Resolute and synchronous solutions for budget collection

The management of state budget revenue has always been identified by the Quang Ninh Provincial Party Committee as a key task, playing a role in ensuring solid financial resources for sustainable socio -economic development. Thoroughly implementing the Party's resolutions and policies on socio-economic development, the province has proactively developed and implemented many synchronous and creative solutions to maximize potential and advantages, and expand revenue sources. Thanks to that, Quang Ninh has not only maintained a stable growth momentum, but also created a solid foundation to complete and exceed the goals and targets set by the Resolution of the 15th Provincial Party Congress.

Breakthrough in budget revenue

According to the Resolution of the 15th Provincial Party Congress for the 2020-2025 term , it is expected that in the 2021-2025 period, the total state budget revenue in the province will reach over VND 243,800 billion, an increase of about 16% compared to the 2016-2020 period. In order to realize this goal, the province has issued a series of synchronous mechanisms, policies and solutions. Specifically, the budget management mechanism is strictly established, clearly stipulating the decentralization of revenue sources, expenditure tasks, and the ratio of revenue sharing between government levels; the regular expenditure allocation norms for the 2022-2025 period ensure the principle that the provincial budget plays a leading role, while maximally decentralizing revenue items associated with the management responsibilities of each locality. The province also increases the ratio of regulation from lower-level budgets to higher-level budgets for divided revenue items.

Along with that, the province directed the restructuring of state budget revenue and expenditure, focusing on increasing the domestic revenue rate; innovating the management mechanism and decentralizing the budget reasonably, associated with enhancing the responsibility of the heads; ensuring correct and full collection, timely budget payment and promoting solutions to prevent revenue loss.

The economic development orientations associated with environmental protection and ensuring social security are also clearly demonstrated through many important resolutions, such as Resolution No. 01-NQ/TU dated November 16, 2020 on rapid and sustainable development of the processing and manufacturing industry in the 2020-2025 period, with a vision to 2030; Resolution No. 10-NQ/TU dated September 26, 2022 on strengthening the Party's leadership in resource management, environmental protection, climate change response and ensuring water security in the 2022-2023 period... These orientations help diversify the revenue structure, reduce dependence on resource exploitation, with the service, trade, tourism and real estate sectors playing a key role.

Thanks to the synchronous implementation of the above resolutions and solutions, the total state budget revenue in the 2021-2025 period is estimated at VND 274,000 billion, 1.3 times higher than in the 2016-2020 period, increasing by an average of 3.1% per year (exceeding the target set by the Resolution of the 15th Provincial Party Congress). The contribution rate of revenues (excluding land use fees) to GRDP growth is about 13% on average. Of which, domestic revenue is expected to reach VND 195,756 billion, accounting for about 71% of total revenue, reflecting a stable and sustainable development trend, not dependent on revenue from land or import tax.

By ensuring annual revenue, Quang Ninh province has balanced development investment expenditure and regular expenditure. Total local budget expenditure for the 2021-2025 period is expected to reach VND 136,865 billion, equal to 126% of the central budget estimate, equal to 94% of the provincial budget estimate, equal to 111% compared to the 2016-2020 period. Of which, development investment expenditure is expected to be over VND 70,000 billion, accounting for over 50% of total expenditure, with clear priority given to key areas such as: Transport infrastructure, education, health care, and administrative reform. The completion of the 5-year financial plan demonstrates the province's flexible management capacity and strict financial discipline, ensuring harmony between increased revenue, saved expenditure, and reasonable balance between resources.

On the basis of economic restructuring and expanding the revenue base, Quang Ninh continues to synchronously deploy solutions to manage and operate budget revenue to ensure the completion and surpassing of the set targets. According to Resolution No. 31-NQ/TU dated December 2, 2024 of the Provincial Party Committee and Resolution No. 237/NQ-HDND dated December 6, 2024 of the Provincial People's Council on socio-economic development tasks in 2025, the province's state budget revenue in 2025 is determined to be no less than VND 57,330 billion, of which domestic revenue is expected to reach more than VND 39,530 billion, an increase of VND 1,964 billion compared to the estimate assigned by the Central Government. Along with this target, Quang Ninh also sets other important economic goals such as welcoming 20 million tourists, export turnover reaching 3,980 million USD, total social investment capital increasing by 10% and total retail sales of goods and consumer service revenue increasing by 14.6%.

Synchronize solutions

To realize the goals, since the beginning of the year, the province has issued many documents directing and urging departments, branches, sectors and localities to focus on implementing measures to manage the State budget and at the same time prevent revenue loss. Based on this direction, the Tax and Customs sectors have closely followed the collection progress, analyzed in detail each locality, each region and each tax to clearly identify potential revenue sources as well as revenue losses. From there, effective management solutions have been deployed in parallel with supporting businesses to overcome difficulties, especially in the coal industry, FDI enterprises and import-export activities.

Specifically, the Quang Ninh Customs Party Committee has issued directives to direct the collection of state budget revenues, in which it proposes solutions suitable to the situation, effectively implementing the tasks of the entire sector. At the same time, it promotes proactiveness - creativity with the strengths of customs in administrative reform, modernization, removing unreasonable barriers, reducing clearance time for goods, improving the investment and business environment... In particular, it closely coordinates with functional sectors and local authorities to prevent smuggling and illegal transportation of goods across the border. These measures not only ensure correct, sufficient and timely collection, but also create a transparent and fair business environment.

Along with the efforts of the Customs force, the Tax sector has also drastically implemented many solutions to effectively manage revenue sources and maximize the potential of areas with large potential, especially mineral resources, real estate business, digital economic activities, cross-border transactions and itinerant taxes. Along with that, the sector focuses on inspecting, reviewing and preventing violations of electronic invoices, strictly controlling VAT refunds. Solutions to remove difficulties for businesses are also implemented through innovative communication methods, helping taxpayers easily access and fulfill their financial obligations.

Thanks to synchronous efforts, in the first 7 months of 2025, the total state budget revenue in the area reached 35,455 billion VND, equal to 64% of the central budget estimate and increased by 3% over the same period; domestic revenue reached over 25,000 billion VND, equal to 67% of the central budget estimate, increased by 11% over the same period. Many large revenue items achieved positive results such as the central state-owned enterprise sector reaching 65.7%, local state-owned enterprises reaching 77.6%, FDI enterprises reaching 63.1%, land use fees reaching 61.2% of the provincial budget estimate.

However, entering the final months of the year, the State budget collection is expected to face many challenges, from import-export collection being affected by the new tax policy, to land revenue being delayed due to procedural and site clearance problems, along with the impact of the Government's tax deferral and extension policies. In this situation, the Provincial People's Committee has identified 8 key tasks and solutions, emphasizing the removal of land bottlenecks, accelerating public investment, exploiting revenue from key projects, while strengthening debt collection and strictly handling tax violations.

In addition, Chairman of the Provincial People's Committee Pham Duc An requested departments, branches and sectors to enhance their sense of responsibility and resolutely carry out their tasks in August to ensure the socio-economic growth target of the third quarter reaches 19.6%. In particular, focusing on supporting the coal and electricity industries to maintain production according to the set scenario, speeding up the progress of starting new projects and clearing land for both public investment and non-budgetary capital, especially in the two key industrial parks of Song Khoai and Bac Tien Phong. Sectors and localities continue to review the progress of each revenue item and each tax, ensuring correct, sufficient and timely collection and encouraging business households to convert to establish enterprises.

With the close direction of the provincial leaders, the close coordination between sectors and localities, and the efforts to accompany businesses, Quang Ninh is gradually moving closer to the goal of completing the state budget revenue estimate for 2025. This will be an important foundation for the province to enter the next term with the determination to maintain a stable economic growth rate, continue to ensure resources for sustainable development programs, improve the quality of people's lives and maintain its position in the group of localities leading the country in terms of budget revenue results.
