According to information from the National Center for Hydro-Meteorological Forecasting, at 10:00 a.m. on August 23, the center of the storm was located at about 17.4 degrees North latitude; 115.8 degrees East longitude, about 380km East Northeast of Hoang Sa special zone.
The strongest wind near the storm center is level 8-9 (62-88 km/h), gusting to level 11; moving west-northwest at a speed of about 25 km/h. This is a fast-moving storm, and it is forecasted to make landfall in the southern part of the Northern Delta on August 25, 2025.
According to forecasts, the storm will not make landfall directly in our province. To ensure safety, the Chairman of the Provincial People's Committee requests heads of departments, branches, localities and units to absolutely not be subjective and strictly implement the contents of Official Dispatch No. 141/CD-TTg dated August 22, 2025 of the Prime Minister on proactively responding to storm No. 5 (Kajiki) and the direction of the Ministry of Agriculture and Environment (sent to localities and units).
Focus on closely monitoring the storm's developments, checking the number of operating vessels (especially offshore vessels), keeping in touch with vessels, and providing information on the storm's developments to avoid entering dangerous areas. Coastal localities are directed to reinforce aquaculture cages and be ready to move people from farming areas to shore when required.
The Department of Culture, Sports and Tourism , the Department of Construction, and localities inform tourists about the storm and have appropriate plans (note weekends on the islands); prepare plans to serve tourists who want to stay in the coming days. The Department of Construction and coastal localities are ready to implement the sea ban when requested.
The Provincial Military Command and the Provincial Police are ready with rescue forces and equipment when requested. Based on specific developments, the Border Guard is ready with a plan to fire flares to call on boats to take shelter.
Vietnam National Coal - Mineral Industries Group and Army Corps 19 reviewed and re-evaluated disaster prevention and control plans for the mining areas of 2 mines, waste dumps, and areas at risk of flooding and landslides when there is heavy rain due to storm circulation in the area.
The Department of Agriculture and Environment directs localities and reservoir management units to closely monitor reservoir water levels, proactively develop plans to regulate and ensure reservoir safety in case of prolonged heavy rains and ensure water storage for the upcoming dry season. Localities with dykes should increase patrols, proactively detect and handle dyke incidents (if any) from the first hour.
The on-duty organization is seriously ready to receive and implement the instructions of the Central and the province in the coming time, closely monitor the area when situations arise, promptly report to the Provincial People's Committee, the Provincial Civil Defense Command (through the Provincial Military Command and the Department of Agriculture and Environment) for direction and handling.
