That resource, first of all, comes from the work of preserving and promoting the fine traditional cultural identities of ethnic groups, which has always been led and directed by the Party Committee, the government, the Fatherland Front and socio- political organizations, and has been unanimously supported and implemented by the ethnic people in the commune. Therefore, many fine customs and practices of ethnic groups have been preserved, tangible and intangible cultural values have been preserved, taught and exploited to serve tourism development.
Traditional crafts have been restored, preserved and developed, creating many valuable products for tourism development such as: brocade weaving, distilling rice wine with leaves, weaving... Traditional folk dances such as: Luong dance, gong dance, gong dance, xoe dance, Thai ethnic bamboo dance; folk songs such as: Khap nam ne, khap xu have been exploited and preserved by mass art troupes at the grassroots level... becoming community tourism products with special appeal to domestic and foreign tourists.
In the commune, there is currently a community tourism site in But village. Although it has only been put into operation since 2019, with its own values of natural landscapes and attention to investment in facilities and infrastructure, organizing cultural activities such as xoe dance, khap singing, and khoa luong; activities to experience brocade weaving, rowing on Pha Day lake, and enjoying cuisine..., it has attracted a large number of tourists. At this community tourism site, 5 households have participated in homestays, welcoming more than 9,000 visitors every year. The initial success of But village has proven that when cultural resources are exploited appropriately, it will create sustainable resources for economic development, thereby helping cultural values stand firm in social life.
However, frankly acknowledging this issue, Chairman of Nam Xuan Ninh Commune People's Committee Van Dong said that the work of preserving and promoting the fine traditional cultural values of ethnic groups in the commune still has many limitations and shortcomings, many available cultural values have not been properly exploited. In addition to some key areas that have been invested in, in general, the language, writing, customs and cultural practices of the Thai and Muong ethnic groups are still at risk of being lost; the role of artisans has not been promoted, and the labor force in the tourism sector is still lacking and not really professional. In addition, the lack of specific mechanisms, policies and roadmaps for the work of preserving and promoting the fine traditional cultural identities of ethnic groups associated with tourism development in the commune... has also been a barrier in unlocking the cultural resources of the commune.
Therefore, in the coming time, in the new development space, the commune determines the viewpoint: The unique cultural values of ethnic groups must become a resource for socio-economic development, especially for the current goal of developing community ecotourism in the locality. Taking the preservation and promotion of the good traditional cultural identity of ethnic groups as the core condition to build a sustainable tourism environment, creating unique and attractive tourism products to improve the quality and competitiveness of community tourism.
Chairman of Nam Xuan Ninh Commune People's Committee Van Dong added: The commune will focus on researching, preserving, maintaining and transmitting the good traditional cultural values of the Thai and Muong ethnic groups in Nam Xuan commune in a systematic and scientific manner. Arousing and promoting the potential of cultural values, aiming to form a typical and distinctive cultural space, building a cultural environment and a healthy cultural life among the people. Mobilizing resources for investment, management, protection, exploitation and promotion of traditional cultural values associated with the development of community ecotourism, contributing to promoting socio-economic development, ensuring national defense and security in the area.
At the same time, there is a specific, detailed and appropriate plan for preserving and promoting the fine cultural traditions of the ethnic groups in the commune with specific contents such as: Traditional housing architecture (stilt houses); traditional crafts (brocade weaving, knitting); traditional costumes (dresses, pants, shirts, brocade headscarves, etc.); traditional musical instruments (lungs, gongs, gongs, panpipes, etc.); traditional cuisine (local dishes, distilled rice wine with ferment leaves); traditional festivals (Cha Chieng festival, celebrating new rice, etc.); folk games and performances (to le, cu fighting, stilt walking, throwing con, children's songs, etc.); folk songs (khap, xuong, etc.); folk dances (ancient dances such as: ancient xoe dance, wine invitation dance, cha dance, luong dance, gong dance, bowl dance, scarf dance, etc.).
In the immediate future, the commune will focus on developing typical tourism products (can wine, brocade) associated with developing community ecotourism. Continue to pay attention, invest, and exploit the display of typical tourism products in But village (at Mr. Ha Cong Chuc's family). Strengthen communication and promotion of traditional cultural features of the commune on mass media and social networking sites. Survey and orientate the expansion of more ecotourism spots (Dun waterfall, Dun stream beach and terraced fields) in Nam Tan village. Build a traditional market, becoming a center for cultural exchange, exchange of tourism products, and agricultural products of the commune.
Along with that, the commune will mobilize all resources to preserve and promote the fine traditional cultural identities of ethnic groups associated with tourism development. Prioritize the allocation of investment capital from the State budget to encourage and promote local potentials and advantages. Promote socialization to mobilize resources to support the collection, preservation and promotion of traditional cultural values of ethnic groups. Pay attention to upgrading cultural institutions at the grassroots level. Prioritize training, coaching, improving the skills and capacity of the staff doing State management work on culture and tourism in accordance with the actual situation of the locality and State regulations...
