With that importance, the project is being carefully calculated in terms of investment options to ensure efficiency and maximize functionality.
2 investment options
According to the plan, the Provincial Political - Administrative Center will be invested in construction at Bien Hoa 1 Industrial Park when implementing the Project on Conversion of Functions for this industrial park. The project has a total preliminary investment of about 8.6 trillion VND, of which administrative works have a total preliminary investment of about 6.8 trillion VND, the conference center is about 576 billion VND and infrastructure works and squares are more than 1.2 trillion VND.
Deputy Director of the Department of Construction Duong Van Hieu said that in early July, the Department of Finance reported to the Provincial People's Committee to propose an investment form for the project to build the Provincial Political - Administrative Center.
Accordingly, there are two proposed investment options: public investment and public-private partnership (PPP) investment. With the public investment option, the time to complete procedures is about 211 days, calculated from the date of planning approval. Meanwhile, with the PPP investment option, the time to complete procedures is expected to be about 355 days, calculated from the date of planning approval.
On the side of the Department of Construction, through analysis, the unit said that in case of implementing the project according to the public investment plan, the Provincial Political - Administrative Center Construction Investment Project will be divided into component projects for implementation, including: Technical Infrastructure Construction Component Project, Square and Administrative Works Construction Component Project. In which, the administrative works will conduct architectural design competition. For the Technical Infrastructure Construction Component Project and Square, implementation will be organized immediately after the approval of the detailed construction plan at a scale of 1/500.
Previously, at the working session of the Provincial People's Committee with departments and branches at the end of June 2025 to listen to the report on investment progress and construction planning at Bien Hoa 1 Industrial Park, the representative of the Department of Finance assessed that if implemented according to the public investment plan, the project implementation time would be shortened, but it would create pressure on capital balance. Meanwhile, if implemented according to the PPP investment form, it could reduce pressure on capital balance but the implementation time would be longer.
According to the Department of Construction, the Provincial Political and Administrative Center Construction Investment Project has a scale of over 150 hectares.
Choose the optimal option
According to the plan, the Investment Project to build the Provincial Political - Administrative Center will be launched in September 2025.
At the working session of the Provincial People's Committee with departments and branches at the end of June 2025 to listen to the report on investment progress and construction planning at Bien Hoa 1 Industrial Park, Deputy Secretary of the Provincial Party Committee, Head of the Provincial Party Committee's Organization Committee, Secretary of the Provincial Party Committee of Party agencies Thai Bao said that this is a project with large investment capital, so the Provincial People's Committee must consider the most suitable, optimal and effective form of investment.
“Each form of investment has advantages and disadvantages, no form is perfect. Therefore, we must consider choosing the optimal form of investment with the fewest disadvantages,” noted Deputy Secretary of the Provincial Party Committee Thai Bao.
Also at this working session, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Secretary of the Provincial Party Committee Vo Tan Duc assigned the Department of Finance to advise and propose an investment plan for the Provincial Political - Administrative Center Construction Project. In which, it is necessary to clearly identify which option is optimal and which option to choose.
