TP - Since the profiles of candidates for recognition as meeting the standards of professors and associate professors (GS, PGS) were made public, the public has had the opportunity to see the overall "health" of scientific research of those awarded the titles of Professors and PGS.

Through that lens, some people appear as monuments with quality contributions to science . Some people have profiles full of holes, articles that are called scientific but have no intellectual content. However, many people "ignore" what public opinion evaluates, they hope to still be "lenient" to the Council of Professors of the institution, the Council of Professors of the industry, the State Council of Professors. Through each round of review, the number of candidates who fall through increases, some candidates are even eliminated in the final round. Some people, when their mistakes are found, ask to withdraw their profiles, waiting to meet the conditions for later review.

Professors and Associate Professors are the intellectual elite of the education system. But through each review season, somewhere there is still a buzz about buying and selling scientific articles, a measure of the candidate’s research capacity. There are stories of people turning a blind eye, there are stories of people “greedily” trying to “put their name” in scientific articles…

Titles are like magic potions. In developed countries, professors and associate professors are associated with a job position in a university or research institute. In Vietnam before 2010, professors and associate professors were conferred by the State. But after Decision 174 (on recognition of standards for the titles of professors and associate professors) was issued, the State Council of Professors is only responsible for recognizing the titles, while universities and research institutes will appoint them.

Only when appointed, professors and associate professors are entitled to receive salaries according to regulations and are entitled to the titles of professors and associate professors. Until now, not everyone understands this, because many people are not appointed but go everywhere claiming their titles because they have the shield of recognition of the title of the National Council of Professors. This ambiguity, some people know to stay silent, some do not know to praise, gold and brass are mixed together.

But it must be recognized that Vietnamese universities currently appoint professors and associate professors not based on job positions. They need the number of professors and associate professors to increase enrollment quotas, so any candidate recognized by the National Council of Professors is basically appointed by the school.

It is time to return the titles of Professor and Associate Professor to their proper positions. That is a job position; after graduating from university, they only have the title of PhD, not the lifelong title of Associate Professor and Professor as it is now. Only then will there be a difference between Professors of one university and other universities.

Nowadays, every professor is the same, sometimes their entire career has no scientific research mark but they are still "on the same table" with famous scientists.
