In the first six months of 2025, the journey to care for children here has been affirmed through drastic decisions, creative models and practical actions, from communication and legal work to medical care, education and support for disadvantaged children.
Synchronization from policy to facility
Since the beginning of 2025, Tuyen Quang province has issued many key directive documents on children's work. Notably, Decision No. 422/QD-UBND dated April 9, 2025 on strengthening the Provincial Child Protection Steering Committee; Plan No. 42/KH-UBND implementing the Program on preventing and combating drowning for students; Plan No. 96/KH-UBND implementing the Month of Action for Children; and documents mobilizing resources from the community, including mobilizing support for the Provincial Children's Support Fund.
Children in Tuyen Quang have been protected and cared for in the best possible way in recent years with drastic decisions from. |
The Department of Health , as the standing agency of the Executive Board, has proactively issued Plan No. 138/KH-SYT, guiding departments, branches and People's Committees of districts and cities to develop and implement specific plans, suitable to the conditions of each locality.
Raising public awareness, strengthening the law for children
Aiming to build comprehensive awareness in the community, propaganda work on child protection has been widely and deeply deployed. During the Month of Action for Children 2025, the whole province hung 50 propaganda banners at public places, printed and distributed more than 17,000 plastic propaganda fans to primary school students.
The State Legal Aid Center under the Department of Justice organized 13 communication and consultation sessions at the grassroots level, reaching nearly 2,000 people and providing 26,282 legal brochures. The propaganda content did not stop at introducing the law, but also focused on instructing self-protection skills, explaining regulations related to adoption, birth registration, guardianship, and support for disabled or abused children.
The provincial police force proactively propagates the prevention of domestic violence, child abuse crimes, and human trafficking crimes, while maintaining community-based intervention models in many communes such as Xuan Quang, Lang Can, Trung Mon, Thai Hoa, and Tan My.
In the first 6 months of the year, the province recorded 17 cases related to violence, abuse, and child trafficking; including 10 cases of sexual abuse. The investigation agency has prosecuted 11 cases with 12 defendants; administratively handled 3 cases, and continued to verify 3 other cases. The court has tried 10 cases, demonstrating the determination to strictly handle the cases, the right people, the right crimes, and not let criminals escape.
Step by step to build a safe environment for children
To create a safe living and learning environment, the province inspected 53 cultural, sports and tourism service establishments. The results showed that none of the establishments violated regulations related to children.
In addition, women's associations at all levels have played an active role in mobilizing the community, contributing more than 133kg of vegetables, 480 eggs, 40kg of rice and hundreds of working days to repair and grow vegetables in preschools. The "Fairy Garden" model at some schools has spread the spirit of creativity and community engagement in child care.
Children's right to participate is emphasized through activities such as "Children's Olympic Day", "Speaking good words, doing good deeds", "Drinking water, remembering its source" forum... helping children develop life skills, knowing how to listen, share and express opinions appropriate to their age.
In the work of supporting vulnerable children, the Social Work Center and the Provincial Children's Fund organized screening for 578 children with eye, motor, lip-palate and congenital heart defects. Thereby, a list was made of 91 children suspected of having cardiovascular disease, 37 children needing eye surgery, 33 children indicated for lip-palate surgery, 41 children needing motor intervention, and 240 cases needing rehabilitation.
Gifts were given to disabled children in Tuyen Quang province. |
The province has given 400 Tet gifts (total value of 120 million VND), providing emergency support to children who have been involved in accidents, fires, or suspected food poisoning. In addition, the Vietnam Children's Fund has also donated 30 bicycles to poor students in Lam Binh district, helping them have a safe means of transportation to school.
The total budget for child protection and care in the first 6 months of 2025 from the local budget is 1,362 million VND, of which 1,092 million VND is allocated for the activities of the Provincial Children's Support Fund.
Sow faith from simple things
Although there are still many difficulties such as the lack of specialized staff and the lack of entertainment infrastructure in remote areas, small, practical actions are still taking place regularly, gradually building a sustainable child protection ecosystem.
Each propaganda fan distributed to students in the highlands, each "Fairy Garden" model covered in green by the hands of the community, each case of child abuse handled seriously... are all proofs of the informal care that Tuyen Quang province has for children.
In the mountains and forests of Viet Bac, the seeds of love are still quietly blooming every day. The smiles of children are not only the result of policies, but also the crystallization of the responsibility, love and perseverance of the whole community. Protecting children is not only a duty, but also a journey to preserve the best things for the future.
