Public school boards - not very effective
Resolution No. 71-NQ/TW of the Politburo on breakthroughs in education and training development sets out many tasks and solutions, including not organizing school councils in public educational institutions (except for public schools with international agreements); implementing the Party Committee Secretary as the head of the educational institution.
Currently, according to current regulations, the Public School Council plays the role of an administrative organization, representing ownership and related interests, deciding on directions, mobilizing and supervising resources, connecting the school with the community, and ensuring educational goals.

The council consists of the Party Committee Secretary, the Principal, the Youth Union Secretary, representatives of professional groups, local authorities, parents and students, with an odd number of members from 7 to 15 people, with a term of 5 years.
The council meets at least three times a year, and decisions are only valid when approved by at least two-thirds of the members and are publicly announced.
However, according to school representatives, the school council is almost purely a formality, with functions and tasks that overlap with the school's pedagogical council.
Ms. Luc Thi Luong, Principal of Coc Pang Primary Boarding School for Ethnic Minorities, Coc Pang Commune (Cao Bang) said: The school council was established a long time ago, decided by the previous district authority and is completed once a year at the beginning of the school year.

The School Council decides on strategies, regulations, development plans; approves educational plans; supervises finances, enrollment and the implementation of democracy in the school. These issues are developed in detail by the School, then approved by the Pedagogical Council, and the Party Cell, then approved by the School Council, so in the final step, the School Council has almost no changes compared to the draft approved by the School Pedagogical Council. - Ms. Luc Thi Luong analyzed.
Mr. Duong Van Long, Principal of Binh Lang Primary and Secondary School, Thanh Long Commune (Cao Bang) shared: The School Council often carries out large and important tasks, so there is very little work. We usually hold School Council meetings 3 times a year according to regulations, but in fact there are no issues worth holding meetings for.

When organizing a school council meeting, it often depends on the time arranged by the local government representative who is a council member, so in many cases it takes a lot of time to schedule the meeting. - Ms. Vuong Thi Lien, Principal of Khuat Xa 1 Primary School, Khuat Xa Commune (Lang Son) said.
According to the Department of Education and Training of Cao Bang, Lang Son, and Thai Nguyen provinces, all schools have school councils. However, according to the evaluation of the specialized departments at the department, the school councils are not very effective.
Agree not to hold school council
Talking to PV of GD&TĐ Newspaper, leaders of many schools shared the same opinion that the nature of the functions, tasks, and work of the board of directors, the pedagogical council, and the school council are basically the same, so not organizing a school council is reasonable.
“My school also has a School Council. I think that not organizing a school council to eliminate one step in the approval process is quite appropriate, contributing to cutting down on procedures and saving time” – Ms. Hoang Thi Hang, Principal of Dai Son Kindergarten, Phuc Hoa Commune (Cao Bang) expressed her opinion.

In addition, an indispensable member of the school council is the representative of the commune-level government. With the current two-level local government, arranging staff to participate in the school council is quite difficult.
Mr. Nguyen Minh Chau, Vice Chairman of the People's Committee of Coc Pang Commune (Cao Bang) expressed his opinion: We still lack staff, especially staff with expertise in education, so it will be very difficult if we are forced to arrange staff to participate in school councils.
Mr. Hoang Xuan Thuy, Chairman of the People's Committee of Phu Luong Commune (Thai Nguyen), said: Not organizing school councils in public educational institutions, except for public schools with international agreements according to Resolution No. 71-NQ/TW, is very reasonable and practical, contributing to reducing overlaps in educational institutions and reducing work at the current commune level.

One issue raised in Resolution No. 71-NQ/TW of the Politburo is that the Party Committee Secretary is also the head of the educational institution, which has received high consensus and has been implemented for many years. According to the Department of Education and Training of Cao Bang, Thai Nguyen, and Lang Son provinces, currently 100% of Party Committee Secretaries are also the heads of educational institutions.
It can be seen that not organizing school councils in public educational institutions in the spirit of Resolution 71-NQ/TW is considered a correct solution, suitable for practice. This policy both eliminates formalities and duplicate functions, reduces the burden of administrative procedures, and creates conditions for schools to focus resources on administrative innovation and improving the quality of education.
At the same time, the fact that the Party Secretary is also the head of the educational institution continues to affirm the effectiveness and unity in leadership and management, contributing to realizing the breakthrough goal in educational development.
