Scientific integrity begins with the evaluation of professors and associate professors.

There are controversies surrounding the consideration of professors and associate professors (GS, PGS) every year. First of all, although the state has changed the mechanism from conferring titles to considering standards, training institutions will appoint, but in the opinion of the majority of people and of scientists themselves, being recognized as meeting the standards of GS, PGS is an honor. The councils have become powerful entities, while the results of the review seasons make public opinion unable to stop doubting the quality of the councils.

Since the pressure of international publication has been placed on scientists who need to be considered for academic titles, tricks surrounding the publication of scientific works (articles) in international journals have flourished. Many specific cases have been exposed by the Facebook page Scientific Integrity, Thanh Nien Newspaper and many other newspapers, such as publishing articles in fake journals, publishing articles in predatory journals, buying articles from brokers, and even international "factories" specializing in meeting the needs of "fake" scientists for international articles.

But the way most councils work so far is still just "counting cards" to score. There is no other way if the evaluation of candidates is only rigid within the council. Each council has at most 14-15 people, and each field has countless fields. Meanwhile, with scientific publications at a specialized level, even the top scientists in one field find it difficult to understand the work in another field. So to be "safe", the council just sticks to the rigid regulations to consider, while no regulation covers all practical situations, not to mention many regulations on considering the standards for Professors and Associate Professors are no longer suitable for the development of Vietnamese science.

Two weeks later, after the decision of the President of the State Council of Professors, the country's scientific community will have new teachers.
