The conclusion stated: At the meeting on July 25, 2025, after listening to and commenting on the Report of the Central Organizing Committee on the situation and progress of implementing the resolutions and conclusions of the Central Committee and the Politburo on the arrangement of the apparatus and administrative units from July 18 to July 24, 2025 (Report No. 427-BC/BTCTW, dated July 24, 2025), the Politburo and the Secretariat concluded as follows:
1. Basically agree with the Report on the situation and progress of the implementation of the resolutions and conclusions of the Central Committee and the Politburo on the reorganization of the apparatus and administrative units (from July 18 to July 24, 2025) submitted by the Central Organizing Committee. The Politburo and the Secretariat continue to commend the Party committees and organizations at all levels, the Government Party Committee, the National Assembly Party Committee, the Fatherland Front Party Committee, the Central mass organizations, the Central Organizing Committee, the Central Inspection Committee, the Central Party Office, the Ministry of Public Security , the provincial Party committees, the centrally-run city Party committees, and the commune-level Party committees for being active, proactive, and upholding the sense of responsibility in leading, directing, and urging the organization and implementation of tasks according to the plan and requirements; regularly supervising and promptly guiding, supporting, removing, and overcoming many difficulties and obstacles, ensuring that the new apparatus operates smoothly, stably, and is close to the people.
2. Requesting Party committees and Party organizations directly under the Central Government, ministries and branches to: (1) Continue to urgently and resolutely complete the system of documents regulating and guiding the implementation of the apparatus according to the 2-level local government model, creating a complete political and legal basis, ensuring favorable conditions for localities to implement. (2) Strengthen guidance, organize training, support and accompany localities in implementing decentralized and delegated tasks according to the new model. (3) Step up communication and dissemination of information on the activities of 2-level local governments; arouse patriotism, aspiration for dedication, determination among cadres and Party members; raise awareness, strengthen trust, create consensus among the people; proactively identify and refute distorted arguments; In particular, pay attention to propaganda and mobilization work for dignitaries, religious officials, monks and followers to properly implement legal regulations after reorganizing the apparatus and operating the 2-level local government model; resolutely and strictly handle organizations and individuals who take advantage of religion to cause insecurity and disorder and violate the law.
Requesting the Standing Committees of Provincial Party Committees, City Party Committees, Central Party Committees, ministries, branches, especially the heads: (1) Directly direct the work of reviewing difficulties and shortcomings in Party regulations and State laws to proactively propose solutions as soon as possible, avoiding work congestion. (2) Focus on leading and directing closely, regularly grasping the situation at the grassroots level, promptly guiding, removing and resolving difficulties and problems arising in the areas under their responsibility, especially in handling procedures for people and businesses regarding land, construction permits, investment procedures, taxes, business, etc.; pay attention to arranging enough staff at the Public Administration Service Center at the commune level.
3. Assign the Government Party Committee:
(1) Lead and direct ministries and branches to seriously deploy and implement the tasks stated in the conclusions of the Politburo, the Secretariat and Plan No. 56-KH/BCĐ, dated July 4, 2025 of the Steering Committee, especially the following contents and tasks: (i) Continue to provide specific guidance on the implementation of decentralized tasks and authority assignment to localities to proactively resolve administrative procedures, budget management, and apparatus organization; provide guidance on unified application in cases where legal regulations are not clear and specific for local implementation. (ii) Continue to review, promulgate according to authority and submit to competent authorities for promulgation of draft laws, resolutions, decrees, and circulars related to decentralization and delegation of authority; Announce and fully publicize administrative procedures to people and businesses, ensuring the goal in 2025, basically removing difficulties, obstacles and legal bottlenecks in accordance with the direction of the Politburo.
(2) Direct the Ministries of Home Affairs, Finance, Construction, Industry and Trade, Health, Agriculture and Environment... to urgently review, adjust and complete regulations, processes and procedures related to the public service provision system such as: Granting construction permits; granting licenses to trade in alcohol, beer and tobacco; practicing medicine and pharmacy; regimes and policies for meritorious people,... managed by the Ministry; direct the Ministries of Finance, Agriculture and Environment, and the Government Office to focus on handling difficulties in providing public services on land on the National Public Service Portal (online administrative procedures, operational software, interconnection in paying taxes and fees...).
(3) Direct the Ministries of Construction, Agriculture and Environment to promptly issue specific instructions on adjusting land use planning and construction planning after the rearrangement; review and re-evaluate the implementation of the Decree on decentralization and delegation of powers in the land sector, organize the implementation of projects, especially the content on the authority of the provincial People's Committee in the land sector that is decentralized and delegated to the commune-level People's Committee and the chairperson of the commune-level People's Committee to ensure feasibility, taking into account the actual resources, capacity of the apparatus and human resources at the commune level to meet the requirements and tasks.
(4) Direct the Ministry of Education and Training and the Government Inspectorate to review and fully issue circulars and implement instructions on the implementation of functions, tasks and powers according to sectors and fields under the management scope of specialized agencies under the People's Committees at provincial and commune levels.
(5) Direct the Ministry of Finance to: (i) Continue to urge, inspect, and guide the management and use of funds, and arrange working offices; promptly issue specific guidance documents on financial and accounting work, procedures for assigning and allocating commune and ward budgets; on the registration and use of accounts of commune-level People's Committees and specialized agencies (ensure completion before July 31, 2025); promptly assess and report on the situation of handover and management of public assets and government offices at all levels. (ii) Research and advise on the institutionalization of Resolution No. 201/2025/QH15, dated May 29, 2025 of the National Assembly on piloting a number of specific mechanisms and policies for social housing development in the direction of expanding the subjects eligible to buy and rent social housing.
(6) Direct the Ministry of Home Affairs to coordinate with localities to review the situation of cadres and civil servants working in ethnic and religious affairs, especially cadres working in state management of beliefs and religions, ensuring the right job position, right capacity and expertise; sufficient quantity and quality, meeting requirements and tasks at the grassroots level; promptly issue and coordinate with relevant ministries and branches to issue documents guiding the establishment of public service units under the People's Committees at the commune level, especially units providing basic and essential public services at the commune level.
(7) Direct the Ministry of Education and Training to: (i) Take the lead and coordinate with relevant ministries and branches to issue specific and clear instructions on the authority to manage the team of teachers, management personnel, civil servants and workers in accordance with the provisions of the Law on Organization of Local Government. (ii) Issue instructions on job positions, the structure of civil servants according to professional titles and the number of employees working in educational institutions as a basis for localities to implement.
(8) Direct the Ministry of Science and Technology to preside over and coordinate with local ministries and branches to propose a comprehensive plan to complete technology infrastructure and database infrastructure to ensure quality and serve the activities and operations of the Commune-level Public Administration Service Center. Monitor and urge progress to ensure the completion of "eliminating wave depressions" so that villages and hamlets have conditions to access digital transformation.
(9) Direct the Ministry of Public Security to preside over and coordinate with the Ministry of Justice to urgently deploy the synchronous implementation of the database on justice - civil status; fix errors in the Public Service software system and Civil Status software to facilitate the settlement of administrative procedures for people.
(10) Direct the Ministry of Justice to study, review and submit to the Government for adjustment and supplementation of regulations on the division of authority in the field of certification in the direction of expanding the subjects or allowing authorization for the Deputy Director of the Commune-level Public Administration Service Center to perform certification of issuing copies from original books, certifying copies from originals, certifying signatures and certifying contracts and transactions, facilitating the settlement of administrative procedures.
(11) Direct the Government Office to review, evaluate, and ensure the infrastructure and software functions of the National Public Service Portal meet the increasing access requirements and facilitate administrative procedure settlement for people and businesses to perform online public services.
4. Seriously criticize localities that are slow to complete key personnel, especially the positions of Party Secretary, Chairman of People's Committee, Chairman of People's Council at commune level. Request provincial and municipal Party Committees directly under the Central Government to: (i) Urgently review and assess the situation of commune-level cadres; continue to arrange sufficient number of commune-level staff to meet the requirements of the tasks of the grassroots level, closely following reality, avoiding the situation of equalization or excess in some places and shortage in others. (ii) Direct the organization of Party congresses at all levels towards the 14th National Congress of the Party on schedule, ensuring quality and requirements stated in Directive No. 45-CT/TW, dated April 14, 2025 of the Politburo; in special cases due to the arrangement of the organizational apparatus, allow the Party Committee to convene the congress to announce the opening time of the congress shorter than 30 working days.
5. Assign the Ho Chi Minh National Academy of Politics to preside over research and advise on amending and supplementing Regulation No. 11-QD/TW, dated May 19, 2021 of the Secretariat on standard political schools.
6. The Central Organizing Committee shall preside over the research and consultation on amendments and supplements to Regulation No. 09-QDi/TW dated November 13, 2018 of the Secretariat on the functions, tasks, and organizational structure of political schools of provinces and centrally run cities.
The Central Organizing Committee continues to closely monitor the situation, urge and guide agencies, units and localities to strictly implement Plan No. 56-KH/BCĐ, dated July 4, 2025 of the Steering Committee, ensuring progress and requirements. Central agencies, departments, ministries and branches, provincial Party Committees, city Party Committees and Party Committees directly under the Central Committee assess the situation of 1 month of implementation and operation of the 2-level local government model, report the results (through the Central Organizing Committee no later than July 30, 2025) for synthesis and reporting to the Politburo and the Secretariat.
