Difficulty in eating, living and traveling
Waking up early in the morning to prepare things and cook for her children, Ms. Nguyen Thi Phieu, an official of the Department of Culture, Sports and Tourism of Hau Giang province (old) took her motorbike out of the house to start the journey of more than 100km round trip to her new office in Can Tho City. That has been her new routine since the beginning of July 2025.
The social housing project of Nam Long Mekong Joint Stock Company is opening up home ownership opportunities for many people.
Ms. Phieu confided: “My family has lived and worked in Vi Thanh City, Hau Giang Province (old) for more than 15 years. When there was a policy to merge the province and implement a 2-level local government model, I received a new assignment at the Department of Culture, Sports and Tourism of Can Tho City. I left home at dawn and returned home late in the evening. Although going back and forth every day is very tiring, having to put aside family and friends..., I always try my best and have a high sense of responsibility at work to complete the common tasks of the agency. I also wish to have a stable place to live in Can Tho so that I can work with peace of mind and take care of my family, because driving back and forth every day is not only unhealthy, but also dangerous, especially during this rainy season.”
Behind Ms. Phieu's story is the common concern of many cadres and civil servants after the merger. Many people choose temporary solutions such as commuting every day by personal vehicle or bus, renting a house, but in the long term, the need for housing is still a problem that needs to be solved. Because only when they put aside the worry about housing, can they wholeheartedly devote themselves to their work, ready to commit and contribute to the local government apparatus after the arrangement.
Multiple support solutions
Grasping the needs of cadres, civil servants and public employees from Hau Giang and Soc Trang provinces (old) to Can Tho City to work after the merger, Nam Long Mekong Joint Stock Company has been implementing a series of social housing projects, creating opportunities for cadres, civil servants, public employees and workers to soon own a house.
Mr. Tran Duc Quang, Director of Nam Long Mekong Joint Stock Company, said: The company has deployed 1,788 social housing apartments. Of which, 2 projects, Nam Long Hong Phat Social Housing Apartment and Nam Long 2 Social Housing Apartment, have 1,117 completed and handed over apartments. The new block, which started construction at the end of June 2025, includes 671 apartments and will be completed and put into use next year. Each apartment costs from 800 million to more than 1 billion VND. Customers can contact the investor's consulting team or come directly to the office for instructions and receive free documents. Payment will only be made after the documents are approved by the Department of Construction, and there will be no consulting fees from the Company.
According to information from the Can Tho Department of Construction, in the period of 2025-2030, there are 942 officials in need of public housing, of which 87 are Deputy Directors of the Department and above. The city is renovating the guesthouse, reviewing the public housing fund to change its function, and investing in the construction of 310 houses with a budget of about 365 billion VND. In addition, there are about 500 social housing units under construction for eligible subjects.
In the immediate future, the Can Tho Department of Finance has proposed to support 4 million VND/person/month for cadres, civil servants, public employees and workers after the arrangement but not eligible for official housing and shuttle bus (including 1 million VND for gasoline, 1.5 million VND for meals and 1.5 million VND for accommodation). According to the plan, by 2030, the city will complete at least 9,100 social housing units, including at least 4,100 units in the 2021-2025 period and at least 5,000 units in the 2026-2030 period.
Mr. Do Thanh Binh, Secretary of the Can Tho City Party Committee, said that he has directed units to review and synthesize actual needs to have support plans. The city is implementing the construction of more than 3,000 social housing units, aiming to complete 9,000 units according to the Government's target, striving to reach 12,000 units in the coming time so that officials and civil servants can work with peace of mind and accompany the city in the new period after the administrative unit arrangement.
Merging provinces and cities is not just a change in boundaries but a major reform step towards a streamlined, efficient and better-serving apparatus. However, the apparatus cannot be strong if officials are still worried about food, accommodation and travel. Support such as social housing, rent, gas, meals, etc. is a practical support to help officials, civil servants and public employees feel secure in their work.
