PhD thesis of PhD student Tran Quynh Hoa violated plagiarism

On the evening of September 17, the International University (Ho Chi Minh City National University) officially responded to Thanh Nien Newspaper about Ms. Tran Quynh Hoa, Head of the University's Personnel Organization Department, being accused of plagiarism while studying for a doctorate at the University of Economics, Ho Chi Minh City.

According to the complaint, Ms. Tran Quynh Hoa was accused of using content from 3 master's and bachelor's theses to publish 3 international scientific articles and then adding points to her doctoral thesis. Upon receiving the complaint, Ho Chi Minh City University of Economics took steps to handle the case according to the instructions of the Department of Higher Education (Ministry of Education and Training).

According to the document of Ho Chi Minh City University of Economics sent to International University, the Ministry of Education and Training issued Official Letter No. 1936 dated April 23 regarding the handling of the case of doctoral thesis with signs of plagiarism of PhD student Tran Quynh Hoa. Ho Chi Minh City University of Economics has established a doctoral thesis appraisal council and the appraisal session was held on May 13. According to the decision of the appraisal council, the doctoral thesis violated plagiarism.

Recently, in the report on the results of the dialogue on the doctoral thesis with signs of plagiarism sent to the Department of Higher Education (Ministry of Education and Training), the Ho Chi Minh City University of Economics asked for the direction of the Ministry of Education and Training on the decision to revoke the doctoral degree of PhD student Tran Quynh Hoa. This proposal of the Ho Chi Minh City University of Economics is based on the results of the dialogue between the Thesis Appraisal Council and the School-level Thesis Evaluation Council on the quality of the doctoral thesis of PhD student Tran Quynh Hoa.

Response from International University

According to information from the International University, at the end of April, the school received a dispatch from the University of Economics Ho Chi Minh City regarding support for providing theses and dissertations related to the doctoral thesis of Ms. Tran Quynh Hoa. Three days later, the International University quickly responded to the dispatch from the University of Economics Ho Chi Minh City to provide information files on theses and dissertations related to the University of Economics Ho Chi Minh City (including 2 master's theses defended in 2020 and 1 bachelor's thesis in 2020, these masters and bachelors were trained at the International University).

By the end of May, Ho Chi Minh City University of Economics continued to send a dispatch requesting the International University to support in providing information to check the doctoral thesis with signs of plagiarism. Also according to this dispatch, Ho Chi Minh City University of Economics requested to provide additional evidence of related scientific research topics. In early June, the International University quickly provided documents on related scientific research topics in accordance with the support request of Ho Chi Minh City University of Economics such as: contracts to implement scientific and technological topics (in 2020), minutes of acceptance and liquidation of contracts to implement scientific and technological topics at the Ho Chi Minh City National University level (also in 2020), registration documents for scientific and technological topics at the Ho Chi Minh City National University level, mid-term reports and summaries of related topics (including main reports and product appendices).

According to the representative of the International University, the school confirmed that it has supported the provision of theses, dissertations, and scientific research topics that the school is storing and managing related to the doctoral thesis of Ms. Tran Quynh Hoa at the request of the competent authority.

"Currently, Ms. Tran Quynh Hoa's doctoral training institution is resolving issues related to Ms. Tran Quynh Hoa's doctoral thesis. Up to now, the school has not received any official responses or conclusions from Ms. Tran Quynh Hoa's doctoral training institution. When receiving the official conclusions from the competent authorities, the school will carry out the handling procedures in accordance with the Party's regulations and current laws," the information from the International University stated.

Sharing more about the school's regulations on handling personnel when problems arise, the International University said that it applies relevant regulations. In particular, the school has issued regulations on scientific and academic research based on the provisions of the law and of Ho Chi Minh City National University - this is the most important basis for handling violations. One of the core rules is academic integrity, requiring lecturers, students, and trainees to be honest and serious in studying and researching.

Therefore, the representative of the International University said that when receiving the official conclusion from Ms. Tran Quynh Hoa's training institution, in case there is a conclusion about the violation that can be considered a violation of teacher ethics, affecting the reputation of herself and the school, the school will apply according to current regulations to handle it.

In addition, to prevent and handle similar cases more effectively in the future, the International University is also reviewing, amending, supplementing and updating internal regulations and rules to suit the reality. The school has established a working group and issued a plan to review and rebuild current regulations and rules. The International University recognizes that handling and preventing these violations helps maintain seriousness in the academic environment.
