Speaking at the groundbreaking ceremony, Mr. Tran Sy Thanh - Deputy Secretary of the City Party Committee, Chairman of the Hanoi People's Committee - said that this is the first time the public-private partnership (PPP) model has been applied according to the mechanism of separating into public investment sub-projects, requiring close coordination and high determination from relevant agencies and enterprises.
Mr. Tran Sy Thanh assessed that the early investment in Ring Road 4 is of urgent significance, aiming to strengthen intra-provincial and inter-provincial connectivity, ensure security and defense, and expand development space for Hanoi and neighboring provinces. The route is expected to contribute to remote traffic diversion, reduce pressure on the currently overloaded Ring Road 3, while attracting investment, developing satellite cities, effectively exploiting land funds on both sides of the route and reducing environmental pollution.

The entire project route is over 113.5km long (including 103.8km of the main route and 9.7km of the connecting section towards Noi Bai - Ha Long Expressway); the total investment is nearly 56,300 billion VND. In phase 1, the project has a scale of 4 lanes.
The project has 13 elevated sections with a total length of nearly 81km, accounting for more than 71% of the route length. On the route, there are 3 large bridges crossing the Red River and Duong River including Hong Ha, Me So and Hoai Thuong, along with 8 interconnecting intersections and one fully completed intersection.

These bridges will enhance inter-regional connectivity, shorten travel time between Hanoi and the provinces of Hung Yen, Bac Ninh , Phu Tho, and reduce the load on existing bridges such as Thanh Tri, Vinh Tuy, and Thang Long. The new bridge system is also closely linked to belt roads and expressways, contributing to the formation of a synchronous transport network.
For the socio -economy, the bridges open up opportunities to promote trade, develop industrial zones and new urban areas, reduce logistics costs, and increase competitiveness for businesses. People in the riverside provinces benefit from modern infrastructure and more convenient transportation.

In particular, the construction of bridges over the Red River is also meaningful in implementing the plan to expand the capital, creating conditions for population dispersion, developing satellite cities, shaping Hanoi into a modern, multipolar, and sustainably developed city.
The Beltway 4 - Capital Region project includes 7 component projects in Hanoi, Hung Yen and Bac Ninh. The project is expected to be basically completed this year and fully completed in the first quarter of 2026.
