School year of new decisions

TP - The 2025-2026 school year has special significance in the context of implementing the two-tier local government model. This is the first school year the whole country implements the Politburo's Resolution on breakthroughs in education and training development, the Law on Teachers, the National Assembly's Resolution on tuition exemption and support, and the National Assembly's Resolution on universalizing preschool education for children from 3 to 5 years old.

In the days before the opening ceremony, teachers, parents, youth union members, soldiers and local police were busy cleaning up, repairing corrugated iron, arranging tables and chairs, drying books and stretching safety ropes around the roofless houses, along with warning signs to ensure the safety of students at Son Loc Secondary School (Xuan Loc Commune, Ha Tinh Province).

Unprecedented opportunity

Yesterday, 1.6 million teachers and 26 million students nationwide started the 2025-2026 school year. The opening ceremony was organized by units and schools in conjunction with activities to celebrate the 80th anniversary of the founding of the Ministry of Education and Training , bringing a joyful atmosphere, spreading the spirit of innovation and creativity, towards an effective and quality school year. The theme of the 2025-2026 school year is: "Discipline - Creativity - Breakthrough - Development".

According to Minister of Education and Training Nguyen Kim Son, over the past 80 years, the education and training sector has undergone three major educational reforms and two profound and revolutionary reforms. 80 years is like a miracle, from a country with 95% of the population being illiterate and a sparse intellectual class, to today, the whole country has completed universal education from kindergarten to junior high school.

Resolution 71 on breakthroughs in education and training development has just been issued by the Politburo, in which education and training are identified as the top national policy, the decisive factor for the future of the nation. The Ministry of Education and Training has immediately institutionalized the guiding viewpoints of Resolution 71.

According to Minister Nguyen Kim Son, the road ahead is very long, the burden on the shoulders is very heavy, so he hopes that all teachers, education staff and students need to be more creative, make efforts, act faster and stronger to overcome their own limits, take advantage of all opportunities and conditions, and complete the mission.

“This school year, the education sector is facing unprecedented opportunities. Never before has education and training received as much attention and expectation from the Party and State as it does today,” Minister Nguyen Kim Son assessed.

Minister of Education and Training Nguyen Kim Son said that in the new school year, the operation of the two-level local government model, especially at the commune level, places high demands on managing changes in organization, personnel and apparatus. The issues of educational equity; extra teaching and learning; teacher recruitment and rotation; and universalization are also challenges that the sector must resolutely address.

Looking forward to the new school year

Associate Professor Dr. Tran Thanh Nam, Vice Principal of the University of Education (Vietnam National University, Hanoi), said that this school year is a test for the effectiveness of important reform policies.

Policies such as free tuition for students nationwide, salary increase for teachers and education staff, teaching 2 sessions/day, managing extra classes, enhancing life skills education, gradually making English the second language, operating education management according to the 2-level local government model (increasing autonomy and creativity). Mr. Nam expects an emotional and successful school year.

Mr. Nam said that Resolution 71 has a major impact on the 2025-2026 school year in major points such as: exempting tuition fees for 14 groups of students; committing to allocate at least 20% of the state budget for education; increasing teachers' salaries; unifying a set of textbooks towards free education by 2030; comprehensive university autonomy; vocational education is no longer a "below door" but has become a highway for training human resources to meet the high-quality labor market. These policies not only relieve pressure on parents and teachers but also create strong motivation for the education system to operate synchronously.

One of the policies that society is interested in this new school year is the exemption of tuition fees for students from primary to high school nationwide. This is a big step forward, demonstrating the State's commitment to ensuring the right to education for all children, showing concern, directly reducing the economic burden...

Mr. Nam believes that the foundation for rapidly universalizing high school education as directed by General Secretary To Lam is to organize 2 sessions/day. Doing this well will bring many benefits, improve the quality of education and comprehensively develop students (physical health; life skills and knowledge), teachers have the opportunity to observe to support personalized education. This helps reduce the pressure of extra classes, saving time and costs for families.

Associate Professor Dr. Nguyen Duc Son, Rector of Hanoi National University of Education, emphasized that the policies for the education sector implemented from the 2025-2026 school year demonstrate the superiority of the social security regime. This not only affects education but also contributes to improving the quality of life of the people because education and self-development are the core needs of each person. The teaching staff is motivated to stick with the profession. Expanded learning opportunities for students will create enthusiasm.

“In his speech commemorating the 80th anniversary of the tradition and opening the new school year, the Minister of Education and Training emphasized that the keyword of the school year is implementation. The policies and guidelines will come into life. The impact on the staff and quality of education will not come immediately but gradually through implementation. If implemented well, there will be good results as our goals and expectations,” said Mr. Son.
