With the revenue assigned by the Central Government and the Provincial People's Council in 2025, the Provincial People's Committee promptly issued Decision No. 3569/QD-UBND (December 8, 2024) assigning detailed budget estimates to agencies, units and localities; at the same time, issued a series of plans (Plan No. 17/KH-UBND dated January 16, 2025 and Plan No. 69/KH-UBND dated March 5, 2025), setting out budget revenue targets for each quarter, 6 months, 9 months and the whole year.
In particular, the Provincial People's Committee has resolutely directed departments, branches and sectors to grasp information and provide maximum support to enterprises to promote production and business in accordance with actual conditions, especially in the coal, electricity, processing - manufacturing, service and tourism sectors. Since the beginning of the year, in the face of difficulties and problems of the coal industry, the province has organized working sessions with TKV and Army Corps 19 - Ministry of National Defense to resolve them. Since then, most of the recommendations of the coal industry in the province have been resolved and handled positively, thereby, in August 2025, a series of coal mining and production projects of TKV have started construction investment.
Along with supporting the coal industry, the province has coordinated and supported businesses affected by tariff policies to implement market shifting measures, directing production activities to new markets; supported large-scale investment projects of Foxconn Group to produce high-value products, and increase production output.
In line with the key tasks assigned by the province, the provincial departments, branches and sectors have also strengthened revenue management, reviewed, analyzed and evaluated revenue sources by sector and tax; focusing on revenue items with good collection progress and remaining room, especially the private economic sector and land use fees.
Mr. Pham Hong Bien, Director of the Department of Finance, said: To overcome the shortcomings in land use fee collection from previous years, this year, the province has synchronously and comprehensively implemented solutions to improve land use fee revenue, especially focusing on projects with large revenue sources, such as the Ocean Park project and the Ha Long Xanh Urban Complex.
From the proactive solutions implemented, the total state budget revenue for the first 8 months is estimated at 47,093 billion VND, equal to 111% of the 9-month scenario, equal to 85% of the central government's annual estimate, equal to 82% of the provincial budget, up 26% over the same period in 2024. Of which, revenue from import-export activities is estimated at 11,600 billion VND, equal to 88% of the 9-month scenario, equal to 65% of the central government's annual estimate, equal to 65% of the provincial budget; Domestic revenue is estimated at 35,493 billion VND, equal to 121% of the 9-month scenario, equal to 94% of the central government's annual estimate, equal to 90% of the provincial government's annual estimate, up 44% over the same period in 2024. In particular, by the end of August 2025, land use fee revenue will reach 10,458 billion VND, equal to 190% of the central government's annual estimate and the province's annual estimate, of which revenue from the Ha Long Xanh Complex project will reach about 7,000 billion VND.
With the current revenue, from now until the end of the year, the whole province still has to collect about 10,210 billion VND to reach the figure of 57,303 billion VND as planned for the year. This is not too much pressure in the context that key economic sectors are not facing many difficulties. However, with the goal of ensuring economic growth of over 14% and ensuring the highest revenue increase to allocate resources for development investment, the Provincial People's Committee is continuing to urge and direct budget collection agencies in the area to strengthen revenue management, review, analyze, and evaluate revenue sources by field and tax; focusing on revenue items with good collection progress, with room to compensate for revenue items that are not on schedule, if any.
At the same time, the Provincial People's Committee also continues to urge and direct departments, branches, sectors and localities to implement the work of collecting tax arrears and preventing tax losses; propagandize, mobilize, guide, inspect and examine taxpayers using electronic invoices generated from cash registers; promptly control the use of invoices by business households to prevent invoice fraud and tax evasion; review and complete the decentralization of revenue sources and expenditure tasks between the provincial and communal levels, not missing any tasks, ensuring autonomy and self-responsibility of each budget level; focus on completing and approving land price plans for major projects, such as: Quang Hanh high-class hot spring resort, Sonasea Van Don Harbor - City resort complex, phase 1 in Van Don special economic zone, the project of the cemetery park in the western region of the province, formerly in Quang Yen town, Uong Bi city.
