On the afternoon of September 11, Mr. Nguyen Trong Hoan, Chief of Office of the Department of Education and Training of Nghe An province, said that the Department had issued an urgent dispatch regarding the petition of parents of branch 2, Trung Phuc Cuong 2 Primary School.
Accordingly, to ensure stability and facilitate the implementation of the new government model, the unit proposed that the People's Committee of Thien Nhan commune direct Trung Phuc Cuong 2 Primary School to temporarily suspend the merger of branch 2 into branch 1.

Nghe An Department of Education and Training requested the People's Committee of Thien Nhan commune to direct the school to prepare facilities and other necessary conditions; continue to propagate and mobilize parents and students. The merger will be carried out when receiving the consensus of all parents and students of Branch 2 of Trung Phuc Cuong 2 Primary School.
Before the 2025-2026 school year, to facilitate teaching and learning, at the proposal of Trung Phuc Cuong 2 Primary School, the People's Committee of Thien Nhan Commune decided to merge branch 2 into the main school. Accordingly, 196 students/5 grades (children from Quang Xa hamlet, Thien Nhan Commune) transferred to the main school (Duong Pho hamlet, Thien Nhan Commune), more than 1km from the old school to study.
However, this policy did not receive consensus from parents of students at branch 2 due to concerns about the long distance to school, which could pose a potential safety risk to students. Parents have submitted a petition to school leaders, local authorities and the Department of Education and Training proposing not to merge branch 2 into the main school.
To protest the merger, many parents did not send their children to school. By the morning of September 11, there were nearly 100 students in Quang Xa hamlet who had not yet gone to school.

Ms. Le Thi Lan, the school principal, said that the policy of merging the satellite schools into the main school was introduced this school year. The purpose is to improve the quality of teaching, focus on investment and effectively use resources so that students can study in a centralized environment, with better equipment and facilities.
During the merger process, the school reported early to the Thien Nhan commune government, prepared a report and organized a parent meeting to announce the school's policy. However, the implementation process did not receive consensus from the people. Therefore, after the opening day, only nearly half of the students in branch 2 attended the main school.
In response to parents’ concerns about safety risks, local authorities have requested the Thien Nhan Commune Police to deploy forces to regulate traffic at the intersection. At the same time, there is a plan to request the Nghe An Provincial People’s Committee to install a traffic signal system at the Coi Bridge intersection to ensure the safety of residents and students during traffic.
