On the side of Nghe An province, there were comrades: Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Provincial National Assembly Delegation; Nguyen Van Thong - Standing Deputy Secretary of the Provincial Party Committee; Hoang Nghia Hieu - Deputy Secretary of the Provincial Party Committee; comrades of the Provincial Party Standing Committee, leaders of the People's Council, People's Committee, Fatherland Front Committee and the Provincial National Assembly Delegation; leaders of departments, branches, sectors, socio-political organizations of the province and districts, cities and towns.
Delegates of the Labor Federations of Thanh Hoa, Ha Tinh, Quang Binh, Quang Tri, Thua Thien Hue provinces; representatives of the leaders of the Labor Federation of Hanoi City, Bac Giang province, Vietnam Railway Trade Union... also attended and congratulated the Congress.
The congress was attended by 400 official delegates, representing the will, beliefs and aspirations of more than 171,000 union members.
CENTER FOR GATHERING AND UNIFIING WORKERS
The 19th Congress of Nghe An Provincial Trade Union, term 2023 - 2028, taking place from August 7 - 8, 2023, has the theme: "Continuing to innovate the organization and operation of the Trade Union; focusing on performing well the function of representing and protecting the legitimate and legal rights and interests of union members and workers; focusing on gathering and uniting workers, contributing to building Nghe An to develop rapidly and sustainably", directed by the Vietnam General Confederation of Labor as a model congress in the North Central region.
Speaking at the opening of the Congress, comrade Kha Van Tam - Member of the Provincial Party Executive Committee, Chairman of the Nghe An Provincial Labor Federation, term XVIII, emphasized: The Congress of this term will summarize and accurately and accurately evaluate the advantages and results achieved; on the other hand, seriously review the shortcomings, limitations and shortcomings of the workers', civil servants' and laborers' movements and trade union activities in the past term, at the same time find out the causes, especially subjective causes, draw lessons, from which to focus on discussing, building goals, orientations of activities, tasks and specific solutions for the new term 2023-2028. Based on the discussion results of the trade union congresses at all levels, the Congress continues to discuss and contribute ideas to the draft documents of the 13th Congress of the Vietnam Trade Union.
Promoting the spirit of solidarity, democracy, responsibility and objectivity, the congress has the task of selecting the 19th Executive Committee, who are comrades who meet the conditions and standards, are exemplary in political qualities, ethics, lifestyle, enthusiasm and dedication to the movement, and have enough intelligence and capacity to perform well the functions of the Trade Union in the new term. The congress has the task of electing a delegation of delegates to ensure the quantity, structure and quality, representing the will and aspirations of the members of the Nghe An Provincial Trade Union to attend the 13th Congress of the Vietnam Trade Union, term 2023 - 2028.
“With the motto: “Innovation - Democracy - Solidarity - Development”, the Congress Presidium respectfully requests that delegates concentrate their intelligence and work with the highest responsibility so that the Congress can be a great success, meeting the expectations of workers, civil servants, laborers and union members of the province”, said comrade Kha Van Tam.
The report of the Executive Committee of the Provincial Labor Federation, term XVIII, 2018 - 2023, presented to the Congress said: In the past term, despite many difficulties and challenges, the Nghe An Provincial Labor Union at all levels focused on innovation in directing, operating and organizing the basic successful implementation of the targets and tasks set out in the Resolution of the 18th Nghe An Provincial Labor Union Congress.
The workforce in the province continues to grow. There are currently 171,283 union members and 2,885 grassroots unions, an increase of 25,397 union members and a decrease of 185 grassroots unions compared to the beginning of the term.
Working conditions for workers and civil servants have gradually improved. The average income of workers in enterprises ranges from 5.3 to 6.1 million VND/person/month.
The Trade Union has effectively performed its function of representing and protecting the legitimate rights and interests of union members and workers; propaganda and mobilization work has seen many innovations; the work of caring for union members and workers has been truly focused on with many outstanding activities.
Patriotic emulation movements in all fields continue to be promoted effectively and have widespread influence; the work of building a strong Trade Union organization, participating in Party building and government building is focused on implementation.
Women's work has many practical and effective activities; financial work and financial management, union assets have been strengthened; inspection and supervision work has been focused; foreign affairs work has many results; leadership and direction methods are regularly innovated, meeting the requirements of tasks in the current period.
The Provincial Federation of Labor was awarded the Excellent Emulation Flag by the Government (2021), and the Excellent Emulation Flag by the People's Committee (2022).
The Executive Committee of the Provincial Federation of Labor, term XVIII, 2018 - 2023, submitted to the 19th Congress the goals for the new term: Building a strong working class and trade union organizations at all levels; performing well the functions and tasks in the new situation, focusing on representing and protecting the legitimate and legal rights and interests of union members and workers; building a team of trade union cadres with intelligence, courage, enthusiasm, responsibility, prestige and good working methods.
Innovate propaganda and mobilization work, improve political capacity, educational level, professional skills, industrial style, labor discipline of union members and workers; maintain close ties between the Party, the State and the working class and workers; be the center for gathering and uniting workers, contributing to building Nghe An to develop quickly and sustainably.
To achieve the above objectives, the 18th Executive Committee submitted to the Congress for discussion and consideration 11 annual targets and 8 term targets. In particular, Nghe An Provincial Trade Union strives to establish 200 new grassroots trade unions, develop 80,000 new union members during the term and have 210,000 union members by the end of the term; at least 75% of union members' cases in need of consultation and litigation regarding their legitimate and legal rights and interests will have union representatives participating or receiving union support.
The Congress considered three breakthroughs for the new term: Building a team of professional trade union officials, focusing on chairmen of trade unions at non-state enterprises with trade union activities skills, enthusiasm, responsibility and prestige; Focusing on dialogue and collective bargaining, bringing benefits to union members and workers, focusing on wages, bonuses, working conditions and hours; Comprehensive digital transformation in trade union activities, prioritizing the areas of union member and financial management. To achieve the above goals and targets, the 18th Executive Committee submitted to the 19th Congress 10 tasks and solutions for the 2023-2028 term.
MAKE A WORTHY CONTRIBUTION TO THE JOURNEY TO REALIZE THE PROVINCE'S DEVELOPMENT ASPIRATIONS
Speaking at the Congress, on behalf of the Provincial Party Committee Standing Committee, Nghe An Provincial Party Secretary Thai Thanh Quy warmly congratulated and commended the outstanding achievements that the comrades had made in the past term; at the same time, emphasized and suggested a number of issues for the Congress to continue discussing, considering and deciding.

Accordingly, along with continuing to propagate and disseminate the Party's guidelines and resolutions, the State's policies and laws to workers, civil servants and employees, Trade Unions at all levels must pay due attention to informing, communicating and supplementing new awareness to their members about the viewpoints, goals, targets, tasks and development solutions of the province in the new period, especially Resolution No. 39 on the development of Nghe An province to 2030, vision 2045; Provincial planning for the period 2021 - 2030, vision to 2050. Thereby, spreading the spirit of innovation, in harmony with the development of the province, making greater efforts, greater responsibility, more creativity, and making worthy contributions to the journey of realizing the province's development aspirations.

The Secretary of the Nghe An Provincial Party Committee also requested that all levels of the Trade Union pay special attention to understanding the thoughts, aspirations and needs of workers and labor relations in enterprises; continue to advise and speed up the progress of social housing construction projects; build trade union institutions, improve the spiritual and material life and health of workers; accompany and support union members, workers and laborers to improve their education and vocational skills, especially focusing on improving professionalism, civilized behavior and respect for labor discipline.

Trade Unions at all levels need to closely follow the characteristics and specificities of each force to select appropriate content and methods of operation, meeting practical requirements and the legitimate needs and aspirations of the majority of workers. For the administrative and career sectors, it is necessary to promote and spread the spirit of creativity, integrity, and service to the people. For the business sector, focus on promoting creative labor emulation movements; strengthen social welfare programs, contribute to caring for the material and spiritual life, ensure security, safety, welfare, and housing for union members and workers.
Provincial Party Secretary Thai Thanh Quy also requested that all levels of Trade Unions in the province focus on implementing comprehensive digital transformation breakthroughs in their activities; pay attention to and grasp the situation early, from afar, from the grassroots, not to be passive or surprised; strengthen training, fostering, and building a team of trade union officials with capacity, courage, professionalism, dedication, attachment to the grassroots, and closeness to workers; actively participate in Party building, building a clean and strong political system.

Speaking at the Congress, on behalf of the Presidium of the Vietnam General Confederation of Labor, Comrade Nguyen Dinh Khang - President of the Vietnam General Confederation of Labor acknowledged and warmly commended the achievements that the team of workers, civil servants, laborers and the Trade Union of Nghe An province had achieved in the past term, making important contributions to the overall achievements of the workers' movement and trade union activities nationwide.
In order for the Congress to continue discussing and deepening the topics, goals and tasks of the next term, the President of the Vietnam General Confederation of Labor suggested a number of additional issues for the Congress to discuss.

First of all, the Trade Unions at all levels in Nghe An need to strengthen propaganda and education work, build a strong and modern Vietnamese working class; mobilize workers and laborers to study to improve their qualifications and professional skills, have a sense of discipline and industrial style. Play a good role in gathering workers and laborers, and care for workers.
Trade unions at all levels in the province focus on performing well the function of representing and protecting the legitimate rights and interests of union members, civil servants and workers.
Focus on negotiating, signing and implementing collective labor agreements at enterprises. Promote the role of the Trade Union in implementing grassroots democracy regulations, participating in building harmonious, stable and progressive labor relations in enterprises.
Promote the care of practical benefits for union members and workers; build a strong union organization, take care to build a team of union officials with sufficient quantity and improved quality, worthy of being leaders of union members and workers.

In order for the Congress Resolution to spread and be realized in practice soon, comrade Nguyen Dinh Khang suggested that immediately after the Congress, the 19th Provincial Trade Union Executive Committee issue an Action Program to implement the Resolution with specific tasks and solutions; prioritize resources to implement breakthroughs; at the same time direct and guide subordinate trade unions at all levels to concretize it into a work program suitable for each locality and facility, avoiding formalism and inefficiency.
At the Congress, President of the Vietnam General Confederation of Labor Nguyen Dinh Khang and Secretary of Nghe An Provincial Party Committee Thai Thanh Quy asked delegates to uphold their sense of responsibility, promote intelligence, focus on democracy, and effectively carry out personnel work.
In the program, the Congress elected 46 comrades, leaving 3 comrades vacant in the Executive Committee of the Provincial Labor Federation, term XIX. The Executive Committee introduced itself to receive its tasks before the Congress.
