Xuan Lap promotes the vanguard and exemplary role of cadres and party members

Phong Coc village leaders propagate and mobilize people to maintain the criteria of a model new rural village.

Sharing the experience of successfully building a model new-style rural village, Mr. Tran Ngoc Hoa, Party cell secretary and head of Phong Coc village, said: When starting to implement, the village encountered many difficulties because some households did not yet understand the content and meaning of building a model new-style rural village; some targets and criteria were achieved according to regulations but the sustainability was not high... Through understanding the causes and grasping the actual situation, with high determination, the village Party cell issued a thematic resolution on building a model new-style rural village; at the same time, assigning specific tasks to each Party member. Implementing the motto "Party members go first, the village follows", Party members in the Party cell have taken the lead in transforming the economic structure, helping each other reduce poverty, building cultural families and encouraging children and grandchildren to actively participate. The exemplary role of the staff and Party members in emulation movements and campaigns has strengthened the people's trust and consensus towards the Party Committee and government, which is an important premise for Phong Coc to quickly reach the finish line of the model new-style rural village in 2022. For many consecutive years, the village has achieved the title of advanced cultural residential area at the district level; in 2021, it achieved the title of excellent advanced residential area and was awarded a Certificate of Merit by the Chairman of the Provincial People's Committee.

Xuan Lap Commune was established on the basis of merging the natural area and population of the communes: Xuan Lai, Xuan Lap, Xuan Minh and Truong Xuan. After the consolidation of the Commune Party Committee, there were 54 Party Committees and affiliated Party cells, with 2,216 Party members. In order to concretize the resolutions and directives of the superiors on Party building and the political system, the Commune Party Committee focused on disseminating, reviewing, supplementing and perfecting the regulations and rules on relationships, working methods, management and organization of cadres; in which, promoting the vanguard and exemplary role of the contingent of cadres and Party members, considering it a key and consistent political task in Party building. Strengthening decentralization and delegation of power in parallel with the responsibility of the head and regulating the exemplary responsibility of key leaders at all levels to improve the leadership capacity, effectiveness and efficiency of the government apparatus... To concretize the content of training ethics and lifestyle in the spirit of Resolution 4 of the Central Committee (term XII), Party committees at all levels have directed to strengthen the exemplary responsibility of civil servants and Party members, concretizing it into evaluation criteria. Party committees at all levels focus on key and complex issues, propose specific solutions, and promote the exemplary role of leaders in leadership, direction and implementation.

After more than 2 months of official operation, the commune has completed its staff and civil servants, clearly assigned functions, tasks and powers; built working regulations, ensuring coordination between departments. Timely issued and implemented decisions, plans and resolutions to serve socio-economic development. The promotion of the sense of responsibility of the heads of Party committees, authorities, and staff of departments and offices has demonstrated the spirit of "government serving the people", close to the people, forming a unified working style, entering into order, creating trust for the people. The settlement of administrative procedures at the Commune Public Administration Service Center has gradually improved, meeting the needs of people and businesses. Initially, there were no comments on the spirit, attitude of staff, and processing time. With 1,085 public service records received, the center has settled 869 records ahead of schedule and on time, accounting for 99.5%; 150 applications are being processed; 62 applications were returned due to not meeting the requirements; only 4 applications were overdue, accounting for 0.5%.

According to Party Secretary and Chairman of Xuan Lap Commune People's Council Ly Dinh Sy, when leading, directing, and organizing the implementation of movements and campaigns, the leader himself must be exemplary and pioneering so that the cadres, party members, and people can learn and follow. In implementing a two-level local government, the change in functions and tasks requires all cadres and civil servants, including the leader, to be proactive and actively approach the instructions of superiors, review documents, and carefully study each task to ensure effective operation and not be passive in operation.

However, there are still many difficulties due to some cadres and civil servants still being confused in performing their tasks according to the new model, their management and work handling skills are not uniform; they have to take on many tasks, leading to overload and low work efficiency. The coordination process between provincial and communal departments and offices is sometimes slow, leading to the handling of administrative records and procedures not being really timely. Some sensitive areas (land, construction, security and order) do not have a full decentralization and authorization mechanism, causing difficulties for the commune when handling arising cases. In addition, the facilities and equipment for management and operation are not synchronized; There are not many specific mechanisms and policies to encourage and motivate communal cadres... but the fact that cadres, party members, especially leaders, promote the spirit of setting an example and being creative through specific and practical actions in grassroots life has gradually resolved difficulties, helping Xuan Lap successfully complete assigned political tasks.
