According to the report of the Management Board of Investment Projects for Construction of Transport and Agricultural Works in Hai Phong, the total land area for the Nguyen Trai Bridge Construction Investment Project and the urban beautification of the surrounding area is about 63.52 hectares. Of which, Ngo Quyen district accounts for 54.47 hectares and Thuy Nguyen city accounts for 9.05 hectares.
Up to now, Ngo Quyen district has handed over 115,885 m² of land. However, there are still problems with 28/35 households using collective houses in Gia Vien ward and 3/21 organizations that have not handed over the entire land, including: Hai Phong Port Technical Services Joint Stock Company, Hai Phong Port Joint Stock Company and Vietnam Railway Corporation . Thuy Nguyen city has basically completed the land clearance work.
Construction started on December 18, 2024 and began on January 18, 2025. To date, the value of the project's implemented volume has reached about 520.6/3,802 billion VND, equivalent to 13.69% of the total investment.
For package No. 15 (construction of approach bridges, access roads and intersections) implemented by the consortium including Thang Long Corporation - JSC, VNCN E&C Construction and Engineering Investment JSC, Thang Long Bridge 3 JSC and HJC Construction Investment Group JSC. Currently, the contractors are simultaneously implementing 14 construction projects on both banks of Thuy Nguyen and Ngo Quyen. 256/340 bored piles have been completed; 14 branch bridge piers; 7 approach bridge piers; 5 retaining wall pedestals and 5 branch bridge body walls.
For package No. 14 (construction of main cable-stayed bridge) undertaken by the consortium of Trung Chinh Trading and Construction Company Limited, Khang Nguyen Infrastructure Construction Investment Joint Stock Company, Trung Nam Construction and Installation Joint Stock Company, IHI Infrastructure Asia Company Limited. Currently implementing 4 construction projects simultaneously, having completed 55/88 bored piles; constructing the T13 pier body and closing the foundation pit ring of T11 pier. The value of completed volume is estimated at about 180/2,367 billion VND (equivalent to 7.56% of the contract value, excluding contingency costs).
In 2025, the Project will be allocated capital in two phases, with a total capital of VND 2,848.5 billion (phase 1 is VND 1,772 billion, phase 2 is an additional VND 1,076.5 billion). Up to now, the total accumulated capital allocated to the project is VND 4,679.837 billion. Of which, VND 2,732 billion has been disbursed, including VND 1,666 billion for construction and VND 1,066 billion for site clearance.
Through on-site inspection and listening to the report at the meeting, Vice Chairman of the City People's Committee Nguyen Duc Tho acknowledged and highly appreciated the close and effective coordination between the Investor, contractors, Departments, branches and localities in the process of project implementation. In particular, the Vice Chairman praised Thuy Nguyen City for completing site clearance work since February 2025, creating favorable conditions for construction.
However, the site clearance work in Ngo Quyen district is still slow, with many problems that need to be resolved soon. The Vice Chairman requested Ngo Quyen district to urgently complete the procedures and organize the relocation of households in the apartment buildings on Nguyen Trai and May To streets; urge the relocation of warehouses, offices and remaining assets of Hai Phong Port Technical Services Joint Stock Company in June 2025. At the same time, urgently relocate the transformer station, lighting system and demolish the structures of 2 households that have handed over the site to soon hand over to the construction unit.
The Vice Chairman assigned the Department of Construction to preside over and coordinate with the Vietnam Railway Corporation and the Management Board of Investment and Construction Projects for Transport and Agricultural Works to complete the dossier and procedures for handing over railway infrastructure assets to localities according to regulations. On that basis, dismantle the railway tracks and railway stations in the Hoang Dieu Port area and hand over the site to the construction contractor from July 1, 2025.
The Vice Chairman also highly appreciated the spirit of urgency and determination of the Investor, construction units and supervision consultants, in a short time, they have implemented a large amount of work. At the same time, he requested the units to continue to promote and ensure construction progress, quality and labor safety as committed, for areas that have been cleared and need to be received and organized for construction immediately.
In addition, the Vice Chairman requested contractors to ensure environmental sanitation and security and order during the construction process. The Project Management Board and related units must report on the progress weekly and promptly propose solutions to remove difficulties and obstacles to ensure the overall progress of the entire project./.
