Improve the efficiency of administrative and judicial support work

In recent times, the Department of Justice has implemented many synchronous and creative solutions, creating clear changes in quality and efficiency, contributing to the construction of a modern and transparent judiciary. In particular, the Judicial Support and Administration Department, a new unit established in March 2025 on the basis of merging the Judicial Support and Administration Department, is the core of those changes.

At Cao Xanh Ward Public Administration Center, after the merger, the volume of documents increased to 50-80 sets/day.   Of which 70-80% are related to the judicial sector . Thanks to the digitization of civil status data and the application of IT, procedures such as birth, death, and marriage registration are processed quickly, with the online registration rate reaching over 90%. Mr. Nguyen Thanh Tuan, Deputy Director of the Center, said: The application is only submitted once, so people receive results sooner and more accurately.

Thanks to innovation, synchronization, and connection of procedures, Cao Xanh ward's judicial officers can help people process procedures more quickly, according to the set schedule.

Not only at the grassroots level, many supporting and administrative judicial activities have been effectively implemented. At the provincial level, the notary field has achieved clear results. The Department has advised the Provincial People's Committee to issue Regulations on criteria for reviewing applications for the establishment of Notary Offices, the Project to strengthen the management of notary activities in the province for the period 2023-2025, and build a Provincial Notary Database... In the past 3 years, the Department has trained nearly 600 notaries and staff of notary organizations. Currently, Quang Ninh has 30 notary organizations with 71 notaries and 143 professional staff. Notary activities are increasingly professional, contributing to risk prevention and ensuring transaction safety.

In the field of law, Quang Ninh currently has 46 practicing organizations, 26 branches, 22 transaction offices with 154 lawyers. Activities have developed in both quantity and quality, meeting the legal needs of people, businesses and the government, contributing to protecting justice and promoting economic integration. The Department of Justice organizes conferences and seminars to connect lawyers with businesses, answer questions, and facilitate access to legal services...

Property auction activities have made new progress with 7 practicing organizations, 8 branches, and 3 representative offices. The Department of Justice posts information on the website and sends it to the Ministry of Justice for public disclosure on the National Property Auction Portal; inspects the organization and implementation activities regularly and in accordance with regulations. In 2020, the Department of Justice advised the Provincial People's Committee to issue a Directive to strengthen state management of property auctions, overcoming difficulties for participating individuals and organizations.

Forensic expertise plays an important and indispensable role in litigation and non-litigation activities, contributing to the fight against crime, ensuring the legal corridor and social order. There are currently 2 public appraisal organizations, 5 case-based organizations, with 30 appraisers in criminal techniques, forensics, and environmental resources; 59 case-based appraisers in the fields of finance, forestry, agriculture, culture, tourism, environmental resources, and fire and explosion. Every year, the Department organizes training and professional development for the appraisal team, and publicly discloses the list of individuals and organizations on the electronic information portal according to regulations.

The bailiff system is also of interest with 7 offices in 6 localities, performing well the service, making records, verifying conditions for execution of judgments, contributing to reducing the burden on the civil judgment enforcement system.   Civil status work associated with digital transformation is a bright spot. More than 1 million civil status data before November 2, 2016 has been digitized.

Birth, marriage and death registration procedures are integrated online, interconnected, saving time and costs. At the commune and ward levels, accurate searches and extracts are issued. Nationality and adoption procedures are implemented promptly, synchronously, closely following the direction of the Ministry of Justice; stateless people are screened, guided and recorded in the birth register. Adoption work complies with the Law and the Hague Convention, screening children in need of replacement families, training judicial and civil status officials, ensuring children's rights.

State compensation and registration of security measures have achieved many results. Coordination regulations have been issued; nearly 100 officials have been trained, the focal point for handling records has been strengthened, and localities have been supported to resolve within their authority. The registration of mortgages on land use rights and assets attached to land has been regularly checked, limiting errors and ensuring transparency. Free legal aid has also been given attention with training courses and mobile assistance to communes and wards; improving dispute prevention and resolution, while supporting localities in applying synchronous legal regulations.  

Strengthen training for notaries in the province.

To achieve the above results, the unit always innovates management, attaches importance to ideological work, builds a united and disciplined collective, and links responsibility with efficiency. Inspection and professional guidance work is maintained regularly, ensuring consistency from the province to the grassroots. In particular, the application of IT, digitalization of records, and data connection create a breakthrough in judicial administrative reform.

It can be seen that these efforts not only improve service quality, ensure the legitimate rights of the people, but also contribute to making Quang Ninh a pioneer in administrative reform, digital transformation of the judiciary, building a modern, transparent judiciary, and better meeting social needs.
