Mr. Tran Ngoc Duong said: During the past term, localities have focused on directing and implementing well the tasks of socio -economic development. The economic structure has shifted in the right direction, infrastructure has received synchronous investment, creating favorable conditions for local development. The Resolution of the Party Congress of wards and communes for the 2020-2025 term has set out 34 targets, of which 31 targets were achieved and exceeded. Notably, the private economy has developed quite well, in Huong Vinh there are 909 production and business establishments (an increase of 281 establishments) and 39 private enterprises (an increase of 21 enterprises); Huong Phong has 568 individual business households (an increase of 100 households), 4 construction companies with over 860 regular construction workers; Quang Thanh alone has 208 households operating in small-scale industry (TTCN)... contributing significantly to promoting production and creating jobs in the area.

Although Hoa Chau Ward after the merger has achieved important results to create a premise for development; however, objectively, the economic scale is still small; the growth rate and urbanization are still slow; especially the service - tourism sector has not fully exploited its potential... According to you, what solutions does Hoa Chau need in the near future?

With a low socio-economic starting point, especially Hoa Chau ward is a new urban area, many urban criteria are still weak and lacking, economic development is not sustainable, agricultural production accounts for the majority, service business is still small, that context poses challenges and difficulties for the Party Committee and People of Hoa Chau ward. Along with inheriting the achievements, the Party Committee, Government and People of Hoa Chau ward need to continue to maximize the potential, strengths and resources, innovate, dare to think, dare to do, dare to break through to contribute to the rapid and sustainable development of the locality.

One of the important solutions is to focus on developing diverse and in-depth tourism; at the same time closely linked to the preservation and promotion of cultural heritage values such as Bao Vinh ancient town, Hoa Chau ancient citadel and the typical natural landscape of the lagoon, riverside, etc. Building the brand and positioning Hoa Chau as an attractive destination on the tourism map of Hue and the region.

Building ecological agricultural production areas associated with community tourism, experiential tourism, contributing to preserving the landscape, environment and culture in the countryside. Supporting clean agricultural production models to access preferential policies such as loans, trade promotion, product introduction, OCOP product certification. Striving by 2030, Hoa Chau ward will have over 80% of agricultural land applying safe production processes, organic agriculture; forming at least 2 green agricultural models combined with eco-tourism, contributing to increasing income for people.

At the same time, develop the industrial sector in the direction of increasing added value, having high technology content, being environmentally friendly, participating deeply in the product value chain, having a spillover effect and becoming an important economic sector associated with the development of industries with comparative advantages such as: processing aquatic products, seafood, and agricultural products.

To do this, the locality will accelerate the completion of a synchronous, modern, and connected economic and social infrastructure system. Prioritize the development of information technology and telecommunications infrastructure, strategic transport infrastructure, tourism infrastructure - lagoon and riverside services, fishery logistics services, logistics infrastructure, and urban infrastructure. Effectively implement the medium-term public investment plan for the period 2026 - 2030; in which, focus resources on key and important projects.

What are the mechanisms and policies to turn Hoa Chau into a fast-growing and sustainable urban area, sir?

To accelerate the development and completion of the infrastructure system, it is necessary to perfect the mechanism and policies to support the formation of areas with large-scale concentrated land funds as a basis for attracting and calling for investment. Localities will improve the effectiveness of foreign affairs activities and promote investment.

On that basis, the ward will propose a functional zoning structure and overall spatial orientation, in line with the strategic planning goals for Hoa Chau's future development and the general planning of Hue city. Focusing investment resources to complete a synchronous and modern urban technical infrastructure system. Building an urban development program for the period 2025 - 2030 according to smart urban criteria. Focusing on developing service and tourism industries, focusing on community tourism, cultural tourism, eco-tourism... with potential to attract investment, creating a rapid and stable shift in the economy.

Can you briefly talk about the strategy to successfully achieve this goal?

All successes and failures are due to the human factor. Therefore, the locality pays great attention to seriously and effectively implementing the work of arranging, perfecting, and streamlining the apparatus in the political system, implementing a two-level local government. Arranging and assigning cadres in a scientific, public, transparent, right-person, right-job manner; at the same time, building a team of cadres with capacity and qualities, meeting the requirements of tasks in the new situation.
