The Provincial Inspectorate aims to issue a conclusion before September 15, 2025.

This is a move to tighten discipline in project management, while strengthening people's trust in inspection and supervision in the fields of capital, land and construction investment.

Nghe An Provincial Inspectorate directed inspection teams to focus on inspecting 10 main groups of contents, paying special attention to sensitive stages that are prone to violations. Including: Procedures for approving and adjusting investment policies. Project preparation, appraisal, approval, adjustment, design and cost estimates.

At the same time, inspection teams are required to comply with the following principles: Lawful, objective, public, democratic; not to hinder the normal operations of enterprises, and not to overlap with inspections by other agencies or the State Audit.

This inspection also emphasizes the requirement of "focusing on key points", not spreading out, focusing on contents with signs of violations or risks of loss and waste, ensuring substantive and feasible inspection results.
