On the afternoon of July 8, continuing the first working day of the 20th Session of the 18th Thanh Hoa Provincial People's Council, comrade Nguyen Tuan Tuong, Deputy Head of the Culture and Social Committee of the Provincial People's Council, presented a report of the Culture and Social Committee of the Provincial People's Council on the results of monitoring the implementation of policies for people with revolutionary contributions in the province, period 2021-2023 in Thanh Hoa province.

I. GENERAL SITUATION
Thanh Hoa is a land of "spiritual land and talented people", rich in patriotic and revolutionary traditions; through the resistance wars, the Party Committee and the people of all ethnic groups in the province have not hesitated to sacrifice hardships and contributed a lot of human and material resources to the resistance war for national liberation and protection of the Fatherland. With the fine tradition of the nation "When drinking water, remember its source", in recent years, the Party and the State have always paid attention to war invalids, sick soldiers, families of martyrs and people with meritorious services to the revolution. Party committees and authorities at all levels consider this an important and regular political task in the direction, management and implementation of the work, so that policies and regimes are deployed promptly and fully, contributing to political stability and gradually improving the lives of families with meritorious services.
Thanh Hoa province has 350,377 people with revolutionary contributions, including 4,634 Vietnamese Heroic Mothers (currently 64 Vietnamese Heroic Mothers are still alive), 55,977 martyrs, 860 veteran revolutionary cadres, 444 pre-uprising cadres, 43,610 war invalids, 15,977 sick soldiers, 15,237 resistance fighters and their children infected with toxic chemicals, 1,169 people with revolutionary contributions, 1,636 resistance fighters imprisoned by the enemy, 210,833 resistance fighters awarded Medals... Currently, the province has 66,823 people with revolutionary contributions and their relatives receiving monthly preferential allowances with a total annual payment of over 1,800 billion VND. The lives of policy beneficiaries are basically stable, with over 99.8% of households of people with revolutionary contributions having a standard of living equal to or higher than the average standard of living of the local community; 100% of Vietnamese Heroic Mothers have been cared for and looked after for life by agencies, departments, branches, units, organizations and enterprises inside and outside the province. Nursing facilities for people with meritorious contributions have been invested in facilities, equipment and staffing to meet the requirements of caring for people with meritorious contributions, especially seriously wounded and sick soldiers. Along with caring for and showing gratitude to the living, the work of searching for, collecting and identifying the remains of martyrs with missing information, building and renovating martyr cemeteries, and works to honor martyrs have also been focused on. It can be said that the movements "Repaying gratitude", "All people take care of families of war invalids, martyrs and people with meritorious services to the revolution"... have become regular activities, promoting the strength of the entire political system and the people to take care of families of people with meritorious services to the Fatherland.

II. IMPLEMENTATION RESULTS
1. Leadership, direction and organization of implementation of regimes and policies for people with revolutionary contributions in the province, period 2021 - 2023
To promptly implement the regimes and policies for people with revolutionary contributions according to the provisions of the Ordinance on Preferential Treatment for People with Revolutionary Contributions dated December 9, 2020; Decree No. 131/2021/ND-CP dated December 30, 2021 of the Government detailing and implementing measures for the Ordinance on Preferential Treatment for People with Revolutionary Contributions; Decree No. 75/2021/ND-CP dated July 24, 2021 of the Government stipulating the levels of benefits, allowances and preferential regimes for people with revolutionary contributions; Decree No. 55/2023/ND-CP dated July 21, 2023 of the Government amending and supplementing a number of articles of Decree No. 75/2021/ND-CP dated July 24, 2021 of the Government; directive documents of central ministries and branches; The Provincial Party Committee, the Provincial People's Council and the Provincial People's Committee have focused on leading and directing sectors and localities to promptly implement legal provisions on preferential policies for people with meritorious services to the revolution. In the period of 2021 - 2023, the Provincial Party Committee, the Provincial People's Council and the Provincial People's Committee have issued many documents implementing policies for people with meritorious services, which is the basis for functional sectors to issue specific guiding documents to implement policies for people with meritorious services in the province. The Department of Labor, War Invalids and Social Affairs (DOLISA) has promptly advised and issued many documents directing and guiding the implementation. On the basis of the guiding documents of the Central Government and the province, the People's Committees of districts, towns and cities have fully and promptly issued documents implementing regimes and policies for people with meritorious services in the area.
2. Policy dissemination and propaganda work
The dissemination and popularization of policies and laws on people with meritorious services have been paid attention to, directed and actively implemented by the Provincial People's Committee, departments, branches and districts, towns and cities. Awareness of the work of caring for people with meritorious services and relatives of people with meritorious services to the revolution has been raised, becoming a widespread movement, receiving the support and active participation of organizations, businesses and people.
The Department of Labor, Invalids and Social Affairs coordinates with Thanh Hoa Newspaper, Provincial Radio and Television Station to regularly disseminate, publish news articles and reports on preferential policies for people with revolutionary contributions in many diverse and rich forms; increase broadcasting time, frequency, and columns to post, especially on the occasion of the anniversary of War Invalids and Martyrs Day and Lunar New Year every year; through conferences, political and social organizations, training courses, promote advanced models, promptly commend and reward collectives and individuals with many achievements in implementing policies for people with revolutionary contributions.
Propagating good examples and good deeds among war invalids, sick soldiers, families of martyrs, people with meritorious services to the revolution who overcome difficulties and actively participate in patriotic emulation movements. Districts, towns and cities have increased propaganda and dissemination of regulations on preferential policies for people with meritorious services to the cadres from villages, hamlets and residential areas in the area, and propagandized on the district radio system and the radio system of communes, hamlets and hamlets.
3. Coordination between levels and sectors
The Department of Labor, Invalids and Social Affairs has closely coordinated with departments, branches, organizations, associations, unions at the provincial level and districts, towns and cities in disseminating and popularizing the policies of the Party and the State for people with meritorious services as well as reviewing records and resolving policies for people with meritorious services to ensure timeliness and correctness. Coordinate with the Department of Home Affairs to guide and resolve policies for Vietnamese Heroic Mothers; coordinate with the Provincial Military Command in collecting and burying martyrs' remains; resolve policies for war invalids, families of martyrs; resistance fighters infected with toxic chemicals; coordinate with the Provincial Vietnam Fatherland Front Committee in mobilizing care for Vietnamese Heroic Mothers; mobilize resources to build the Gratitude Fund; coordinate with the Department of Health in examining, assessing, determining diseases, disabilities, deformities and disabilities as a basis for resolving policies; Coordinate with the Department of Justice, Department of Information and Communications, Thanh Hoa Newspaper, Provincial Radio and Television Station in disseminating legal regulations on people with meritorious services... The results of coordination with departments, branches, districts, towns and cities play an important role in the process of implementing policies for people with meritorious services. The District People's Committee regularly coordinates with the Department of Labor, Invalids and Social Affairs to resolve policies and subsidies for people with meritorious services; coordinate with the District Fatherland Front Committee to mobilize agencies and Ho Chi Minh Communist Party political organizations to organize activities to educate the younger generation about patriotism and revolutionary traditions through practical and meaningful work; advise on establishing a working group to visit martyrs' cemeteries in and outside the province on the occasion of War Invalids and Martyrs Day, July 27 every year; visit and give gifts to families of people with meritorious services to the revolution in difficult circumstances in the area.

4. Results of implementing policies and regimes for people with meritorious services to the revolution
4.1. Subsidy, monthly allowance, one-time allowance
The Department of Labor, Invalids and Social Affairs has implemented the policy of paying monthly allowances, monthly subsidies, and one-time subsidies to meritorious people and their relatives, ensuring the correct regime, correct beneficiaries, and timely payment; contributing to stabilizing the lives of families of martyrs, war invalids, sick soldiers, and people with meritorious services to the revolution. From 2021 to 2023, monthly subsidies were paid to 200,538 meritorious people and their relatives, with an amount of VND 5,329,959,351,020; of which, for meritorious people, 144,683 people paid VND 4,375,764,247,020; for relatives of meritorious people, 55,855 people paid VND 954,195,104,000.
4.2. Housing and land support policies
Implementing Decision No. 22/2013/QD-TTg dated April 26, 2013 of the Prime Minister on housing support for people with meritorious services to the revolution, Thanh Hoa province has 21,065 households supported, of which 10,425 households were newly built, 10,640 households were repaired, with a total support amount of 629,485.65 million VND. Although Decision No. 22/2013/QD-TTg dated April 26, 2013 expired on December 31, 2019, localities have made great efforts in mobilizing resources to support housing for people with meritorious services in the area. Currently, the province is implementing Directive No. 22-CT/TU dated March 30, 2024 of the Provincial Party Standing Committee on the Campaign to support housing construction for poor households, policy households, and households with housing difficulties in the province in 2024 and 2025.
In 2022, on the occasion of the 75th anniversary of War Invalids and Martyrs Day, Quang Nam province, Da Nang city, Masterise Group, and the Party Committee of the Central Agencies supported and donated 58 gratitude houses to families of people with revolutionary contributions in the province, with a value of 50 - 70 million VND/house. In 2023, the province supported the construction of 194 new houses, with a total cost of 10,031 million VND; repaired 11 houses, with a total cost of 213 million VND.
4.3. Preferential policies in education - training, healthcare, nursing, provision of orthopedic and rehabilitation equipment
Implementing the policy on purchasing health insurance cards for meritorious people and their relatives, every year 100% of surviving meritorious people and their relatives are granted health insurance cards by the State according to the provisions of Circular No. 25/2016/TT-BLDTBXH dated July 26, 2016 of the Ministry of Labor, War Invalids and Social Affairs. From 2021 to 2023, the whole province has implemented preferential health insurance policies for 304,867 people, with an amount of VND 254,659 billion; preferential policies in education for 1,974 people, with a total cost of more than VND 14,448 billion; preferential policies in enrollment and job creation are implemented in accordance with State regulations.
Nursing care for people with meritorious services to the revolution and their relatives has been directed and implemented with attention; from 2021 to 2023, rotating nursing and home nursing were organized for 81,711 people with meritorious services to the revolution and their relatives, with a total cost of 129.094 billion VND. The work of caring for people with meritorious services to the revolution and their relatives at the Thanh Hoa Center for Care and Nurturing of People with Meritorious Services has been closely directed by authorities at all levels and sectors, the facilities are increasingly improved and spacious, the care and nurturing of people with meritorious services is ensured to be scientific, dedicated and thoughtful. Implementing the policy of supporting funding for providing orthopedic and rehabilitation devices to improve the living conditions of 6,862 people with meritorious services to the revolution with a total cost of more than 12.263 billion VND.
4.4. Other preferential policies
In addition to the subjects with meritorious services to the revolution and their relatives who enjoy preferential treatment according to the Ordinance on preferential treatment for persons with meritorious services to the revolution, the Department of Labor, Invalids and Social Affairs is managing and paying the right subjects, fully and promptly, subsidies to the groups of subjects entitled to benefits according to Decision No. 142/2008/QD-TTg dated October 27, 2008 of the Prime Minister on implementing the regime for soldiers participating in the resistance war against the US to save the country with less than 20 years of service in the army who have been demobilized and discharged to their localities; Decision No. 02/2011/QD-TTg dated November 9, 2011 of the Prime Minister on the regime and policies for subjects participating in the war to protect the Fatherland, performing international missions in Cambodia, helping Laos after April 30, 1975 who have been demobilized, discharged, or quit their jobs; Decision No. 53/2010/QD-TTg dated August 20, 2010 of the Prime Minister stipulates the regime for People's Public Security officers and soldiers who participated in the resistance war against the US with less than 20 years of service in the People's Public Security who have quit their jobs and returned to their localities.
4.5. Implement the movement "Repaying gratitude"
Along with the effective implementation of preferential policies for people with revolutionary contributions, the Provincial People's Committee has paid attention to directing departments, branches, enterprises and localities to implement programs to care for relatives of martyrs, war invalids, sick soldiers and people with revolutionary contributions in the province, focusing on promoting the movements "When drinking water, remember its source" and "Repaying gratitude". Thereby, the work of mobilizing resources to care for and give preferential treatment to people with revolutionary contributions has been widely implemented with many specific and practical forms and activities, contributing to improving and enhancing the material and spiritual life of people with revolutionary contributions.
In 3 years (2021 - 2023), the provincial "Repaying gratitude" Fund has mobilized over 2.7 billion VND; from the mobilized fund, the province has supported 350 million VND to build and repair houses for people with merit; supported 14.5 million VND to renovate, upgrade, and repair works honoring martyrs, martyr memorial houses; supported 137 million VND for people with meritorious services to the revolution who are facing difficulties in life and study; at the district and commune levels, mobilized over 60 billion VND to build, renovate, upgrade, and repair works honoring martyrs, support the construction and repair of houses, give gifts, and support people with meritorious services to the revolution, and relatives of martyrs.
The work of visiting, encouraging and giving gifts to policy beneficiaries and people with revolutionary contributions on holidays and New Year has been promoted and implemented by agencies, units and localities in the province. In particular, during the traditional Lunar New Year and War Invalids and Martyrs Day (July 27) every year, the whole province had over 380,000 people with revolutionary contributions and their relatives receiving gifts from the President and gifts from the province and districts with a total implementation cost of over 100 billion VND (of which the provincial budget allocated about 50 billion VND).
4.6. Care for martyrs' graves and cemeteries, and searching for and collecting martyrs' remains and identifying martyrs' identities
The Department of Labor, Invalids and Social Affairs and districts, towns and cities have done a good job of taking care of the graves and memorial works of martyrs, thereby contributing to educating revolutionary traditions and patriotism among all classes of people, especially the younger generation. Currently, the province has 741 memorial works of martyrs, including: 31 martyr cemeteries (including 2 martyr cemeteries managed by the provincial level), 22 martyr cemeteries at the district level and 7 martyr cemeteries at the commune level, with a total of 10,912 martyr graves, 253 martyr memorials, 368 martyr steles, and 89 martyr statues.
On holidays and Tet, especially the anniversary of War Invalids and Martyrs Day on July 27, all levels, sectors, authorities, and mass organizations have had many practical activities such as organizing students and youth union members to clean and decorate cemeteries and martyrs' graves, offering incense at martyrs' cemeteries, lighting candles in gratitude... contributing to creating a green, clean, and beautiful landscape for the resting place of heroic martyrs, while contributing to educating the younger generation on morality and the good tradition of "remembering the source of water when drinking" and "repaying gratitude".
The Department of Labor, Invalids and Social Affairs coordinated with the Provincial Military Command to search for, collect, hand over and bury 25 martyrs' remains collected by the Domestic Collection Team in Thanh Hoa province and 47 martyrs' remains of Vietnamese volunteer soldiers and experts who died in the Lao People's Democratic Republic for burial at Dong Tam International Martyrs' Cemetery (Ba Thuoc, Thanh Hoa). The work of identifying the remains of martyrs with missing information was carried out using two methods: DNA identification method and empirical method. In 3 years (2021 - 2023), the Department of Labor, Invalids and Social Affairs coordinated with relevant agencies and units, especially military agencies, to identify information using empirical methods for 241 martyrs.
4.7. Work of conferring and posthumously conferring the title "Heroic Vietnamese Mother"
The posthumous awarding and conferment of the title “Heroic Vietnamese Mother” was solemnly and thoughtfully organized, and at the same time, the subsidy regimes were promptly resolved according to regulations after being posthumously awarded and conferred. The whole province has 4,634 Heroic Vietnamese Mothers, currently 64 mothers are still alive; the mothers have been supported by agencies and units inside and outside the province for life. Not only providing monthly support, many agencies and units located far away still regularly send cadres to visit, promptly encourage and comfort mothers when they are sick or coordinate with the locality to take care of the funeral when mothers pass away; many units, in addition to providing monthly allowances, also support the construction of charity houses and purchase household items for family life.
From 2021 to 2023, the Department of Labor, Invalids and Social Affairs advised the Provincial People's Committee to coordinate with the Provincial Emulation and Reward Board to submit and receive the Prime Minister's posthumous award of the title of Heroic Vietnamese Mother for 8 Mothers.
5. Inspection, examination and handling of violations
In 2022, the Ministry of Labor, Invalids and Social Affairs conducted an inspection in Thanh Hoa province and issued Inspection Conclusion No. 96/KL-TTr dated May 6, 2022. Accordingly, there were 2,114 cases that did not meet the conditions and standards or had to supplement and complete the dossier according to regulations, of which: 696 cases did not meet the conditions and standards for enjoying monthly preferential treatment; 39 cases had to adjust the monthly allowance level; 781 cases needed to continue to check and verify the status of deformity, disability and working capacity of indirect subjects; 579 cases needed to supplement documents to complete the dossier according to regulations; 19 cases needed to review the results of medical examination. Pursuant to Inspection Conclusion No. 96/KL-TTr, the Department of Labor, Invalids and Social Affairs issued a decision to stop and collect arrears from 1,263 subjects, the total amount to be collected is 196,401,656,400 VND, by June 15, 2024, 513,170,000 VND has been collected and paid to the state budget.
In the period of 2021-2023, the Department of Labor, Invalids and Social Affairs conducted inspections in 3 districts: Ba Thuoc, Quang Xuong, Hoang Hoa and issued inspection conclusions. In Hoang Hoa district, 8 decisions were issued to suspend the subsidy regime for resistance fighters and their children infected with toxic chemicals, with 72 subjects having their regime suspended, and the amount of arrears collected was 11,541,876,000 VND. In Ba Thuoc district, 10 decisions were issued to suspend and revoke monthly subsidies for resistance fighters and their children infected with toxic chemicals, with 10 subjects having their regime suspended, and the amount of arrears collected was 1,450,249,000 VND. To date, the subjects have not paid the wrongly received amount to the state budget.
Every year, the People's Council and People's Committee of districts, towns and cities issue plans to monitor, inspect and examine the implementation of policies for people with meritorious services in communes, wards and towns. Through inspection, examination and supervision, shortcomings, limitations and violations in the implementation of policies for people with meritorious services have been pointed out for timely remediation.
6. Handling of complaints and denunciations
During the period of 2021 - 2023, the Department of Labor, Invalids and Social Affairs, People's Committees of districts, towns and cities received complaints and denunciations from citizens related to the implementation of preferential policies for people with meritorious services and focused on directing their resolution.
The Department of Labor, Invalids and Social Affairs received 50 complaints and denunciations from citizens (33 denunciations, 17 complaints); of which 7 were kept because they did not meet the conditions for settlement, instructed citizens to send 14 complaints to competent authorities for settlement, transferred 21 complaints to competent authorities for settlement, responded to 1 complaint, and resolved 7 complaints.
7. Results of handling records for meritorious people
At the Provincial Public Administration Service Center, the Department of Labor, Invalids and Social Affairs has received 7,127 dossiers requesting the settlement of administrative procedures of organizations and individuals related to the field of meritorious people (accounting for 49.5% of the total number of dossiers received), with the following results: 6,677 dossiers have been settled on time and before the deadline, reaching 93.7%; 450 dossiers are being settled within the deadline and there are no overdue dossiers. The management of meritorious people's dossiers has been applied digital transformation, innovation and science. The Provincial People's Committee has directed to improve the effectiveness of dossier management, promote administrative reform in implementing preferential policies for meritorious people; continue to effectively implement the Project on applying information technology in dossier management and implementing preferential policies for meritorious people; Up to now, the Provincial People's Committee has directed the Department of Labor, Invalids and Social Affairs to complete the data update and digitization of 334,969 records of meritorious people.
8. Budget arrangement, management and use for implementation
The total central budget allocated from 2021 to 2023 to Thanh Hoa province is 6,153,412,556,000 VND, the total estimated budget implemented is 5,982,446,804,280 VND, of which the martyrs' cemetery fund is 52,991,238,000 VND. Specifically: In 2021, the total budget allocated by the Ministry of Labor, Invalids and Social Affairs is 2,045,324,160,000 VND, the total estimated budget implemented is 1,963,449,620,298 VND, of which the martyrs' cemetery fund is 15,739,800,000 VND. In 2022, the total budget assigned by the Ministry of Labor, Invalids and Social Affairs is 2,041,360,452,000 VND, the total budget implemented is 1,964,904,037,204 VND, of which the cost of martyrs' cemeteries is 18,535,000,000 VND. In 2023, the total budget assigned by the Ministry of Labor, Invalids and Social Affairs is 2,066,727,944,000 VND, the total budget implemented is 2,054,093,146,778 VND, of which the cost of martyrs' cemeteries is 18,716,438,000 VND.
Regarding the budget for the work of martyrs' graves and cemeteries, based on the budget assigned by the Ministry of Labor, Invalids and Social Affairs and the guidance of the Department of Meritorious People, the Department of Labor, Invalids and Social Affairs submits to the Chairman of the Provincial People's Committee for detailed allocation and allocation of budget for each project and work according to the list of guidance of the Department of Meritorious People. Districts and units must properly implement the management process, pay allowances promptly, to the right subjects, and make settlement payments in accordance with regulations. Every month, the Department of Labor, Invalids and Social Affairs of districts, towns and cities shall make detailed estimates of increases, decreases, and adjustments to regular beneficiaries and other types of allowances for each subject for appraisal as a basis for the Post Office to organize payments and settlement payments in accordance with the established budget. The work of reviewing, comparing, reporting increases and decreases in a timely manner, making payments to subjects before the 10th of each month, minimizing the number of signatures on behalf of others, and at the same time publicly posting the list at payment points in accordance with regulations.
General assessment: Based on the provisions of the Ordinance on preferential treatment for people with meritorious services to the revolution, policies issued by the Central and the province, the leadership and direction of the Provincial Party Committee, the People's Council, the Provincial People's Committee, the coordination of the Provincial Vietnam Fatherland Front Committee, preferential policies and regimes for people with meritorious services and their relatives in the province have been implemented and achieved many positive results. The work of receiving dossiers, resolving regimes and reforming administrative procedures has been focused on. All levels, sectors, localities and the business community in the province have implemented regulations on policies for people with meritorious services fully and promptly, demonstrating the deep gratitude of the Party, the State and the People for people with meritorious services. The lives of people with meritorious services and their relatives have been constantly improved. Up to now, the whole province has no families of people with meritorious services who are poor, over 99.8% of households of people with meritorious services to the revolution have a standard of living equal to or higher than the average standard of living of the community.
III. DIFFICULTIES, PROBLEMS; EXISTENCE, LIMITATIONS AND CAUSES
1. Difficulties and problems
Difficulties and obstacles in the process of organizing the implementation of Central documents that are not suitable to reality, such as: Ordinance No. 02/2020/UBTVQH14 dated December 9, 2020 on incentives for people with revolutionary contributions; Government Decrees: Decree No. 131/2021/ND-CP dated December 30, 2021; Decree No. 75/2021/ND-CP dated July 24, 2021; Decree No. 55/2023/ND-CP dated July 21, 2023 of the Government amending and supplementing a number of articles of Decree No. 75/2021/ND-CP dated July 24, 2021 of the Government.
The implementation of the policy of paying subsidies through bank accounts has encountered many difficulties and shortcomings.
The recovery of the amount of money from beneficiaries who are not in accordance with regulations according to Conclusion No. 96/KL-TTr dated May 6, 2022 of the Inspectorate of the Ministry of Labor, Invalids and Social Affairs and the Conclusions of the Department of Labor, Invalids and Social Affairs faces many difficulties and shortcomings because most of the beneficiaries are elderly, often sick, have little ability to work and have no other source of income, and are unable to repay.
Supplementing documents confirming the area where the US used toxic chemicals during the war in Vietnam and the medical records of children of resistance fighters who were exposed to toxic chemicals and had their benefits suspended after Inspection Conclusion No. 96/KL-TTr dated May 6, 2024 of the Inspectorate of the Ministry of Labor, Invalids and Social Affairs encountered many difficulties because the original documents showing the time spent on the battlefield or the original documents showing the unit's designation but not showing the area or region of operation on the battlefield were no longer kept and the medical records were no longer kept.
2. Existence, limitations
The work of disseminating and popularizing the regimes and policies for people with meritorious services to the revolution in some localities is sometimes not timely and not very effective. The activities of disseminating the content and significance of the work of gratitude and implementing policies for people with meritorious services mainly focus on holidays and Tet and have not been implemented regularly and widely. The work of monitoring and managing people with meritorious services in some localities is still limited and not strict.
The Provincial People's Committee has not yet issued the Regulations on management of the Provincial Gratitude Fund as prescribed in Decree No. 131/2021/ND-CP dated December 30, 2021 of the Government detailing and implementing the Ordinance on Preferential Treatment for People with Meritorious Services to the Revolution; has not yet provided guidance for the District and Commune People's Committees to issue the Decision on establishment and Regulations on management of the District and Commune Gratitude Fund.
Professional training for commune-level labor, invalids and social affairs officials is sometimes not timely, especially when new documents from the Central Government are issued to amend, supplement or replace previously issued documents, so in some places, officials in charge are still confused about their expertise, there are still cases of missing policies, slow implementation of policies, and even violations in some places.
Inspection and examination of the implementation of legal regulations on policies for people with meritorious services are not regular. The number of inspections and examinations and the contents of inspections and examinations by the Department of Labor, Invalids and Social Affairs, districts, towns and cities are still limited; coordination between levels, sectors, organizations and localities is sometimes not tight.
The exploitation of data on meritorious people on network software is not popular, the staff in charge of meritorious people has not been decentralized, the right to exploit data on meritorious people is stored at the department level; the work of handling records through public services and electronic environment is not thorough, still takes a lot of time, leading to untimeliness. The work of monitoring and managing meritorious people at the commune level is not strict in some places and at some times; the work of caring for the lives and health of meritorious people is still limited, the movements to help meritorious people have not been maintained regularly.
Most of the officials in charge of the field of Labor, Invalids and Social Affairs at the commune level hold part-time positions, change frequently, and have limited professional capacity, so they face difficulties in implementing policies for people with meritorious services.
3. Causes
3.1. Objective causes
There are many management documents in the field of implementing preferential policies for people with revolutionary contributions, which always change from time to time, easily causing overlap. There are many types of policy beneficiaries and many subsidy levels, causing many difficulties in management and implementation of policies.
To confirm and enjoy preferential treatment for people with revolutionary contributions, it is necessary to have sufficient documents, records, and evidence according to regulations, but most of those who participated in revolutionary activities and resistance activities for a long time, until now, no original documents are kept, and there are no witnesses who know the incident clearly, so establishing records is still difficult.
Supplementing the original documents of the resistance fighters who were directly or indirectly exposed to toxic chemicals and had their benefits stopped is difficult because some of them are old, weak, and in difficult circumstances and do not have the conditions to rejoin the combat unit to request their documents, or some of the direct chemical agents have died. The medical records determining the level of deformity and malformation of the children exposed to toxic chemicals are no longer available or have been lost.
3.2. Subjective causes
The work of propagating and disseminating the Party and State's legal policies for people with revolutionary contributions has not received due attention and has not been implemented regularly.
The direction and management of the implementation of policies for people with meritorious services and their relatives in some localities is not comprehensive and not close.
The staff working in the field of labor, invalids and social affairs at the district level has not been strengthened in quantity and quality, especially the number of staff with professional qualifications. The staff working in policy at communes, wards and towns is unstable, holding many concurrent jobs, with limited capacity, unable to meet the requirements and tasks set.
The implementation of the policy of paying allowances through bank accounts has encountered many difficulties because most of the meritorious people are old, weak, have difficulty moving, do not have smartphones and do not know how to operate phones and ATMs, so withdrawing money is difficult. Authorizing children and grandchildren also encounters many problems, so the policy of paying via ATM cards has not been agreed upon by the meritorious people and many meritorious people want to pay in the traditional way, receiving directly through the commune post office.
Most of the war invalids, resistance fighters and their children who were exposed to toxic chemicals and had their benefits revoked are now old, sick, have no other source of income or are in difficult circumstances, so recovering the wrongly received money is difficult.
Periodic quarterly and annual inspections and reviews have not been carried out regularly to promptly detect beneficiaries who are receiving incorrect benefits.
VI . PROPOSAL
1. For the Provincial People's Committee
Strengthen leadership, direction and propaganda work, popularize legal policies to raise awareness of authorities at all levels, departments, branches, organizations and people about implementing preferential policies for meritorious people and their families in the province.
Continue to effectively implement state management of people with revolutionary contributions, focusing on taking care of material and spiritual conditions for people with revolutionary contributions according to regulations. Do a good job of planning, constructing, and managing works honoring martyrs to ensure that after investment, the works are used effectively, ensuring solemnity, spaciousness, and cleanliness.
Promptly promulgate the Regulations on management of the Provincial Gratitude Fund in accordance with Decree No. 131/2021/ND-CP dated December 30, 2021 of the Government detailing and implementing the Ordinance on preferential treatment for people with revolutionary contributions. Provide guidance for the People's Committees at district and commune levels to promulgate the Decision on establishment and Regulations on management of the District and Commune Gratitude Fund.
Direct the Department of Home Affairs to advise on reviewing the assignment of staff to the Department of Labor, Invalids and Social Affairs to remove difficulties and obstacles for the sector, including public service units under the Department (with special attention to cases of long-term contract work).
Pay attention and allocate annual funds to repair and renovate works honoring martyrs such as: Martyrs' cemeteries, Martyrs' memorials, Martyrs' temples and Martyrs' stele houses.
Continuing to recommend to the Government, the Ministry of Labor, Invalids and Social Affairs to have a direction to handle difficult cases such as poor households, extremely difficult households with no income, and serious illnesses in implementing the collection according to Conclusion No. 96/KL-TTr dated May 6, 2024 of the Inspectorate of the Ministry of Labor, Invalids and Social Affairs.
Propose the Ministry of Labor, Invalids and Social Affairs to support funding and allocate the provincial budget to invest in expanding and upgrading the Dong Tam International Martyrs Cemetery (Ba Thuoc) because currently the cemetery has very little space to bury the remains of martyrs. Propose to the National Assembly and the Government to amend and supplement the Ordinance and Decrees in implementing policies for people with revolutionary contributions (difficulties, obstacles, recommendations).
2. For the Department of Labor, War Invalids and Social Affairs
Continue to promote the Party and State's policies and guidelines for people with revolutionary contributions. Prioritize the allocation of resources and mobilize the participation of the whole society to better carry out the work of caring for people with revolutionary contributions.
Regularly review policies and regimes related to meritorious people and their relatives that are not suitable to reality to propose competent authorities to adjust and supplement policies.
Fully and promptly implement the Party's guidelines, policies and laws of the State for people with revolutionary contributions; pay special attention to families of people with revolutionary contributions in difficult circumstances, families of people with revolutionary contributions in poor households, ethnic minority areas, remote areas... At the same time, the Department of Labor, Invalids and Social Affairs coordinates well with local Party committees, authorities and units to review and resolve policies and regimes for those who have not yet enjoyed the regime.
Effectively implement the management and care of martyrs' graves and cemeteries; search for and collect martyrs' remains, inform martyrs' relatives of martyrs' graves; protect, upgrade and renovate martyrs' cemeteries and martyrs' monuments to show gratitude to heroic martyrs and educate future generations about revolutionary traditions. Advise the Provincial People's Committee to direct the establishment of Cemetery Management Boards for 2 martyrs' cemeteries: Ham Rong Martyrs' Cemetery and Dong Tam International Martyrs' Cemetery (Ba Thuoc) according to Decree No. 131/2021/ND-CP dated December 30, 2021 of the Government; arrange funds to pay for the protection and care teams of these 2 cemeteries.
Pay attention to organizing training courses to improve the professional qualifications and skills of grassroots cadres, especially at district and commune levels, to help cadres and civil servants grasp professional skills and implement preferential policies for people with meritorious services better and in accordance with the provisions of law.
Strengthen inspection and examination work to ensure the implementation of regimes, policies and legal regulations for people with revolutionary contributions in accordance with regulations.
Advise the Provincial People's Committee to recommend to the Government and the Ministry of Labor, Invalids and Social Affairs to have a direction to handle difficult cases such as poor households, extremely difficult households with no income, and serious illnesses in implementing the collection according to Conclusion No. 96/KL-TTr dated May 6, 2024 of the Inspectorate of the Ministry of Labor, Invalids and Social Affairs.
Organize a preliminary review of the payment method for meritorious people through the Postal system to evaluate the implementation results and propose appropriate payment methods (especially evaluating payment via bank accounts for meritorious people) to have better implementation solutions in the future.
Strengthen the application of information technology; promote administrative procedure reform in resolving policies and regimes for meritorious people and record keeping. Recommend to the Ministry of Labor, Invalids and Social Affairs to upgrade the software for managing meritorious people in a synchronous and interconnected manner from the central to the communal level to facilitate the management and lookup of meritorious people's information.
Advise the Provincial People's Committee to urgently issue the Regulations on management of the Provincial Gratitude Fund according to the provisions of Decree No. 131/2021/ND-CP dated December 30, 2021 of the Government. Provide guidance for the District and Commune People's Committees to issue the Decision on establishment and the Regulations on operation of the Gratitude Fund Management Board at the district and commune levels.
Advise the Provincial People's Committee to recommend to the National Assembly and the Government to amend and supplement Ordinances and Decrees in implementing policies for people with revolutionary contributions (difficulties, problems, recommendations).
3. For districts, towns and cities
Strengthen the leadership role of Party committees and authorities in implementing the Party's guidelines and policies, the State's laws, and the province's directive documents on gratitude work, preferential regimes and policies for people with revolutionary contributions.
Organize the full and timely implementation of policies for people with revolutionary contributions; review, consider and resolve applications for confirmation of people with revolutionary contributions; promote administrative reform, apply information technology, and strengthen effective coordination between levels, sectors and localities in implementing policies and regimes for people with revolutionary contributions and their relatives.

Regularly pay attention to and grasp the aspirations of people with meritorious services and their relatives; make recommendations to Party committees and competent state agencies to promptly resolve policies and regimes for people with meritorious services and their relatives.
Regularly organize training and professional development for commune-level cadres, to help cadres and civil servants grasp professional expertise, implement preferential policies for meritorious people better and better in accordance with the provisions of law.
Strengthen supervision, inspection, and examination work, promptly detect, prevent, and resolutely and strictly handle violations in implementing policies for people with revolutionary contributions.
Continue to promote the movement "All people take care of families of war invalids, martyrs and people with meritorious services to the revolution", ensuring practicality and effectiveness; mobilize the participation of all levels, sectors and the whole society in socialization, support from the community and society in terms of material and spiritual matters to encourage people with meritorious services to the revolution and their relatives; promote movements and charitable deeds such as: Supporting the Gratitude Fund; building houses of gratitude; caring for and helping families of policy beneficiaries, war invalids, and relatives of war martyrs; supporting Vietnamese Heroic Mothers; doing a good job in managing and using the Gratitude Fund; prioritizing training, vocational training, and job creation for children of war invalids, war invalids, and people with meritorious services in the area.
Urgently issue a decision to establish a Gratitude Fund, regulations on management of the Gratitude Fund at district and organizational levels; organize the management and use of the Gratitude Fund in accordance with the provisions of Decree No. 131/2021/ND-CP dated December 30, 2021 of the Government.
