Malaysia launches anti-dumping investigation on galvanized steel products originating or imported from China, South Korea and Vietnam.


The Department of Trade Remedies, Ministry of Industry and Trade said that on February 6, 2025, the Malaysian Ministry of Investment, Trade and Industry (MITI) issued a notice initiating an anti-dumping investigation on galvanized steel products originating or imported from China, South Korea and Vietnam.

The case was initiated based on a request from the domestic manufacturing industry, represented by CSC Steel Sdn.Bhd. The initiation date is February 6, 2025.

Products under investigation: Galvanized steel with HS and AHTN codes: 7210.49.11 00, 7210.49.14 00, 7210.49.15 00, 7210.49.16 00, 7210.49.17 00, 7210.49.18 00, 7210.49.19 00, 7210.49.91 00, 7210.49.99 00, 7212.30.11 00, 7212.30.12 00, 7212.30.13 00, 7212.30.14 00, 7212.30.19 00, 7212.30.90 00, 7225.92.20 00, 7225.92.90 00, 7225.99.90 00, 7226.99.11 00, 7226.99.19 00, 7226.99.91 00 and 7226.99.99 00.

Investigation period: Dumping from October 1, 2023 to September 30, 2024; injury from October 1, 2021 to September 30, 2022; from October 1, 2022 to September 30, 2023.

According to the Trade Defense Department, due to the application of digital transformation in trade defense investigations, after initiation, the investigating agency will send emails to relevant parties known to the investigating agency to request registration to participate in the case via the TRIMA system.

Failure to respond or incomplete response to the investigation questionnaire will result in the application of available data, resulting in adverse results. In case of technical difficulties in submitting the investigation questionnaire, interested parties may contact the investigation agency via email: [email protected] and [email protected] with the email subject: [TRIMA Technical Issue].

Relevant manufacturers and exporters not named in the petition (but exporting the investigated products to Malaysia) who wish to participate in this case must register under the TRIMA system before February 21, 2025.

To promptly respond to the incident, the Department of Trade Defense recommends that associations notify relevant manufacturing/exporting enterprises belonging to the association and recommend enterprises to participate in the incident if necessary; and advise on participation strategies to achieve positive results.

For enterprises, it is necessary to carefully study the petition, notice of initiation, send comments (if any) and answer the investigation questionnaire and submit it to MITI on time, in the correct form and format prescribed by the investigation agency (TRIMA system). It is possible to request an extension of the questionnaire response if necessary.

Enterprises producing and exporting investigated products to Malaysia that do not receive emails from the investigating agency must register under the TRIMA system to participate in the case. Cooperate fully and comprehensively with the investigating agency throughout the case to avoid being concluded as uncooperative (often leading to high tax rates), request the investigating agency to provide full information related to the enterprise (investigation conclusions, methods of calculating dumping margins) in the later stages of the case for review and comments (if necessary). Keep in touch and coordinate with the Trade Defense Department to receive timely support.
