Muong Sai commune was established on the basis of merging Muong Sai and Nam Et communes, both of which are communes located on the Son La hydroelectric reservoir; there are 18 villages, with more than 2,000 households, including 4 ethnic groups: Thai, La Ha, Mong and Dao. Mr. Lo Van Tam, Chairman of the Commune People's Committee, said: In the period of 2020-2025, from programs and projects, the commune received an investment of more than 600 billion VND to build infrastructure and support production. The commune focuses on building suitable economic models; creating conditions for people to access preferential loans; vocational training for rural workers... Mobilizing people to change the structure of crops and livestock, promoting intensive investment, applying science and technology in production. In 2024, the average income per capita will reach 45 million VND/year; the poverty rate will decrease to more than 5%.

Currently, people are focusing on planting more than 5,000 hectares of grain crops; intensively cultivating 355 hectares of fruit trees and raising more than 95,240 livestock and poultry. Enclosing and protecting more than 3,347 hectares, the forest coverage rate is 44.38%. In addition, people of Muong Sai commune have exploited the advantages of Son La hydroelectric reservoir, developing aquaculture, with 2,698 fish cages, the annual output of fishing and aquaculture is more than 366 tons.

Households have gradually changed their production mindset from spontaneous and fragmented to linked production and product consumption, and have participated in the establishment of 8 cooperatives, including 4 aquaculture cooperatives. Mr. Tong Van Loan, Director of Ngoc Hung Aquaculture Cooperative, It village, said: The cooperative was established in 2017, with 14 members, raising 162 fish cages according to VietGAP standards. The average income is 5 million VND/person/month.

Previously, the road to Ca Pong village was a muddy dirt road, now it has been paved with concrete, making it convenient for people to travel and trade goods. On the hillside, in addition to the green of corn, there is also the green of fruit trees. Mr. Lo Van Thoai, Party Cell Secretary and Village Chief, said. The village propagates and mobilizes people to switch from small-scale livestock farming to commercial farming; promotes intensive farming, applies science and technology in production to improve productivity, quality and product value. Currently, people are cultivating 68 hectares of corn, 13 hectares of cassava, taking care of nearly 10 hectares of fruit trees; raising more than 300 buffaloes, cows, and 5,000 poultry. In addition, the village has 100 workers working outside the province. In 2024, income will reach over 45 million VND/person; the village will have only 6 poor households.

After the merger, the development space was expanded, the commune has many potentials and advantages in terms of land, climate, natural landscapes and traditional cultural identity to focus on exploiting, promoting, and creating momentum to promote socio-economic development. Muong Sai focuses on planning agricultural production areas applying high technology and organic agriculture; creating conditions for industrial and handicraft production establishments to operate effectively. At the same time, effectively using investment resources to develop the transport system, associated with new rural construction... By 2030, strive to have an average income of 49 million VND/person/year; no more poor households; aquaculture and fishing output of 12,000 tons; the commune maintains and improves the criteria of a commune meeting new rural standards, building 2 or more advanced new rural villages...
