Hanoi's current teacher quota has only reached 93% of the quota. The number of teachers still lacking is 6,277.
Explaining the shortage of teachers, Director of the Department of Home Affairs Tran Dinh Canh gave two reasons: low wages and unstable jobs.
Therefore, although Decree 111 of the Government allows signing contracts to invite teachers to teach, schools still have difficulty finding and retaining contract teachers.
In addition, Mr. Tran Dinh Canh also pointed out the rapid population growth in many districts with large urban areas, leading to a sharp increase in the number of students while the number of teachers did not increase, thereby causing the teacher/student ratio to decrease sharply.

Currently, the Department of Home Affairs has coordinated with districts to regulate teachers at all levels. However, this has encountered some obstacles because the qualifications of teachers must match the teaching training level at schools.
Despite the shortage of teachers, Hanoi has a local surplus of preschool teachers. Director of the Department of Education and Training Tran The Cuong explained that the merger of remote schools into main schools has resulted in a surplus of preschool teachers.
To solve this problem, the Department of Education and Training proposed a mechanism and regime for staffing that would allow teachers to be transferred from one district to another. This requires the participation of the Department of Home Affairs, according to Mr. Tran The Cuong.
