Upgrading the national information system on business registration and business households

The Ministry of Finance has just sent a document to the Department of Finance of provinces and cities regarding upgrading the national information system on business registration, cooperatives, and business households.

Specifically, to meet the regulations on two-level local government and new legal regulations effective from July 1, 2025 (Law amending and supplementing a number of articles of the Enterprise Law 2020, Decree on business registration replacing Decree 01/2021/ND-CP, Circular promulgating forms used in business registration, business household registration...),

The Ministry of Finance will upgrade the National Information System on business, cooperative and household business registration from 8:00 a.m. Saturday, June 28 to 8:00 a.m. Tuesday, July 1.

The upgrade aims to ensure that the system operates in sync with new regulations in the Law amending and supplementing a number of articles of the Law on Enterprises, the Decree replacing Decree 01/2021/ND-CP on business registration, and the circular promulgating the form for registering enterprises and business households.

The Ministry of Finance requested departments to direct business registration agencies and related units to proactively arrange work to avoid affecting the process of handling administrative procedures for people and businesses.

After merging provinces and cities, enterprises are not required to change information on their business registration certificates but can do so as needed. The Ministry of Finance has issued Official Letter 4370/BTC-DNTN guiding business registration in case of changes in administrative boundaries.

Specifically, enterprises, business households, cooperatives, cooperative unions, and cooperative groups can continue to use the business registration certificate, business household registration certificate, cooperative registration certificate, cooperative group registration certificate, and branch/representative office/business location registration certificate that have been issued.

Business registration agencies are not allowed to request enterprises, business households, cooperatives, cooperative unions, and cooperative groups to register changes in address information due to changes in administrative boundaries.
