Accordingly, Deputy Prime Minister Tran Hong Ha agreed with the proposal of the Ministry of Finance and VEC on implementing the Project to expand the Ho Chi Minh City - Long Thanh Expressway section of the Ho Chi Minh City - Long Thanh - Dau Giay Expressway according to the procedures for an urgent project to promptly start construction on August 19, 2025.
The implementation of urgent projects to select consultants, select contractors to implement the project and simultaneously carry out a number of steps as reported by the Ministry of Finance and VEC must ensure compliance with scientific and technical bases, select consultants and contractors who are experienced, capable, reputable, have implemented similar projects and works with good quality, safe construction, and must not allow loopholes, corruption, group interests, causing loss and damage to state assets.
Deputy Prime Minister Tran Hong Ha also assigned the Ministry of Finance and VEC to clarify the reasons for the necessity and urgency of the project in terms of economic, social, political significance and the time of commencement and completion. VEC is committed to completing the project on schedule, at a cost more economical than similar bid packages that have been bid, saving the state budget, and reporting to the Deputy Prime Minister before June 27, 2025.
The Ho Chi Minh City - Long Thanh Expressway Expansion Project was assigned by the competent authorities to VEC as the investor. On May 31, the VEC Board of Members approved the project's investment policy.
According to the decision approving the investment policy, the Ho Chi Minh City - Long Thanh Expressway Expansion Project has a length of nearly 22km; starting point at Km4+000 (Ring Road 2 intersection), Thu Duc City (Ho Chi Minh City); ending point at Km25+920 (Bien Hoa - Vung Tau Expressway intersection) in Long Thanh District (Dong Nai). Regarding the route direction, the project has a basic centerline following the old road, expanding to both sides, except for the section passing through Long Thanh Bridge, which is expanded to the right of the existing route (downstream).
Regarding the scale of the project, for the section from the Ring Road 2 intersection to the Ring Road 3 intersection (Km4+000 - Km8+844.5), the investment will be expanded from 4 lanes to 8 lanes; the section from the Ring Road 3 intersection to the Bien Hoa - Vung Tau expressway intersection, excluding the Long Thanh bridge area (Km8+844.5 - Km25+920), will be invested in expanding from 4 lanes to 10 lanes. Particularly for the Long Thanh bridge, the investment will be made to build a new bridge unit with a complete scale of 5 lanes in the direction from Ho Chi Minh City to Long Thanh, on the right side of the existing bridge.
Also in the decision approving the investment policy, the project is divided into 3 component projects including: Component project 1, expanding the Ho Chi Minh City - Long Thanh expressway section, with VEC as the managing agency and investor; Component project 2, compensation, support, and resettlement for the section passing through Ho Chi Minh City, implemented by the Ho Chi Minh City People's Committee; and Component project 3, compensation, support, and resettlement for the section passing through Dong Nai province, implemented by the Dong Nai Provincial People's Committee. VEC is responsible for arranging capital to pay and make payments according to the needs and progress proposed by the localities. The project has a total investment of more than 16.3 trillion VND.
